ISSUING NATIONAL STANDARDS FOR NEW RURAL AREAS IN THE PERIOD OF 2026 - 2030

                                   

On the basis of 61/2014/QH13;

Pursuant to Resolution No. 257/2025/QH15 of the National Assembly approving the investment policy for the National Target Program on New Rural Areas Construction, Sustainable Poverty Reduction, and Economic-Social Development in Ethnic Minority and Mountainous Areas for the period of 2026 - 2035;

At the proposal of the Minister of Agriculture and Rural Development;

The Prime Minister issues this Decision on issuing the National Standards for New Rural Areas in the period of 2026 - 2030.

Article 1. Scope of Regulation and Applicability

1. This Decision stipulates the National Standards for New Rural Areas in the period of 2026 - 2030, including:

a) The National Standards for New Rural Communes in the period of 2026 - 2030 (Annex I);

b) Guidelines for piloting the construction of modern new rural communes in the period of 2026 - 2030 (Annex II);

c) Provisions for provinces and cities completing the task of new rural area construction in the period of 2026 - 2030 (Annex III).

2. This Decision applies to ministries, ministerial-level agencies, central agencies under the Government, other central agencies related to the implementation of the National Standards for New Rural Areas in the period of 2026 - 2030; provincial and municipal People's Committees; commune People's Committees; and relevant agencies and organizations during the implementation of the National Standards for New Rural Areas in the period of 2026 - 2030.

Article 2. Interpretation of Terms

In the National Standards for New Rural Communes in the period of 2026 - 2030 and the Guidelines for piloting the construction of modern new rural communes in the period of 2026 - 2030 issued together with this Decision, the following terms shall be understood as follows:

1. Group 1 commune is a commune adjacent to existing urban areas and oriented towards developing into an urban area or a commune with less than 10% of its economic structure being agriculture, or a commune designated as a new urban area.

2. Group 2 commune is a commune not falling under Clause 1 and Clause 3 of this Article.

3. Group 3 commune is a commune in Region II and Region III within the ethnic minority and mountainous areas, as defined by competent authorities according to regulations.

4. Piloting the construction of modern new rural communes refers to piloting the construction of communes with synchronized and smart socio-economic infrastructure; economic development based on digital transformation; safe living environments rich in traditional cultural characteristics; improved material and spiritual life of residents.

Article 3. Implementation Organization

1. Relevant ministries and central agencies shall issue guidelines for implementing the criteria and conditions stipulated in the National Standards for New Rural Communes in the period of 2026 - 2030 and the Provisions for provinces and cities completing the task of new rural area construction in the period of 2026 - 2030 within 90 days from the date of issuance of this Decision, in accordance with actual conditions.

2. The Ministry of Agriculture and Rural Development:

a) Shall take the lead and coordinate with relevant ministries and central agencies to urge provincial and municipal People's Committees to implement the construction of new rural areas in the period of 2026 - 2030. Regularly every six months and annually compile and report to the Prime Minister on the results of new rural area construction nationwide;

b) During the implementation process, if there are emerging issues, shall take the lead and coordinate with relevant ministries and central agencies and localities to study, review, and compile reports to the Prime Minister for consideration and adjustment of the aforementioned standards, in line with actual conditions;

c) Shall take the lead and coordinate with relevant ministries and central agencies and localities to establish regulations on conditions, procedures, documentation, recognition, announcement, and revocation of decisions recognizing communes meeting new rural area standards, modern new rural communes, and provinces and cities completing the task of new rural area construction in the period of 2026 - 2030, to be submitted to the Prime Minister for consideration and decision.

3. Provincial and municipal People's Committees:

a) Based on guidelines from relevant ministries and central agencies regarding the criteria in the National Standards for New Rural Communes in the period of 2026 - 2030, concretize the application of these criteria in line with actual conditions and economic-social development needs of the locality, ensuring requirements are not lower than national standards and guidelines from central agencies;

b) Based on Clause 1, Clause 2, and Clause 3 of Article 2 of this Decision, proactively review and specifically determine the list and number of communes in their jurisdiction belonging to Group 1 or Group 2 or Group 3 to issue and direct the construction of new rural communes;

c) Based on actual conditions and specific characteristics of the locality, Point b of Clause 1 of Article 1 and Clause 4 of Article 2 of this Decision, proactively issue standards for modern new rural communes and direct, guide, and encourage pilot construction of modern new rural communes in suitable locations;

d) Based on Point c of Clause 1 of Article 1 of this Decision, guidelines from relevant ministries and central agencies regarding the conditions in the Provisions for provinces and cities completing the task of new rural area construction in the period of 2026 - 2030, and actual conditions of the locality, implement the conditions for provinces and cities completing the task of new rural area construction;

e) If necessary, based on the economic, cultural, and social conditions of the locality, issue standards for new rural hamlets, villages, wards, villages, clusters, groups, sections (collectively referred to as hamlets) that are consistent with the National Standards for New Rural Communes in the period of 2026 - 2030, and direct and guide the construction of new rural hamlets in the locality;

f) Shall take the lead and coordinate with the Vietnam Fatherland Front Committee and other political-social organizations at the same level to organize annual inspections and urging the implementation of new rural area construction in the locality. Regularly every six months and annually update and publicly report the results of new rural area construction throughout the province or city on the provincial or municipal electronic portal.

Article 4. Effectiveness and Responsibility for Implementation

1. This Decision takes effect from February 15, 2026.

2. The Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, Chairpersons of People's Committees at provincial and municipal levels, and Heads of related agencies shall be responsible for implementing this Decision.

ANNEX II

FRAMEWORK REGULATIONS FOR BUILDING

MODERN RURAL COMMUNE IN THE 2026-2030 PERIOD

1. It is a commune meeting the new rural commune standards (fulfilling all criteria set for commune group 1 according to the national commune new rural criteria for the 2026-2030 period).

2. The commune's per capita income at the time of assessment and recognition of modern new rural commune status must be higher than 10% or more compared to the per capita income standard applied for commune group 1 in the province/city at the same time.

3. Meeting the criteria for modern new rural commune, specified by the provincial/municipal People's Committee, and fulfilling the following requirements:

a) Ensuring digital infrastructure and utilizing new energy or renewable energy;

b) Having smart agriculture models; comprehensively developing economy, culture, education, and healthcare based on the application of science and technology innovation and digital transformation;

c) Ensuring social welfare; improving the quality of rural human resources; d) Creating a safe, healthy living environment rich in traditional cultural identity; đ) Scenic, green, clean, and safe environment.

e) Security and public order are guaranteed; the communal police force is built to be clean, strong, standardized, efficient, and modern.

 

ANNEX III

PROVISIONS FOR PROVINCES AND CITIES TO COMPLETE THE TASK OF CONSTRUCTING NEW RURAL AREAS IN THE PERIOD 2026-2030

PROVINCES AND CITIES THAT COMPLETE THE TASK OF CONSTRUCTING NEW RURAL AREAS IN THE PERIOD 2026-2030 SHALL SATISFY THE FOLLOWING CONDITIONS:

PROVINCES AND CITIES THAT COMPLETE THE TASK OF CONSTRUCTING NEW RURAL AREAS IN THE PERIOD 2026-2030 SHALL SATISFY THE FOLLOWING CONDITIONS:

1. 100% of communes within their jurisdiction meet the standards for new rural areas (fully meeting the required criteria according to the national criteria set for new rural communes for the period 2026-2030).

2. At least 10% of communes within their jurisdiction meet the standards for modern new rural areas (fully meeting the requirements of the pilot framework for constructing modern new rural communes for the period 2026-2030).

3. In cases where necessary, construction of new rural areas in wards formed from the reorganization of communes and having agricultural land accounting for 70% or more of the total natural land area of the ward as of July 1, 2025, or construction of new rural areas in special economic zones: must ensure compliance with at least 70% of the criteria (including the following criteria: average income growth rate per capita; having plans and effectively implementing plans for developing OCOP products linked to the characteristics and strengths of the locality; activities promoting private sector development on the local territory linked to job creation and income generation for local workers; multidimensional poverty rate; household water supply rate according to standards; ensuring food safety) required for group 1 communes under the national criteria for new rural communes for the period 2026-2030, as specified by the provincial People's Committee.

4. The transportation system within the province/city ensures connectivity to all communes and is maintained annually (including at least 70% of the provincial road kilometers within the jurisdiction being lined with trees along the roads) in accordance with guidelines issued by the Ministry of Construction.

5. There are sufficient types of cultural facilities at the provincial level as directed by the Ministry of Culture, Sports and Tourism.

6. 7. The primary healthcare system within the province/city meets the needs for disease prevention and medical treatment for residents, as directed by the Ministry of Health.

8. Have a project or plan and support policy for: developing OCOP; developing rural tourism within the jurisdiction, as directed by the Ministry of Agriculture and Rural Development.

9. 100% of work files at the provincial level are processed through online platforms (except for work files within the scope of state secrets), as specifically defined by the provincial People's Committee.

10. The average annual growth rate of the private economy reaches 10% or higher, as directed by the Ministry of Finance.

11. The centralized solid waste disposal site at the provincial level complies with environmental protection requirements, as directed by the Ministry of Agriculture and Rural Development.

12. The satisfaction index of residents with the services provided by administrative agencies reaches 85% or higher.

13. Security and public order throughout the province/city are guaranteed, as directed by the Ministry of Public Security.
