Circular No. 51/2025/TT-BXD on announcing the port water areas and maritime zones under the jurisdiction of Quang Tri Province and the management area of the Quang Tri Maritime Port Office

 

CIRCULAR

ANNOUNCEMENT OF PORT WATER AREAS AND MARITIME ZONES BELONGING TO THE PROVINCE OF QUANG TRI AND THE MANAGEMENT AREA OF THE QUANG TRI PORT AUTHORITY

On the basis of The Maritime Code of Vietnam dated November 25, 2015;

Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of The Maritime Code of Vietnam on the management of maritime activities and Decrees amending and supplementing;

Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Vietnam Maritime Administration and Inland Waterways Administration;

The Minister of Construction issues this Circular to announce the port water areas and maritime zones belonging to the province of Quang Tri and the management area of the Quang Tri Port Authority.

Article 1. Announcement of port water areas belonging to the province of Quang Tri

The port water areas belonging to the province of Quang Tri, measured from the highest tidal level, include the following areas:

1. The Hon La area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points HL1, HL2, HL3, and HL4 with the following coordinates:

HL1: 17°57’39,1”N, 106°30’33,1”E;

HL2: 17°57’39,1”N, 106°34’10,4”E;

HL3: 17°53’03,6”N, 106°34’10,4”E;

HL4: 17°53’03,6”N, 106°27’35,7”E.

b) The boundary towards the mainland: delimited from point HL4 running along the shoreline of Phu Trach commune northward to point HL1.

2. The Cu Giang area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points CG2, CG3, CG4, and CG5 with the following coordinates:

CG2: 17°44’03,6”N, 106°28’27,4”E;

CG3: 17°44’03,6”N, 106°34’10,4”E;

CG4: 17°40’03,6”N, 106°34’10,4”E;

CG5: 17°40’03,6”N, 106°30’31,4”E.

b) The boundary towards the mainland within the Cu Giang river area: delimited by a straight line connecting point CG1 with coordinates: 17°42’55,1”N, 106°26’34,9”E to point CG6 with coordinates: 17°42’37,6”N, 106°26’28,2”E, 150 meters downstream from the Cu Giang road bridge; from point CG1 running along the Cu Giang riverbank and coastline to point CG2, from point CG6 running along the Cu Giang riverbank and coastline to point CG5.

3. The Cu Viet area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points CV2, CV3, CV4, CV5, and CV6 with the following coordinates:

CV2: 16°55’01,6”N, 107°10’59,4”E;

CV3: 16°56’24,6”N, 107°10’59,4”E;

CV4: 16°56’24,6”N, 107°13’53,4”E;

CV5: 16°53’39,6”N, 107°13’53,4”E;

CV6: 16°53’39,6”N, 107°12’22,4”E.

b) The boundary towards the mainland within the Hiếu river area: delimited by a straight line connecting point CV1 with coordinates: 16°54’18,6”N, 107°10’58,4”E to point CV7 with coordinates: 16°54’01,6”N, 107°11’10,4”E, 150 meters downstream from the Cu Viet road bridge; from point CV1 running along the Hiếu riverbank and coastline to point CV2, from point CV7 running along the Hiếu riverbank and coastline to point CV6.

4. The My Thuy area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points MT1, MT2, MT3, and MT4 with the following coordinates:

MT1: 16°48’22,6”N, 107°18’11,4”E;

MT2: 16°53’05,6”N, 107°22’12,4”E;

MT3: 16°49’53,6”N, 107°26’24,4”E;

MT4: 16°45’14,6”N, 107°22’22,4”E.

b) The boundary towards the mainland: delimited from point MT1 running along the coastline southeastward to enclose the waters before the My Thuy port terminal to point MT4.

5. The boundaries of the port water areas belonging to the province of Quang Tri specified in this Circular are determined on nautical charts issued by the Vietnam Marine Safety Assurance Corporation, including: VN50016, VN50017, VN50018, and VN30010, updated to the latest version in 2025. The coordinates of the points specified in this Circular are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set forth in the Appendix attached to this Circular.

Article 2. The maritime areas within the jurisdiction of Quảng Trị Province

The port water area within the jurisdiction of Quảng Trị Province includes four maritime areas:

1. The Hòn La maritime area.

2. The Cửa Gianh maritime area.

3. The Cửa Việt maritime area.

4. The Mỹ Thủy maritime area.

Article 3. The management area of the Quảng Trị Maritime Port Office

The Quảng Trị Maritime Port Office manages the specialized maritime affairs at ports within the jurisdiction of Quảng Trị Province and the maritime areas specified in Article 2 of this Circular.

Article 4. Implementation provisions

1. This Circular takes effect from February 10, 2026.

2. Repeal Circular No. 57/2018/TT-BGTVT dated December 14, 2018 issued by the Minister of Transport announcing the port water area within the jurisdiction of Quảng Trị Province and the management area of the Quảng Trị Maritime Port Office, and Circular No. 13/2014/TT-BGTVT dated May 9, 2014 issued by the Minister of Transport announcing the port water area within the jurisdiction of Quảng Bình Province and the management area of the Quảng Bình Maritime Port Office.

3. Repeal item number 08 and item number 09 in the List of Maritime Areas under the Management of the Maritime Port Office attached to Circular No. 32/2019/TT-BGTVT dated September 4, 2019 issued by the Minister of Transport regarding the List of Maritime Areas under the Management of the Maritime Port Office.
