CIRCULAR
Amending and supplementing certain provisions of Circular No. 16/2021/TT-NHNN dated November 10, 2021 issued by the Governor of the State Bank of Vietnam on the organization of credit institutions and foreign bank branches purchasing and selling corporate bonds Pursuant to the Law on Credit Institutions No. 32/2024/QH15; At the proposal of the Director of the Monetary Policy Department;
Pursuant to the Law on the State Bank of Vietnam No. 46/2010/QH12;
The Governor of the State Bank of Vietnam hereby promulgates this Circular amending and supplementing certain provisions of Circular No. 16/2021/TT-NHNN dated November 10, 2021 issued by the Governor of the State Bank of Vietnam on the organization of credit institutions and foreign bank branches purchasing and selling corporate bonds.
Pursuant to Decree No. 26/2025/NĐ-CP of the Government stipulating the functions, tasks, powers, and organizational structure of the State Bank of Vietnam;
Article 1.
Amending and supplementing
Clause 4 of Article 6"4. Based on the provisions of this Circular and relevant laws, within 10 (ten) working days from the date the credit institution issues, amends, or supplements its internal regulations on purchasing and selling corporate bonds:a) The credit institution shall submit its internal regulations to the State Bank of Vietnam (Department of Credit Institution Management and Supervision), except in the case provided for in point b of this clause;
b) Credit institutions that are subject to micro-prudential supervision by the State Bank of Vietnam Regional Branches shall submit their internal regulations to the respective State Bank of Vietnam Regional Branch.".
Article 2. Amending and supplementing Article 13
"Article 13. Implementation
Heads of units under the State Bank of Vietnam, credit institutions, and foreign bank branches are responsible for implementing this Circular.".

Heads of units under the State Bank of Vietnam, credit institutions, and foreign bank branches are responsible for implementing this Circular.
This Circular takes effect from December 25, 2025/.
