THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 01/2008/ND-CP dated January 3, 2008, and Decree No. 75/2009/ND-CP of the Government amending Article 3 of Decree No. 01/2008/ND-CP dated January 3, 2008 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to Decree No. 131/2006/ND-CP dated November 9, 2006 of the Government on the issuance of regulations on the management and use of official development assistance (ODA);
Pursuant to Decision No. 2305/QD-BNN-HTQT of the Minister of Agriculture and Rural Development dated August 17, 2009 approving the investment project of the Livestock Competitiveness and Food Safety Project (LIFSAP) funded by the World Bank;
Pursuant to the financial agreement for the Livestock Competitiveness and Food Safety Project with code Cr.4649-VN signed on December 10, 2009 between representatives of the State of Vietnam and the International Development Association (IDA);
Pursuant to Decision No. 318/QD-BNN-KH of the Minister of Agriculture and Rural Development dated February 4, 2010 approving the overall project implementation plan for the Livestock Competitiveness and Food Safety Project;
Pursuant to Decision No. 1100/QD-BNN-TC of the Minister of Agriculture and Rural Development dated April 28, 2010 approving the overall bidding plan for the portion of costs to be implemented by the Livestock Competitiveness and Food Safety Project Management Board;
Pursuant to Circular No. 44/2009/TT-BNN dated July 21, 2009 of the Minister of Agriculture and Rural Development guiding the financial management of foreign aid under the jurisdiction of the Ministry of Agriculture and Rural Development;
Pursuant to the non-objection letter dated April 20, 2011 from the World Bank regarding the cost estimate for the consulting service tender for auditing the LIFSAP project;
Considering the proposal of the Director of the Livestock Competitiveness and Food Safety Project Management Board at Document No. 632/DANN-LIFSAP dated April 9, 2011;
On the proposal of the Director of the Finance Department,
DECISION:
Article 1. Approving the adjustment of the overall bidding plan for the portion of costs to be implemented by the Livestock Competitiveness and Food Safety Project Management Board with the following contents:
1. Tender package name: Consulting Service for Auditing the Livestock Competitiveness and Food Safety Project.
2. Estimated price of the tender package: 116,700 USD (One hundred sixteen thousand seven hundred US dollars).
3. Implementation period: 2011 - 2013.
Article 2. This decision replaces the contents in Part C, Section II.4 of Decision No. 1100/QD-BNN-TC dated April 28, 2010 of the Minister of Agriculture and Rural Development approving the overall bidding plan for the portion of costs to be implemented by the Livestock Competitiveness and Food Safety Project Management Board;
Article 3. The Director of the Livestock Competitiveness and Food Safety Project Management Board shall organize the implementation in accordance with the provisions of the World Bank and the Government of Vietnam.
Article 4. The Head of the Office of the Ministry, the Director of the Finance Department, the Director of the Agricultural Project Management Board, the Project Director of the Livestock Competitiveness and Food Safety Project, and the Heads of related units are responsible for implementing this Decision.
