Article 1. NOW PROVIDE TEMPORARILY WITH THIS DECISION THE FRAMEWORKS AND COST STANDARDS FOR THE CONSTRUCTION OF COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF INDUSTRY AND TERRITORIAL ECONOMIES AND SOCIETIES.
Article 2. THIS DECISION SHALL TAKE EFFECT UNIFORMLY ACROSS THE COUNTRY FROM THE DATE OF ISSUANCE.
Article 3. MINISTRIES, GOVERNMENT-LEVEL AGENCIES, AND PROVINCE PEOPLE'S COUNCILS UNDER THE DIRECT CONTROL OF THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR ENFORCING THIS DECISION.
Article 4. ANY ISSUES ARISING DURING IMPLEMENTATION THAT ARE NOT SUITABLE SHOULD BE REPORTED IN WRITING TO THE PERMANENT NATIONAL STANDARDS REVIEW BOARD FOR REVIEW AND PROMPT ADJUSTMENT.

1. THESE FRAMEWORKS AND COST STANDARDS ARE THE BASIS FOR ESTABLISHING CAPITAL PLANS AND COSTS FOR THE CONSTRUCTION OF COMPREHENSIVE PLANS AND REVIEWS, ADJUSTMENTS, AND SUPPLEMENTS TO COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF INDUSTRY AND TERRITORIAL ECONOMIES AND SOCIETIES AS FOLLOWS:
1.1. COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF PRIMARY INDUSTRY LEVELS AS DEFINED IN DECREE NO. 75/CP OF OCTOBER 27, 1993 OF THE GOVERNMENT ON THE ESTABLISHMENT OF THE NATIONAL ECONOMIC SECTOR SYSTEM. THESE INDUSTRIES ARE INCLUDED IN THE FOLLOWING FIELDS:of in the following areas:

ALL ENTITIES USING STATE FUNDS TO IMPLEMENT COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF INDUSTRY AND TERRITORIAL ECONOMIES AND SOCIETIES MUST COMPLY WITH THE PROVISIONS OF THIS DOCUMENT.
3. BASIS FOR BUILDING FRAMEWORKS AND COST STANDARDS FOR COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF INDUSTRY AND TERRITORIAL ECONOMIES AND SOCIETIES:
THE CONSTRUCTION OF FRAMEWORKS AND COST STANDARDS FOR COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF INDUSTRY AND TERRITORIAL ECONOMIES AND SOCIETIES IS BASED ON THE FOLLOWING FACTORS:
- DIRECTIVE NO. 32/1998/CT-TTg ON COMPREHENSIVE PLANNING WORK AND DOCUMENT NO. 7689 BKH/CLPT ON IMPLEMENTATION OF DIRECTIVE NO. 32/1998/CT-TTg ON NOVEMBER 6, 1998.
- CIRCULAR NO. 05/1999/TT-BKH OF NOVEMBER 11, 1999 ON GUIDELINES FOR THE MANAGEMENT OF PLANNING PROJECTS ISSUED BY THE MINISTER OF PLANNING AND INVESTMENT.

3.1. FOR THE CONSTRUCTION OF COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF INDUSTRY, THE FOLLOWING CONTENTS MUST BE REFLECTED:
- INVENTORY, SURVEY, AND EVALUATION OF FACTORS AND CONDITIONS FOR INDUSTRY DEVELOPMENT (EVALUATION OF DEVELOPMENT CONDITIONS, CURRENT DEVELOPMENT STATUS, STARTING POINT OF THE INDUSTRY, ACUTE CONTRADICTIONS TO BE RESOLVED; MARKET FORECAST AND ANALYSIS OF COMPETITIVE REQUIREMENTS FOR MAJOR PRODUCTS; EVALUATION AND FORECAST OF ABILITY TO ATTRACT FOREIGN CAPITAL AND TECHNOLOGY).
- DEVELOPMENT DIRECTION FORECAST
ARGUMENTATION OF DEVELOPMENT OBJECTIVES AND DIRECTIONS, ROLE OF THE INDUSTRY IN THE NATIONAL ECONOMY (INDUSTRY STRUCTURE; DOMINANT PRODUCT OR FIELD STRUCTURE; GROWTH RATE...).
- SELECTION OF DISTRIBUTION (OR ORGANIZATION) OPTIONS FOR THE INDUSTRY BY TERRITORY.
- IDENTIFICATION OF IMPLEMENTATION STRATEGIES FOR THE PLAN.
ARGUMENTATION OF PRIORITY PROGRAMS AND PROJECTS; CAPITAL AND LABOR NEEDS...
IDENTIFICATION OF DEVELOPMENT POLICY STRATEGIES.
3.2. FOR THE CONSTRUCTION OF COMPREHENSIVE PLANS FOR THE DEVELOPMENT OF REGIONAL AND TERRITORIAL ECONOMIES AND SOCIETIES, THE FOLLOWING CONTENTS MUST BE REFLECTED:
- Content 1: Inventory, analysis, evaluation, forecasting the ability to mobilize factors and conditions for development.
- Content 2: Argumentation on the direction of planning for development.
- Content 3: Solutions, mechanisms, and policies to implement the plan.
4. The framework price and standard cost include all necessary expenses to carry out all activities serving research to develop the overall industry development plan and the overall socio-economic development plan for regions and territories.
The costs for topographic map surveying and geological drilling work are not included in the cost content for establishing the overall industry development plan and the overall socio-economic development plan for regions and territories.
5. For overall industry development plans and overall socio-economic development plans for regions and territories that cannot apply the levels specified in this framework price and standard cost, a task and budget must be established and submitted for approval by the competent authority after agreement from:
a. The Ministry of Planning and Investment for overall industry development plans (level l) and overall socio-economic development plans for centrally governed cities, regions, territories, and the entire country.
b. Relevant Ministries for overall specialized industry development plans for other provinces and cities.
Part II:
FRAMEWORK PRICE AND STANDARD COST FOR BUILDING OVERALL DEVELOPMENT PLANS
I. FRAMEWORK PRICE (CAPITAL) FOR BUILDING OVERALL INDUSTRY DEVELOPMENT PLANS FOR THE ENTIRE COUNTRY
1. Building an overall industry development plan (new construction)
1.1. For the economic and technical infrastructure sector (transport network development planning; electricity network development planning, water resources system and comprehensive water utilization planning, postal and telecommunications network and social infrastructure planning) nationwide, the capital for one plan is approximately 1.2 billion to 1.5 billion VND.
For each sub-sector within the above sectors, the capital for implementing the plan is calculated at about 50% of the capital for the corresponding industry development plan.
Example: The capital for the national road transport network development plan is 1.2 billion VND x 50% = 600 million VND.
1.2. For the production and business sector
1.2.1. Industry
- The average framework price for the overall industrial development plan for Vietnam does not exceed 1.3 billion VND.
- For each sub-sector within the industry, the capital for the plan is calculated at 50% of the framework price of the overall industrial development plan.
Example: The capital for the overall steel industry development plan is calculated as follows: 1.3 billion VND x 50% = 650 million VND.
1.2.2. Fisheries
The average framework price for the overall fisheries development plan for Vietnam is approximately 800 to 900 million VND.
For each sub-sector within the fisheries industry, the capital for the plan is calculated at 50% of the framework price of the overall fisheries development plan.
1.2.3. Agriculture and Forestry
- The average framework price for one plan is approximately 700 to 800 million VND.
- For each sub-sector within agriculture and forestry, the capital for the plan is calculated at 50% of the framework price of the overall agriculture and forestry development plan.
1.2.4. Commerce
- The average framework price for the overall commerce development plan for Vietnam is approximately 600 to 700 million VND.
- For each sub-sector within the commerce industry, the capital for the plan is calculated at 50% of the framework price of the overall commerce development plan.
1.2.5. Tourism
- The average framework price for the overall tourism development plan for Vietnam is approximately 600 to 700 million VND.
1.3. For the social infrastructure, science and technology, and environment sector (education, training, healthcare, culture and information, sports, science and technology, and environmental protection), the framework price for each industry within this sector is approximately 600 to 700 million VND.
- For each sub-sector within the above industries, the capital for the plan is calculated at 50% of the unit price of the industry's plan.
Example: The framework price for developing the primary education system nationwide is: 600 million VND x 50% = 300 million VND.
2. For projects reviewing, adjusting, and supplementing overall industry development plans at the national level
For industry plans that have been developed and approved by the competent authority, when conducting reviews, adjustments, and supplements to these plans, the capital is calculated as follows:
- Up to 50% of the capital stipulated for new industry planning projects in Section 1 above if the plan has been implemented for three years or more.
Example: The overall steel industry development plan has been developed. In 2002 (three years after implementation), according to requirements, a review is needed. The capital for the review is calculated as follows:
The framework price for reviewing the overall steel industry development plan = 1.3 billion VND x 50% = 650 million VND.
- Up to 60% of the capital stipulated for new industry planning projects in Section 1 above if the plan has been implemented for over five years.
With the same example, in 2003, a review is conducted:
The framework price for reviewing the overall steel industry development plan = (1.3 billion VND x 50%) x 60% = 390 million VND.
Part 3:
FRAMEWORK PRICE AND STANDARD COST FOR BUILDING OVERALL SOCIO-ECONOMIC DEVELOPMENT PLANS FOR REGIONS, PROVINCES, AND CENTRALLY-GOVERNED CITIES
I. FRAMEWORK PRICE FOR BUILDING OVERALL SOCIO-ECONOMIC DEVELOPMENT PLANS FOR REGIONS, PROVINCES, AND CENTRALLY-GOVERNED CITIES
1. Using the formula for calculating the construction price of overall socio-economic development plans
Priceaccording to Law No. = G x S (1)
Where:
Priceaccording to Law No. where G is the construction price of the overall socio-economic development plan per unit area (km2) determined based on the population density of the planned region (unit: thousand VND).
S is the area of the planned territory (km2).
Using data on area and population density according to statistics from the General Statistics Office and the Provincial/City Statistics Office regarding the territory at the projected year of plan implementation. For example, if planning for Province A in 2002, use the area and population density statistics for Province A in 2002 issued by the Provincial Statistics Office.
2. Framework price (capital) for building overall socio-economic development plans for large regions and key economic zones,
2.1. For new construction.
2.1.1. The framework price for constructing a plan for a large region is calculated using formula (1) and based on the VND/km2 rate in Table 1.
2.1.1. The framework price for developing a large regional plan is calculated according to formula (1) and based on the level of Vietnamese dong/km2 in table 1 to determine.
Example: The calculation to determine the price of the socio-economic development plan for the Red River Delta region is carried out as follows:
- The year this plan is implemented is 2001. According to the Statistical Yearbook, in 2001, the Red River Delta region had an area of 20,689 km2; population of 18,035,300 people; population density of 872 people/km2.
- Referring to Table 1, corresponding to the above data, the planning price/1 km2 is 150,000 VND.
- Using formula (1) for calculation, we have:

2.1.2. The framework price for building a comprehensive socio-economic development plan for key economic regions is calculated according to formula (1) and based on the level of Vietnamese dong/km2 in Table 1 multiplied by a factor K = 1.2 to determine.
Example: To calculate the price of the socio-economic development plan for the Northern Key Economic Region is carried out as follows:
- The year this plan is implemented is 2001. According to the Statistical Yearbook, in 2001, the Northern Key Economic Region had an area of 10,911.3 km2, population of 8,184,200 people; population density of 750 people/km2.
- Referring to Table 1, corresponding to the above data, the planning price/1 km2 is 150,000 VND.
- Using formula (1) and multiplying by the factor 1.2, we have:
The price of the Northern Key Economic Region = 150,000 VND x 10,911.3 km2 x 1.2 = 1,964,034,000 VND.
2.2- For projects reviewing, adjusting, and supplementing comprehensive socio-economic development plans for large regions and key economic regions
Large regions and key economic regions that have established plans and received approval decisions from competent authorities, when conducting reviews, adjustments, and supplements to those plans, shall:
- For plans that have been implemented for three years or more, when it is necessary to review, adjust, and supplement, the price level is calculated at 50% of the price specified in points 2.1.1; 2.1.2
- For plans that have been implemented for over five years, when it is necessary to review, adjust, and supplement, the price level is calculated at 60% of the price specified in points 2.1.1; 2.12
3. Framework price (capital amount) for building comprehensive socio-economic development plans for provinces and centrally-administered cities.
3.1. For establishing a new plan:
3.1.1. The framework price for establishing a provincial or centrally-administered city plan is calculated according to formula (1) and based on the level of Vietnamese dong/km2 in Table 2 to determine.
Example: To calculate the framework price of the comprehensive socio-economic development plan for Ha Tinh province is carried out as follows:
- The year this plan is implemented is 2001. According to the Statistical Yearbook, in 2001, Ha Tinh had an area of 6,055.7 km2; population of 1,279,100 people; population density of 211 people/km2.
- Referring to Table 2, corresponding to the above data, the planning price/1 km2 is 100,000 VND.
- Using formula (1) for calculation, we have:
The price of Ha Tinh province = 100,000 VND x 6,055.7 km2 = 605,570,000 VND

3.1.2- The framework price for establishing a comprehensive socio-economic development plan for a centrally-administered city classified as a first-tier city is calculated according to formula (1) and based on the level of Vietnamese dong/km2 in Table 2 multiplied by a factor K = 1.5 to determine.
3.1.3- The framework price for establishing a comprehensive socio-economic development plan for a province or centrally-administered city with a second-tier city is calculated according to formula (1) and based on the level of Vietnamese dong/km2 in Table 2 multiplied by a factor K = 1.2 to determine.
3.2- For reviewing, adjusting, and supplementing comprehensive socio-economic development plans for provinces and centrally-administered cities.
Provinces and centrally-administered cities that have established plans and received approval decisions from competent authorities, when conducting reviews, adjustments, and supplements to those plans, shall:
- For plans that have been implemented for three years or more, when it is necessary to review, adjust, and supplement, the framework price is calculated at 50% of the price specified in points 3.1.1; 3.1.2; 3.1.3.
- For plans that have been implemented for over five years, when it is necessary to review, adjust, and supplement, the framework price is calculated at 60% of the price specified in points 3.1.1; 3.1.2; 3.1.3.
4. Framework price for comprehensive socio-economic development plans for districts and towns under provinces and centrally-administered cities.

5. Framework price (capital amount) for comprehensive industry development plans within a province or centrally-administered city.
The capital amount for planning or reviewing, adjusting, and supplementing comprehensive industry development plans within a province or centrally-administered city is calculated at 40% of the capital of the provincial or centrally-administered city plan.
