DECISION:
Article 1.||| Issued together with this Decision are the Regulations on the Management of Educational Certificates and Diplomas for General Education, Vocational Secondary Education, Higher Education, and Postgraduate Education.
Article 2. This Decision takes effect 15 days after the date of signing. All previous provisions contrary to this Decision are abolished.
Article 3. The Director of the Office, Heads of units related to the Ministry of Education and Training; Directors of Provincial Departments of Education and Training; Directors of universities and academies; Principals of schools; Heads of educational institutions related to this Decision shall be responsible for its implementation./.

REGULATIONS
MANAGEMENT OF EDUCATIONAL CERTIFICATES AND DIPLOMAS FOR GENERAL EDUCATION, VOCATIONAL SECONDARY EDUCATION, HIGHER EDUCATION, AND POSTGRADUATE EDUCATION
(issued together with Decision No. 52/2002/QĐ-BGDĐT dated December 26, 2002 of the Minister of Education and Training)
Chapter 1:
GENERAL PROVISIONS
Article 1. Scope of application
This document stipulates the content of educational certificates and diplomas; the printing, issuance, recovery, and revocation of educational certificates and diplomas for general education, vocational secondary education, higher education, and postgraduate education.
Article 2. Name of certificate and diploma.
1. Certificates and diplomas as prescribed in Article 7 of the Education Law include:
a) Elementary school graduation certificate,
b) Lower secondary school graduation certificate,
c) Upper secondary school graduation certificate,
d) Vocational secondary school graduation certificate,
đ) College graduation certificate,
e) University graduation certificate,
g) Master's degree certificate,
h) Doctorate degree certificate.
2. For the types of graduation certificates specified in points a, b, c, d, đ, e of Clause 1 of this Article, if studied through any form of education, the corresponding mode of study will be noted on the certificate.
3. National education system certificates are issued to learners to confirm their academic results after being trained or further educated to improve their academic qualifications or vocational skills according to programs approved by the Ministry of Education and Training.
Article 3. Management of certificates and diplomas.
1. The Ministry of Education and Training uniformly prescribes and manages the models, printing, issuance procedures, recovery, and cancellation of certificates and diplomas.
2. Higher education institutions authorized by the Prime Minister or those authorized by the Minister of Education and Training to print blank certificates and diplomas must comply with the provisions of Article 4 of these Regulations and must be approved by the Ministry of Education and Training before printing.
Article 4. Content of certificates and diplomas.
1. The common content of certificates and diplomas as prescribed in Article 2 of these Regulations includes:
a) Title:

b) Name of the certificate or diploma as prescribed in Article 2 of these Regulations.
c) Name of the issuing authority.
d) Full name, gender, date of birth, place of origin, photograph, training course, year of graduation of the recipient of the certificate or diploma.
đ) Certificate or diploma number.
e) Place name (province or city where the issuing authority is located), date of issuance; name, position, signature of the authorized issuer of the certificate or diploma and stamp according to Articles 6, 7, and 8 of these Regulations.
2. In addition to the common contents prescribed in Clause 1 of this Article, for each level of education, grade, and training level, the following additional contents are included:
a) Elementary school graduation certificate, lower secondary school graduation certificate, upper secondary school graduation certificate include additional information such as: student's school, examination period (if applicable), examination board, graduation classification.
b) Vocational secondary school graduation certificate, college graduation certificate, university graduation certificate include additional information such as: field of study, education system, mode of study, graduation classification.
The field of study must be accurately recorded according to the current list of vocational secondary education, college, and university fields of study. For fields not listed, they should be recorded according to the permission to open the field granted by the Ministry of Education and Training or according to the correct name of the pilot field registered with the Ministry of Education and Training by national universities.
c) Master's degree certificate, doctorate degree certificate include additional information such as: field of science, specialized field of study according to the current training list (if applicable).
3. The language used in certificates and diplomas is Vietnamese. If foreign languages are required and permitted by the Ministry of Education and Training, they must be accurately translated from Vietnamese and the font size of the foreign language must be smaller than that of Vietnamese.
4. Size, color, and design of each type of certificate and diploma model as prescribed in Article 2 of these Regulations are approved by the Ministry of Education and Training and the issuing authority must register copyright at the competent authority before printing and distribution.
5. Universities, colleges, and academies permitted to print their own symbols on certificates and diplomas must report to the Ministry of Education and Training, the Ministry of Public Security, and register copyright at the competent authority.
Chapter 2:
MANAGEMENT, ISSUANCE, AND USE OF CERTIFICATES AND DIPLOMAS
Article 5. Management of blank certificates and diplomas.
1. The Ministry of Education and Training issues blank certificates and diplomas to authorities authorized to issue certificates and diplomas not covered under Clause 2 of Article 3 of these Regulations based on the quantity registered by those authorities (based on the number of graduates within the assigned quota or permitted by the competent authority) with the Ministry.
2. Educational institutions as prescribed in Clause 2 of Article 3 of these Regulations issue blank certificates and diplomas according to the regulations of the Head of the institution on the principle that the number of blanks issued does not exceed the number of graduates within the assigned quota.
3. The agency entrusted with the task of printing, issuing blank certificates and diplomas shall be responsible for establishing management files for the issuance, recovery, and cancellation of blank certificates and diplomas; providing specific guidelines on procedures and formalities for issuance and cancellation; and the manner of writing for each type of certificate and diploma appropriate to each level of education and training.
4. The competent authority issuing certificates and diplomas must accurately and completely record all contents in the blank certificates and diplomas before issuing them to students who have been recognized as meeting the conditions for obtaining such certificates and diplomas; establish original registers for issuing certificates and diplomas, accurately record, strictly manage, and store them for a long time.
The format of the original register for issuing certificates and diplomas shall be implemented according to the model prescribed in Appendix 1* attached to this Regulation.
4. In cases where blank certificates and diplomas are damaged, incorrectly written, or of poor quality, the head of the agency authorized to issue such certificates and diplomas must convene a committee to handle the situation and prepare a record of cancellation, clearly stating the quantity, serial number, and condition of the blank certificates and diplomas before cancellation. The record must be stored and reported to the Ministry of Education and Training (for types of blank certificates and diplomas printed by the Ministry) within fifteen days from the date of cancellation of the certificates and diplomas, for monitoring and management purposes.
5. In cases where blank certificates and diplomas are lost, the managing unit must immediately report to the nearest public security agency and report to the Ministry of Education and Training or the educational institution authorized to print blank certificates for prompt handling.
Article 6. Authority to issue certificates.
1. The Director of the Department of Education and Training issues primary school graduation certificates.
2. The Director of the Provincial Department of Education and Training issues junior high school graduation certificates and high school graduation certificates.
3. The Principal of vocational high schools issues vocational high school graduation certificates.
4. The Principal of colleges issues college graduation certificates and vocational high school graduation certificates (if authorized to train vocational high school students).
5. The Principal of universities and the Director of academies issue master's degrees, bachelor's degrees, college graduation certificates, and vocational high school graduation certificates corresponding to the levels of training authorized.
6. The President of the National University issues certificates and diplomas in accordance with the provisions of the Prime Minister.
The President of other universities (not the National University) issues master's degrees and bachelor's degrees to those trained at affiliated departments; delegates to the Principals of member universities the authority to issue master's degrees, bachelor's degrees, college graduation certificates, and vocational high school graduation certificates corresponding to the levels of training authorized for that university.
7. The Minister of Education and Training issues doctoral degrees.
The heads of higher education institutions authorized to issue doctoral degrees after being delegated by the Minister of Education and Training.
Article 7. Authority to issue certificates.
The Principals of universities, colleges, and vocational high schools; the Directors of Provincial Departments of Education and Training, and the Directors of Continuing Education Centers; the heads of educational institutions authorized to issue certificates according to programs or courses approved by the Ministry of Education and Training and authorized to conduct training.
Article 8. Provisions on signing and stamping certificates and diplomas.
1. The person authorized to sign certificates and diplomas as stipulated in Article 6 and Article 7 of this Regulation must sign according to the registered signature model with the competent authority; must clearly and fully write their full name and position. Substituting signatures for the head must comply with current administrative regulations and a report must be submitted to the Ministry of Education and Training before signing.
In cases of genuine necessity due to a large volume of certificates requiring signatures, if the person authorized to issue certificates cannot sign directly on the certificates, they must seek approval from the competent authority and obtain permission from the superior educational management agency to use a stamped signature on the certificates.
2. The person authorized to issue certificates and diplomas is personally responsible to the superior management agency and the law regarding the accuracy of the content of the signed certificates and diplomas.
3. Stamping on the signature of the person authorized to issue and on the photograph of the student on the certificates and diplomas must comply with current administrative regulations.
Article 9. Time limit for issuing certificates and diplomas.
The issuing agency must complete all procedures to issue certificates and diplomas to students after signing the decision recognizing graduation, not later than three months for primary school graduation certificates, six months for junior high school graduation certificates and high school graduation certificates; thirty days for certificates, vocational high school graduation certificates, college graduation certificates, bachelor's degree certificates, master's degree certificates, and doctoral degree certificates.
Article 10. Issuing copies of certificates and diplomas.
1. Original certificates and diplomas are issued only once and are not reissued.
2. The agency authorized to issue certificates and diplomas is responsible for issuing copies of certificates and diplomas to the person who received the original certificate according to Decree No. 75/2000/NĐ-CP dated December 8, 2000 of the Government on Notarization and Authentication and the guidance of the Ministry of Education and Training.
Article 11. Using certificates and diplomas.
1. The person receiving certificates and diplomas uses the certificates and diplomas (original, copy, authenticated copy, or notarized copy) to submit in application files as required by educational and training agencies or recruitment agencies (hereinafter referred to collectively as using agencies).
2. The using agency is responsible for:
a) Carefully checking the certificates and diplomas regarding content, format, signatures, and stamps according to the provisions of this document.
b) In case of doubt, contact the agency authorized to issue the certificates and diplomas to request verification. Within five days from the date of receipt of the request from the using agency, the agency authorized to issue the certificates and diplomas must provide a formal response to the using agency.
c) In case of discovering illegal certificates and diplomas, immediately report to the nearest public security agency for prompt handling.
Article 12. Revocation of certificates and diplomas.
1. The competent authority issuing a certificate or diploma has the right to revoke such certificate or diploma.
2. The higher educational management agency has the right to revoke certificates and diplomas when there is sufficient evidence to conclude that the lower-level authority issued them in violation of this Regulation.
3. Certificates and diplomas shall be revoked in the following cases:
a) When the recipient violates regulations on admission, education, and training issued by the Ministry of Education and Training or the competent authority.
b) When there is sufficient evidence to conclude that the recipient engaged in falsifying documents, erasing, altering certificates or diplomas, or illegally allowing others to use their certificates or diplomas.
c) When there is sufficient evidence to conclude that the issuance of certificates or diplomas violated legal provisions.
4. The authority issuing the decision to revoke has the responsibility to compel the person whose certificate or diploma was revoked to return the certificate or diploma for cancellation.
5. The revocation of certificates and diplomas must be recorded in the original register of certificates and diplomas by the direct managing agency.
Article 13. Rights and Obligations of Certificate and Diploma Recipients.
1. The recipient of a certificate or diploma has the rights stipulated under current regulations for each type of certificate or diploma.
2. The recipient of a certificate or diploma has the obligation to maintain and preserve their certificate or diploma, not to allow others to use it; if lost, they must immediately report to the issuing agency and the nearest police station; upon receiving a decision to revoke the certificate or diploma, they must return it to the revoking agency within the prescribed time limit.
Chapter 3:
INSPECTION, AUDIT, AND VIOLATION HANDLING
Article 14. Inspection and Audit.
1. The Ministry of Education and Training and educational management levels conduct inspections and audits of the management, issuance, and use of various types of certificates and diplomas in the national education system.
2. Inspections and audits must be conducted according to the functions and responsibilities of each institution and level of educational management, with close coordination with relevant agencies under the unified direction of the Ministry of Education and Training and the People's Committees of provinces and centrally-administered cities. Organizations and individuals responsible for managing, issuing, or using certificates and diplomas have the responsibility to cooperate and facilitate inspection and audit work.
Article 15. Handling violations.
Individuals who violate this Regulation will be subject to disciplinary action, administrative penalties, or criminal prosecution depending on the nature and severity of the violation.
Article 16. Awards.
Organizations and individuals who achieve outstanding results in managing and issuing certificates and diplomas shall be rewarded according to the general state system.
Chapter 4:
IMPLEMENTING PROVISIONS
Article 17. Implementing organization.
1. Based on this Regulation, related units under the Ministry and educational institutions specified in Clause 2, Article 3 of this Regulation are responsible for preparing models of certificates and diplomas to be issued to graduates from the 2002-2003 academic year for submission to the Ministry for promulgation.
2. The Office of the Ministry of Education and Training is responsible for receiving and organizing the review of the certificate and diploma models specified in Clause 1 of this Article; organizing printing and providing blank certificates and diplomas according to Clause 1 of Article 5 of this Regulation./.
