THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 150/2005/QĐ-TTg dated June 20, 2005 of the Prime Minister approving the restructuring of agricultural, forestry, and fisheries production throughout the country until 2010, with a vision to 2020;

Pursuant to Circular No. 2349/VPCP-NN dated May 4, 2007 of the Prime Minister delegating the Minister of Agriculture and Rural Development to approve the planning for the development of vegetables, fruits, and ornamental plants until 2010, with a vision to 2020;

Considering the proposal of the Director of the Processing Department of Agriculture and Forestry Products and Salt Industry, the Crop Cultivation Department, and the Planning Division.

DECISION:

Article 1. Approving the planning for the development of vegetables, fruits, and ornamental plants until 2010, with a vision to 2020, with the following contents:

I. DEVELOPMENT DIRECTION

- Continuing the program for developing vegetables, fruits, and ornamental plants based on exploiting the advantages of diverse climatic and ecological conditions (tropical, subtropical, temperate) of various regions. Combining the renovation of mixed gardens, intensive cultivation of existing orchards with new planting towards specialized production, using advanced technology that is environmentally friendly; Meeting the increasingly high demand of domestic consumers and serving exports.

- Concentrating on developing fruit trees with competitive advantages, including some key varieties for export such as bananas, pineapples, longans, mangosteens, mangoes, pomelos, lychees, and rambutans.

- Linking production with markets, promoting the production and processing of high-value-added products to compete in both domestic and international markets. In the coming period, for vegetables, fruits, and ornamental plants, it is necessary to focus on the Asia-Pacific market, particularly China, Taiwan, South Korea, and Japan; while for black pepper, the focus should be on the European market.

- Vegetable and fruit production must be based on applying high technology, first implementing production processes according to good agricultural practices (GAP), ensuring food safety, competing with imported goods in the domestic market, and promoting exports. During the 2010-2020 period, in addition to meeting domestic needs, Vietnam's export value of vegetables and fruits aims to reach 1.2 billion USD annually.

II. DEVELOPMENT TARGETS

a/ Area and Production Volume (Annex 1):

Guided by Decision No. 150/2005/QĐ-TTg dated June 20, 2005 of the Prime Minister (Area of fruit trees reaching 1 million hectares by 2010, approximately 1.3 million hectares by 2020; area of vegetables reaching 700 thousand hectares by 2010, approximately 750 thousand hectares by 2020; maintaining the scale of black pepper area at 50 thousand hectares by 2010 and guiding to 2020); by 2010:

- Fruit Trees: Area: 1 million hectares; Production Volume: 10 million tons;

Among which, the area of key export fruit trees is about 255 thousand hectares.

- Vegetables: Area: 700 thousand hectares; Production Volume: 14 million tons;

Among which, safe vegetables and high-tech vegetables are about 100 thousand hectares.

- Black Pepper: Area: 50 thousand hectares; Production Volume: 120 thousand tons.

- Ornamental Plants: Area: 15 thousand hectares; Production Volume: 6.3 billion stems.

b/ Export Value (Annex 2 and 3):

Striving to reach a total export value of 760 million USD for all types of vegetables and fruits by 2010, and 1.2 billion USD by 2020. By 2010:

- Vegetables (200 thousand tons): 155 million USD

- Fruits (430 thousand tons): 295 million USD

- Black Pepper (120 thousand tons): 250 million USD

- Flowers (1.5 billion stems): 60 million USD

III. MAJOR SOLUTIONS

1. Planning

1.1 Regarding Agricultural Production:

- For fruit trees: Developing the area of fruit tree planting in the Southeast region, the Mekong Delta, and the Red River Delta; reducing the area of fruit trees in less competitive regions such as the Central Highlands and the South Central Coast. Emphasizing the development of key fruit tree varieties in the Mekong Delta, Southeast region, and Northern Midland and Mountainous region; linking production with fresh consumption and processing;

- For vegetables and spices: Mainly arranging areas in the Red River Delta and the Mekong Delta; the proportion of areas between regions will basically not change compared to the plan proposed by the Program. Vigorously developing safe vegetable and high-tech vegetable growing areas in the Red River Delta, Mekong Delta, Southeast region, and Lam Dong province;

- For black pepper: Basically not increasing the area; maintaining at 50 thousand hectares; focusing on development in the Southeast region and the Central Highlands;

- For ornamental plants: Mainly arranging planting areas in the Red River Delta, Ho Chi Minh City, some provinces in the Mekong Delta, and small climate zones like Sapa-Lao Cai, Son La, and Da Lat.

1.2 Regarding Processing and Preservation:

- Maintaining industrial processing capacity at the current level of 313 thousand tons/year; concentrating on building raw material areas to supply raw materials for processing factories; limiting additional large factory investments, focusing instead on deepening investment and diversifying products; striving to reach 50-60% of design capacity for industrial processing lines by 2010. Accelerating the pace of shareholding reform and restructuring state-owned enterprises; considering moving some factories without sufficient raw materials to suitable regions.

- Encourage investment in building medium and small processing facilities for fruits and vegetables in rural areas, suitable to raw material sources, with main equipment primarily manufactured domestically but must be equipped with advanced technology, ensuring technical standards and food safety hygiene;

- Invest in sorting, preliminary processing, packaging, and preservation chains at wholesale markets for fruits and flowers to serve the circulation of goods between regions and export services;

2. On Science and Technology and Agricultural Extension

- Research and apply advances in biotechnology (genetic engineering, cellular technology, microbial technology...) to serve the work of breeding, seed propagation, and plant protection. Combine research on exploiting local fruit, vegetable, and ornamental plant germplasm with economic value and competitive import substitution capabilities, including variety trials, geographical indication registration, and product origin certification;

- Develop production procedures and coordinate with agricultural extension activities to widely implement good agricultural practices (GAP) for fruit and vegetable production to ensure quality standards and food safety hygiene;

- Apply advanced preservation technologies such as cold storage, modified atmosphere storage, irradiation, etc., to create breakthroughs in the preservation stage to reduce post-harvest losses, extend storage and transportation times (both domestic and export), and ensure food safety for consumers;

- Establish technical production standards for fruit and vegetable products, focusing on mandatory regulations to control pesticide residues, heavy metals, and ensure food safety hygiene;

- Widespread application of quality management systems according to ISO, HACCP, etc.;

3. Product Consumption Organization

- Improve the system of fruit and vegetable trading services and ornamental plants, developing it into a synchronized network with functions of purchasing, packaging, preserving, and distributing to the market (wholesale and retail). This trading service system has the responsibility to ensure timely consumption of products for farmers while guiding farmers to produce according to market requirements through product consumption contracts;

- Supplement sanctions to effectively implement Decision No. 80/2002/QD-TTg dated June 24, 2002 of the Government Chairman to link business interests with raw material producers' benefits;

- Establish product quality testing centers to monitor the quality of imported and exported fruit and vegetable products according to the Law on Technical Standards and Regulations, consistent with international economic integration commitments;

4. Support Policies

- Increase support levels and total support amounts for high-tech agricultural extension models and fruit and vegetable processing and preservation models to encourage the development of fruit and vegetable production, processing, and preservation (amending Circular Joint No. 30/2006/TTLT-BTC-BNN&PTNT-BTS dated April 6, 2006);

- Policy banks provide medium and long-term loans (according to business cycles) to cooperatives and individual farmers to renovate mixed gardens and apply GAP production procedures for fruit trees;

IV. IMPLEMENTATION

To take the lead and coordinate with the Ministry of Finance and relevant ministries and sectors to urge, inspect, supervise, and resolve issues arising during the implementation of this Decree.

- Take the lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance to determine the list or criteria for prioritized projects to be supported;

- Take the lead and coordinate with relevant ministries and sectors annually to compile and report to the Prime Minister the results of fruit and vegetable production and ornamental plant production, proposing solutions to ensure sustainable development of the industry;

- Direct localities to organize good agricultural practices according to GAP guidelines, direct the implementation of scientific research topics and the application of advanced production techniques for crop seeds;

- Direct agricultural extension work, particularly the establishment of high-tech production models for fruits and ornamental plants to serve processing and export;

2. Relevant Ministries and Sectors shall, in accordance with their functions and responsibilities, ensure necessary factors for the development of the fruit and ornamental plant industry according to the approved adjustment plan;

3. Provincial People's Committees under the Central Government

- Direct related agencies at the local level to review planning towards each province concentrating on developing 1-2 key types of fruits, vegetables, and fruit trees;

- Direct the establishment of fruit and ornamental plant cooperatives to create concentrated production areas, overcoming scattered production;

- Direct the application of advanced agricultural techniques in fruit and vegetable cultivation and practice production according to GAP guidelines. Direct the development of raw material areas within the region to serve processing and export;

Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.

Article 3. Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under the Central Government responsible for implementing this Decision./.
