Pursuant to the Education Law dated June 14, 2005;
Pursuant to the Government Decree No. 75/2006/NĐ-CP dated August 2, 2006 detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to the Government Decree No. 178/2007/NĐ-CP dated December 3, 2007 on the functions, tasks, powers, and organizational structure of Ministries and Ministerial-Level Agencies;
Pursuant to the Government Decree No. 32/2008/NĐ-CP dated March 19, 2008 on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to the minutes of the meeting held on August 11, 2008 of the National Council for Program Review of Political Theory Courses;
Pursuant to the opinion of the Central Propaganda Department at Circular No. 2450-CV/BTGTW dated August 25, 2008;
At the proposal of the Director of the Department of Higher Education,
DECISION:
Article 1. Attached hereto is the curriculum for Political Theory courses at the bachelor's and associate degree levels for non-major students in Marxism-Leninism and Ho Chi Minh Thought, including the following subjects:
1. Subject Basic Principles of Marxism-Leninism.
2. Subject Ho Chi Minh Thought.
3. Subject Revolutionary Line of the Communist Party of Vietnam.
Article 2. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
This Decision shall apply to non-major students in Marxism-Leninism and Ho Chi Minh Thought at the bachelor's and associate degree levels from the academic year 2008-2009 onwards.
For non-major students in Marxism-Leninism and Ho Chi Minh Thought at the bachelor's and associate degree levels from the academic year 2007 and earlier, the following Decisions of the Minister of Education and Training shall be applied: Decision No. 45/2002/QD-BGD&ĐT dated October 29, 2002 on issuing the curriculum for the subject Philosophy of Marxism-Leninism; Political Economy of Marxism-Leninism (for economic management and non-economic management majors) at the bachelor's level; Decision No. 34/2003/QD/BGD&ĐT dated July 31, 2003 on issuing the syllabus for the course Scientific Socialism at the bachelor's level; Decision No. 41/2003/QD-BGD&ĐT dated August 27, 2003 on issuing the detailed syllabus for the History of the Communist Party of Vietnam course at the bachelor's level; Decision No. 35/2003/QD/BGD&ĐT dated July 31, 2003 on issuing the detailed syllabus for the Ho Chi Minh Thought course at the bachelor's and associate degree levels; Decision No. 19/2003/QD/BGD&ĐT dated September 26, 2003 on issuing the curriculum for the subject Philosophy of Marxism-Leninism; Political Economy of Marxism-Leninism (for economic management and non-economic management majors) at the associate degree level; Decision No. 45/2003/QD/BGD&ĐT dated September 26, 2003 on issuing the syllabus for the Scientific Socialism course at the associate degree level; Decision No. 47/2003/QD/BGD&ĐT dated October 22, 2003 on issuing the syllabus for the History of the Communist Party of Vietnam course at the associate degree level.
Article 3. The Director of the Office, Heads of the Higher Education Department, Heads of relevant units of the Ministry of Education and Training, Directors of universities and academies, and Principals of colleges and universities are responsible for implementing this Decision./.
