CIRCULAR
Amending and supplementing Circular No. 37/2008/TT-BTC dated May 19, 2008 of the Ministry of Finance guiding policies to support kerosene for lighting for households of ethnic minority groups, policy-targeted households, and poor households in areas without grid electricity
Implementing Article 2 of Decision No. 602/QD-TTg dated May 22, 2008 of the Prime Minister amending and supplementing Decision No. 201/QD-TTg dated February 19, 2008 on policies to support the recovery of winter-spring rice production in 2007-2008 and cattle and buffalo breeding affected by severe cold in 2008, and Decision No. 289/QD-TTg dated March 18, 2008 promulgating certain policies to support ethnic minority groups, policy-targeted households, poor households, near-poor households, and fishermen;
The Ministry of Finance guides the amendment and supplementation of Point 4, Section I of Circular No. 37/2008/TT-BTC dated May 19, 2008 of the Ministry of Finance as follows:
4. Sources of funds for implementing the policy:
a. The central budget will provide 100% funding for provinces and centrally-administered cities receiving additional balance supplements from the central budget.
b. The central budget will provide 50% funding for provinces and centrally-administered cities with a distribution ratio of revenue below 50%, including: Hai Phong, Quang Ninh, Vinh Phuc, Da Nang, Khanh Hoa, and Can Tho.
c. The remaining provinces and centrally-administered cities shall self-balance and allocate funds from their local budgets to implement the policy.”
This Circular takes effect 15 days after its publication in the Official Gazette. Any difficulties encountered during implementation should be reported to the Ministry of Finance for consideration and appropriate amendments./.
