1. This Circular stipulates regulations on badges, flags, uniforms; means and technical equipment for sector inspectors in the Transport Industry.

2. Inspectors, civil servants, staff members, and employees under the Ministry of Transport's Inspectorate, Provincial Transport Inspectorates shall wear uniforms according to Circular No. 02/2015/TT-TTCP dated March 16, 2015 of the State Audit Office stipulating the uniforms of officials, inspectors, civil servants, and staff members under state inspection agencies when performing administrative inspection activities, and shall wear uniforms according to this Circular when conducting specialized inspection and supervision activities.

PART I

Article 1. Scope of ApplicationThe decision to switch the issuance of coats, overcoats, windbreakers, and down jackets to other uniforms for civil servants working at the National Market Management and Development Agency is decided by the Minister of Industry and Trade.NG

Article 1.periodmber vi of regulation

This Circular applies to organizations and individuals involved in sector inspection in the Transport Industry, including: the Ministry of Transport's Inspectorate (hereinafter referred to as the Inspectorate of the Ministry), Provincial Transport Inspectorates (hereinafter referred to as the Inspectorate of the Province), Civil Aviation Administration Inspectorate (hereinafter referred to as the Inspectorate of the Civil Aviation Administration), Vietnam Maritime Administration Inspectorate (hereinafter referred to as the Inspectorate of the Vietnam Maritime Administration); Vietnam Highway Administration, Vietnam Railway Administration, Vietnam Inland Waterway Administration, Vietnam Civil Aviation Administration, Vietnam Maritime Administration, Civil Aviation Port Supervision Units, Maritime Port Supervision Units, Inland Waterway Port Supervision Units under the Vietnam Inland Waterway Administration, Inland Waterway Port Supervision Branches under the Vietnam Inland Waterway Administration, Highway Management Bureau under the Vietnam Highway Administration (hereinafter referred to as agencies entrusted with the function of specialized transport inspection) and related organizations and individuals.

BADGES, FLAGS, UNIFORMS OF SECTOR INSPECTORS IN THE TRANSPORT INDUSTRY

a) National centralized procurement unit: A centralized procurement unit under the Ministry of Finance to perform the task of centralized procurement of assets within the national centralized procurement list (excluding medicines for human disease prevention and treatment, abbreviated as medicines);nationalThe amount of fees collected for food safety and hygiene work shall be implemented according to the schedule of fees attached to this Circular.

Article 3. Badges

Chapter II

1. Badges are symbols of the Transport Industry's Inspectorate.

2. The badge of the Transport Industry's Inspectorate has a circular red emblem with a five-pointed yellow star in the center, below which is a historical wheel in yellow with the letters "TTGT" inscribed, surrounded by two olive branches in yellow on a blue background. The model of the badge of the Transport Industry's Inspectorate is specified in Appendix I attached to this Circular.

3. The badge of the Transport Industry's Inspectorate includes:

a) The badge on the flag as stipulated in Article 4 of this Circular;

b) The badge embossed on the belt surface as stipulated in Clause 4, Article 8 of this Circular;

c) The badge affixed on the nameplate as stipulated in Clause 5, Article 8 of this Circular;

d) The badge embroidered on the shield as stipulated in Clause 9, Article 8 of this Circular;

đ) The badge affixed on the kepi star as stipulated in Clause 11, Article 8 of this Circular.

d) The insignia embroidered on the shield shape as prescribed in Clause 9, Article 8 of this Circular;

đ) The insignia attached to the visor of the peaked cap as prescribed in Clause 11, Article 8 of this Circular.

Article 4. Inspection Emblemu

1. The inspection emblem of the Transport Industry Inspection shall be affixed to vehicles and other dignified positions of the Transport Industry Inspection.

2. The emblem has an isosceles triangle shape with the base equal to two-thirds of the height, made of dark blue fabric, lightweight and durable material, bearing the Transport Industry Inspection insignia, specifically:

a) For flags hung on ships and inland waterway vessels, the base measures 600 mm and the height is 900 mm. On the flag, there is a Transport Industry Inspection insignia with a diameter of 170 mm.

b) For flags hung on speedboats, cars, motorcycles, and other inspection vehicles, the base measures 300 mm and the height is 450 mm. On the flag, there is a Transport Industry Inspection insignia with a diameter of 110 mm.

3. The model of the Transport Industry Inspection emblem specified in Appendix II attached hereto.

Article 5. Inspection Uniforms

1. The uniforms for inspectors, specialized inspection civil servants, civil servants, staff members, and employees assigned inspection tasks at the Ministry's Inspectorate, Department Inspectorates, Marine Inspectorate, Civil Aviation Inspectorate, and other agencies responsible for specialized inspection functions in the transport industry include: spring-summer and autumn-winter shirts, pants, kepi hats, cravats, belts, leather shoes, socks, backless sandals, rubber boots, helmets, hat badges, pine branches, rank buttons, shoulder boards, name plates, raincoats, and file cases.

The model of the Transport Industry Inspection uniform is specified in Appendix III attached hereto.

2. Depending on working conditions and specific circumstances, the Transport Industry Inspection shall equip protective gear according to the provisions of the law.

3. Specifications, colors, and quality of the Transport Industry Inspection uniforms shall be implemented in accordance with the provisions of Articles 6, 7, and 8 of this Circular.

4. Inspectors and civil servants under the Marine Inspectorate, Civil Aviation Inspectorate, and specialized inspection civil servants and staff members assigned inspection tasks under the Vietnam Maritime Administration, Vietnam Civil Aviation Administration, Port Inspection Authority, and Air Port Inspection Authority shall use white shirts with a shield emblem on the left sleeve and white kepi hats.

Article 6. Specifications and Colors of Men's Uniforms

1. Overcoat

a) Material: blended twill fabric marked TW8058-1; cross weave 3/1; ratio PW45/55; longitudinal density 360 s/10cm2, transverse density 270 s/10cm2; weight 245 g/m2;

b) Color: dark slate blue;

c) Style: vest style, B-shaped collar, belt looped waist, metal zipper; chest pocket with cup design, one row of four white-plated buttons; shoulder straps for rank badges, padded shoulders; two slanted pockets on the front; separate shoulder straps on the back, stitched spine, with a slit; two-piece sleeves with cuffs and buttons; entire collar, lapel, pocket flap, and body constructed with mex; shirt length reaches the thigh.

2. Vest

a) Material: blended twill fabric marked TW8058-1; cross weave 3/1; ratio PW45/55; longitudinal density 360 s/10cm2, transverse density 270 s/10cm2; weight 245 g/m2;

b) Color: dark slate blue;

c) Style: jacket, B-shaped collar; one row of four white-plated buttons on the chest; front with four pockets (two chest pockets, two lower pockets), each with a flap; shoulder straps for rank badges, padded shoulders; back with stitched spine, with a slit; two-piece sleeves, cuffs folded outwards. Entire collar, lapel, pocket flap, and body constructed with mex.

3. Long-sleeved shirt (winter, spring-summer)

b) Color: dark slate blue;

c) Style: European-style trousers, separate waistband, two diagonal side pockets; front with one hidden pleat on each side; zipper fly; waistband with one hook and one hidden plastic button; back with one pleat on each side; straight hem.

6. Skirt

a) Material: twill wool blend fabric; code TW8050-1; weave type 3/1; ratio PW45/55; longitudinal density 360 s/10cm2, transverse density 270 s/10cm2; weight 245 g/m2;

b) Color: dark slate blue;

c) Style: A-line skirt with a separate waistband, wide waistband; the front body has two diagonal pockets, with two straight lines from the waist to the hem; the back uses a tear-drop closure and has a back slit.

7. Leather Shoes

a) Material: TPR sole; black nappa leather; thickness 1.2 mm - 1.4 mm; tensile strength (MPa) ≥ 18, (N/cm2) ≥ 320; Shore hardness A 60 ± 5;

b) Style: strapless style, smooth toe made of nappa leather. The inner lining of the hat and the shoe's upper surface are made of light brown cowhide. The bottom sole has anti-slip patterns. Sole heel height 5 cm.

8. Backstrap Sandals

a) Material: black nappa leather; thickness 1.2 mm - 1.4 mm; tensile strength (MPa) ≥ 18, (N/cm2) ³ 3;

b) Style: horizontal strap; high heel 7 cm, with a buckle.

Article 8. Other uniforms commonly equipped for san both male and female

1. Raincoat

a) Material: polyester plastic-coated fabric; thickness 0.2 mm ± 0.01; weight 230 g/m2 ± 10; tensile strength of woven fabric (N) longitudinally ≥ 700, transversely ≥ 370;

b) Color: dark green (withered grass);

c) Style: coat-collar coat with a flap covering the zipper, buttoned closure; front body seamless, back shoulder pleats detachable, shoulder lining made of breathable mesh fabric; one-piece sleeve with elastic cuffs; separate hat attached to the coat with buttons; all seams sealed with adhesive tape inside to prevent water penetration. "TTGT" printed on the front and back.

2. Necktie

a) Material: blended twill fabric marked TW8058-1; cross weave 3/1; ratio PW45/55; longitudinal density 360 s/10cm2, transverse density 270 s/10cm2; weight 245 g/m2;

b) Color: dark slate blue;

The shield design is specified in Appendix I issued together with this Circular.

10. Pine Branches

The pine branches are attached to the lapel and on the star of the cap.

a) Material: thick gold sheet 0.7 mm; clip shank made of copper 15 mm x 3 mm; weight 6 g ± 0.4;

b) Color: bright white;

c) Plating process: copper plating, followed by nickel plating, and finally chromium plating;

d) Style: straight, consisting of 11 leaves and 7 fruits.

11. Cap Star

a) Material: thick gold sheet 0.8 mm; bolt and nut button shank made of copper, M4;

b) Color: bright white;

c) Plating process: copper plating first, followed by nickel plating, chromium plating, and finally a protective surface polishing; red enamel painting for the glass; the middle base and two edges painted blue; historical wheels painted yellow;

d) Style: the hat badge is made of pine branch, with the traffic inspection emblem in the center having a diameter of 36 mm.

b) Material and plating process of the pine branch on the cap: the pine branch on the cap is made of thick gold sheet 0.8 mm, soldered with four red brass clip shanks diameter 8 mm, length 15 mm; the pine branch on the cap is plated white; plating process: first gold plating, then nickel plating, finally chromium plating;

c) Style of the cap: high crown, curved brim, peak and cap top made of the same fabric; round cap shell, around which is a plastic tube, inside the plastic tube is a steel spring; at the front forehead there is a foam cushion, in the center of the forehead is a badge with a star between two pine branches, each side has two air vents; above the brim is a decorative cord braided in a samurai tail pattern dark brown color, ends fastened with circular metal buttons with a star between two pine branches; the brim is made of black plastic, gradually sloping forward, the top of the brim is attached with a white-plated pine branch.

13. Helmet

a) Material: cap shell made of nylon 6 (PA6) plastic. Lens made of polycarbonate (PC) plastic, protective padding: expanded polystyrene (EPS);

b) Color: cap shell dark blue color, inner lining fabric black color, EPS padding white color, logo with "TTGT" text white color, size 50 mm high, 30 mm wide, Arial font style on the inside of the cap;

c) Style: full head and ear protection helmet, with face shield and removable brim; inside the helmet is lined with EPS padding and fabric, the top of the head has ventilation mesh and woven label; under the helmet strap is a chin pad, the end of the strap is fitted with a buckle.

14. Rubber Boots

a) Material: synthetic rubber;

b) Color: black;

c) Design: seamless boot design, waterproof and slip-resistant;

Article 9. Rank Insignia

1. Rank insignia includes shoulder boards and rank badges worn on both shoulders of the inspector's uniform for inspectors, specialized inspector officials, officials, staff, and personnel assigned inspection tasks.

The rank insignia model is specified in Appendix IV issued together with this Circular.

2. Specifications for Shoulder Straps

a) Shoulder board of the Director of the Inspectorate Department has a length of 13 cm, the pointed end width 4 cm, the tail end width 5 cm; the background of the insignia is made of red felt; the insignia frame is made of white solid plastic; the star and border of the insignia are made of gold sheet, metal border plated white glossy; the insignia button is circular with a star between two pine branches;

b) The shoulder strap of inspectors, civil servants, staff members assigned inspection tasks at the Ministry's Inspectorate, Department Inspectorate, Civil Aviation Inspectorate, Maritime Inspectorate shall be 13 cm long, with a sharp pointed end 4 cm wide and a tail end 5 cm wide; the background of the insignia shall be red felt; the core of the insignia shall be made of white pure plastic; the star of the insignia shall be made of white-gilded brass plate, with a 3 mm wide blue fabric border; the button of the insignia shall be circular with a star in the center surrounded by two pine branches.

c) The shoulder strap of specialized inspection civil servants, staff members assigned inspection tasks at agencies responsible for specialized inspection functions in transport shall be 13 cm long, with a sharp pointed end 4 cm wide and a tail end 5 cm wide; the background of the insignia shall be dark blue felt; the core of the insignia shall be made of white pure plastic; the star of the insignia shall be made of white-gilded brass plate, with a 3 mm wide red fabric border; the button of the insignia shall be circular with a star in the center surrounded by two pine branches.

3. Specifications for Rank Bars

a) Head Inspector of the Ministry: the shoulder strap shall have a single 23 mm star centered on the shoulder strap.

b) Deputy Head Inspectors of the Ministry, Directors General of the Vietnam Highway Administration, Directors of the Vietnam Railway Administration, Directors of the Vietnam Inland Waterway Administration, Directors of the Vietnam Maritime Administration, Directors of the Vietnam Civil Aviation Administration: the shoulder strap shall have four 23 mm stars arranged in a vertical row on the shoulder strap, with two white metal stripes dividing the ranks.

c) Heads of Departments under the Ministry's Inspectorate, Deputy Directors General of the Vietnam Highway Administration, Deputy Directors of the Vietnam Railway Administration, Deputy Directors of the Vietnam Inland Waterway Administration, Deputy Directors of the Vietnam Maritime Administration, Deputy Directors of the Vietnam Civil Aviation Administration: the shoulder strap shall have three 23 mm stars arranged in a vertical row on the shoulder strap, with two white metal stripes dividing the ranks.

d) Deputy Heads of Departments under the Ministry's Inspectorate, Chief Inspectors of Departments, Chief Inspectors of Bureaus, Heads of Legal Affairs and Inspection Departments, Directors of Road Management Bureaus under the Vietnam Highway Administration; Heads of Legal Affairs and Inspection Departments, Heads of Inspection and Safety Departments under the Vietnam Railway Administration; Heads of Legal Affairs and Inspection Departments, Chiefs of Branches of Inland Waterway Management, Directors of Inland Waterway Port Control Units under the Vietnam Inland Waterway Administration; Directors of Maritime Port Control Units; Directors of Civil Aviation Port Control Units: the shoulder strap shall have two 23 mm stars arranged in a vertical row on the shoulder strap, with two white metal stripes dividing the ranks.

đ) Deputy Chief Inspectors of Departments, Deputy Heads of Legal Affairs and Inspection Departments, Deputy Directors of Road Management Bureaus under the Vietnam Highway Administration; Deputy Heads of Legal Affairs and Inspection Departments, Deputy Heads of Inspection and Safety Departments under the Vietnam Railway Administration; Deputy Heads of Legal Affairs and Inspection Departments, Deputy Chiefs of Branches of Inland Waterway Management, Deputy Directors of Inland Waterway Port Control Units under the Vietnam Inland Waterway Administration; Deputy Directors of Maritime Port Control Units; Deputy Directors of Civil Aviation Port Control Units: the shoulder strap shall have a single 23 mm star centered on the shoulder strap, with two white metal stripes dividing the ranks.

e) Team Leaders under Department Inspectors, Team Leaders of Inspection and Safety Teams under the Road Management Bureau; Team Leaders of Inspection and Safety Teams under the Vietnam Railway Administration; Team Leaders of Inspection and Safety Teams under Branches of Inland Waterway Management, Heads of Inspection and Safety Departments under Inland Waterway Port Control Units; Heads of Inspection and Safety Departments under Maritime Port Control Units; Heads of Legal Affairs and Inspection Departments under Civil Aviation Port Control Units: the shoulder strap shall have two 23 mm stars arranged in a vertical row on the shoulder strap, with one white metal stripe dividing the ranks.

g) Deputy Team Leaders under Department Inspectors, Deputy Team Leaders of Inspection and Safety Teams under the Road Management Bureau; Deputy Team Leaders of Inspection and Safety Teams under the Vietnam Railway Administration; Deputy Team Leaders of Inspection and Safety Teams under Branches of Inland Waterway Management, Deputy Heads of Inspection and Safety Departments under Inland Waterway Port Control Units: Deputy Heads of Inspection and Safety Departments under Maritime Port Control Units; Deputy Heads of Legal Affairs and Inspection Departments under Civil Aviation Port Control Units: the shoulder strap shall have a single 23 mm star centered on the shoulder strap, with one white metal stripe dividing the ranks.

h) Senior Inspectors: the shoulder strap shall have three 23 mm stars arranged in a vertical row on three blue rank stripes.

i) Principal Inspectors: the shoulder strap shall have two 23 mm stars arranged in a vertical row on two blue rank stripes.

k) Inspectors: the shoulder strap shall have a single 23 mm star on one blue rank stripe.

l) Civil Servants, Staff Members under the Ministry's Inspectorate, Department Inspectorate: the shoulder strap shall not have stars and shall have one blue rank stripe.

m) Specialized Inspection Civil Servants, Staff Members assigned to perform specialized inspection tasks at agencies responsible for specialized inspection functions in transport: the shoulder strap shall have a single 23 mm star centered on one white rank stripe.

n) Those who have insignias according to points a, b, c, d, đ, e, g shall not apply the insignia of professional titles specified in points h, i, k, l, m of this clause.

2. Uniforms issued once (in cases where uniforms become old, damaged, or lost, they will be replaced): peaked cap, insignia, shoulder strap, rank insignia, badge, flag, nameplate.

3. For southern provinces, depending on specific conditions, the overcoat and autumn jacket uniforms shall be converted into 02 spring-summer jackets to suit the weather conditions.

4. For northern mountainous provinces, depending on specific conditions, the overcoat uniform shall be converted into an autumn jacket with additional insulation layers to suit the weather conditions.

Article 11. Management l||| Care and use of uniforms

1. Persons who are issued uniforms shall use them when performing official duties (at the scene, receiving and processing files at the office, meeting citizens, announcing inspection decisions, conducting inspections and checks, announcing inspection conclusions).

2. Persons who are issued uniforms shall be responsible for managing and using the issued uniforms in accordance with regulations.

3. The agency responsible for implementing the inspection function in the Transport sector shall be responsible for equipping flags, uniforms that meet the standards and quality specified in this Circular.

Chapter III

||| TECHNICAL EQUIPMENT OF INSPECTORS

TRANSPORTATION INDUSTRY

Article 12. Specialized technical equipment and means

1. Inspectors in the Transport sector shall be equipped with specialized technical equipment and means to serve inspection, supervision, and administrative penalty enforcement work.

2. Types of technical equipment and means serving the activities of inspectors in the Transport sector.

a) Specialized vehicles: passenger cars up to 7 seats; trucks, pickup trucks, cranes, forklifts, bulldozers, excavators, tow trucks;

b) High-speed boats, canoes, speedboats;

c) Two-wheeled or three-wheeled motorcycles;

d) Walkie-talkies and signal relay devices;

đ) Portable chainsaws;

e) Measuring devices from technical testing facilities;

g) Information technology equipment integrated with WiFi, 3G, GPS; portable printers and other related technological devices for evidence collection and recording during inspections;

h) Other specialized technical equipment such as depth measuring devices for channels and routes, oil concentration measuring devices, ultrasonic construction measuring devices, ship speed measuring devices, ultraviolet light beams;

i) Technical equipment and devices used to detect administrative violations according to government regulations;

k) Office equipment.

3. Operational tools

a) Traffic command batons with black and white reflective paint (wooden or synthetic batons with battery-powered lights);

b) STOP signs in hexagonal shape with each side measuring 100 mm, painted with reflective white paint on both sides, with red STOP letters evenly spaced along the top and bottom edges. The wooden handle is 30 mm in diameter, painted red and white;

c) Whistles, flashlights, mobile barriers with high reflectivity, 1.2 meters tall and 1.5 meters long, made of iron or rubber;

d) Handheld loudspeakers, specialized loudspeakers installed on cars, high-speed boats for public awareness campaigns and traffic safety assurance.

4. Depending on the specific field and level of inspection, the competent authority shall decide on the provision of technical equipment and operational tools suitable for assigned functions and tasks.

5. In addition to the equipment and devices stipulated in Clause 2 and Clause 3 of this Article, in cases where necessary, the transport inspection agency may mobilize equipment and facilities from state management agencies, affiliated units under the same-level state management agency, or lower-level transport inspection agencies to serve inspection work in accordance with the law.

Article 13. Technical specifications for specialized technical equipment and means

1. Technical specifications for specialized vehicles

a) Passenger cars up to 7 seats: minimum engine displacement of 2,000 cm3; black-blue color, roof-mounted yellow signal lights, flag-hanging position, and positions for installing other specialized equipment inside the cabin. Both sides of the car doors are painted with "TRANSPORT INSPECTION" in reflective paint, with the following specifications: uppercase letters, white color, height of 10-12 cm, letter width of 1-1.5 cm, standing upright, complete punctuation marks;

b) Trucks and pickup trucks: minimum load capacity of 1,500 kg, minimum engine displacement of 2,000 cm3 for trucks; minimum power of 120 horsepower, minimum engine displacement of 2,000 cm3, four-seat capacity, yellow roof-mounted signal lights, cargo compartments and inspection-related equipment for pickup trucks; both sides of the truck body are painted with "TRANSPORT INSPECTION" in reflective paint with the following specifications: uppercase letters, standing upright, complete punctuation marks, font size varies depending on the type of vehicle; a loudspeaker is mounted on the roof of the cabin to serve traffic order and safety assurance work;

c) Cranes, forklifts, bulldozers, excavators, tow trucks must meet technical standards to meet specific task requirements; both sides of the truck body are painted with "TRANSPORT INSPECTION" in reflective paint with the following specifications: uppercase letters, standing upright, complete punctuation marks, font size varies depending on the type of vehicle. Tow trucks specifically have a white or black-blue color, used for towing and transporting vehicles, with a minimum power of 150 horsepower;

d) Motorcycles: minimum engine displacement of 125 cm3, painted with specifications as stipulated in Point a Clause 1 of this Article, with smaller base and letter sizes depending on the type of vehicle;

đ) Specialized vessels and high-speed boats serving inland waterway and maritime inspection work: minimum engine power of 90 horsepower for vessels and 25 horsepower for high-speed boats; white color, flag-hanging position, both sides of the vessel cabin and both sides of the boat hull are painted with "TRANSPORT INSPECTION" in reflective paint with the following specifications: uppercase letters, blue color, height of 20 cm, letter width of 2.5 cm, standing upright, complete punctuation marks.

2. Equipment and means must be registered and inspected for technical safety in accordance with the law.

Article 14. System and budget for purchasing insignia, flags, uniforms; means and technical equipment

The budget for purchasing, repairing insignia, flags, uniforms, means, and technical equipment shall be allocated in the annual state budget estimate assigned by the competent authority or according to projects approved by the competent authority.

Chapter IV

IMPLEMENTING PROVISIONS

Article 15. Effectivenessi ADJUSTMENT

1. This Circular takes effect from January 1, 2016.

2. Repeal Decision No. 28/2005/QĐ-BGTVT dated May 18, 2005 of the Minister of Transport on insignia, uniforms, badges, rank badges, nameplates; means and technical equipment of transport inspection agencies at all levels (hereinafter referred to as Decision No. 28/2005/QĐ-BGTVT).

3. Transport inspection agencies may continue to use uniforms as prescribed in Decision No. 28/2005/QĐ-BGTVT until December 31, 2016, but must use shoulder boards, rank insignia, and nameplates as prescribed in this Circular.

Article 16. Responsibility for Implementation

1. The Director of the Ministry's Office, the Inspector General of the Ministry, the Heads of Departments, the Directors of the Vietnam Highway Administration, the Directors of the Vietnam Railway Administration, the Directors of the Vietnam Inland Waterway Administration, the Directors of the Civil Aviation Administration of Vietnam, the Directors of the Vietnam Maritime Administration, the Directors of Provincial Transport Departments, relevant agencies, organizations, and individuals are responsible for implementing this Circular.

2. Heads of transport inspection agencies shall establish internal regulations for managing and using insignia, flags, uniforms; means and technical equipment of transport inspectors.

3. The Ministry's Inspectorate is responsible for implementing and supervising the implementation of this Circular. Any issues arising or difficulties encountered during the process should be promptly reported to the Ministry of Transport for consideration and resolution within its jurisdiction./.
