REGULATIONS ON QUANTITY AND PRINCIPLES OF ADMINISTERING IMPORT QUOTA DUTIES FOR SALT AND POULTRY EGGS IN 2021
Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;
Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;
At the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade issues this Circular to regulate the quantity and principles of administering import quota duties for salt and poultry eggs in 2021.

Article 2. Principles of Administering Import Quota Duties
1. Principles of Allocating Import Quota Duties
The allocation of import quota duties for salt and poultry eggs shall be carried out in accordance with Circular No. 12/2018/TT-BCT dated June 15, 2018, issued by the Minister of Industry and Trade detailing certain provisions of the Law on Foreign Trade Management and Decree No. 69/2018/NĐ-CP dated May 15, 2018, issued by the Government detailing certain provisions of the Law on Foreign Trade Management.
2. Recipients of Import Quota Duties Allocation
Salt: The import quota duty for salt shall be allocated to traders directly using it as raw material for chemical production and pharmaceutical products.
Poultry Eggs: The import quota duty for poultry eggs shall be allocated to traders holding business registration certificates and enterprise registration certificates who have import requirements.
3. Time of Allocation of Import Quota Duties for Salt
The Ministry of Industry and Trade will coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Finance to determine the time of allocation of import quota duties for salt.
Article 3. Effectiveness
This Circular takes effect from February 6, 2021 until December 31, 2021.
