Circular No. 52/2025/TT-BCT stipulates the list of equipment and devices required to affix energy labels within the scope of management of the Ministry of Industry and Trade and the implementation timeline.

CIRCULAR

REGULATIONS ON THE LIST OF EQUIPMENT AND DEVICES THAT MUST BE STICKED WITH ENERGY LABELS

UNDER THE SCOPE OF MANAGEMENT AND IMPLEMENTATION PLAN OF THE MINISTRY OF INDUSTRY AND TRADE

CURRENTLY OF THE MINISTRY OF INDUSTRY AND TRADE

Pursuant to the Law on Rational and Efficient Use of Energy dated June 17, 2010; the Law Amending and Supplementing Certain Provisions of the Law on Rational and Efficient Use of Energy No. 77/2025/QH15 dated June 18, 2025;

Pursuant to Decree No. 40/2025/NĐ-CP dated February 26, 2025, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

At the proposal of the Director of the Department for Innovation, Green Transition, and Small and Medium Enterprise Promotion;

The Minister of Industry and Trade issues this Circular stipulating the list of equipment and devices that must be stuck with energy labels under the scope of management and implementation plan of the Ministry of Industry and Trade.

Article 1. Scope and Applicability

1. This Circular stipulates the list of equipment and devices that must be stuck with energy labels under the scope of management and implementation plan of the Ministry of Industry and Trade.

2. This Circular applies to organizations and individuals engaged in production, import, distribution, and business of products listed in the list of equipment and devices that must be stuck with energy labels under the scope of management of the Ministry of Industry and Trade.

3. This Circular does not apply to organizations and individuals engaged in production, import, distribution, and business of products including:

a) Equipment and devices produced, assembled, or imported directly for national defense and security purposes, as regulated separately by the Prime Minister;

b) Equipment and devices temporarily imported for re-export, transiting, transferring, diplomatic, and consular goods;

c) Equipment and devices for repair replacement, and energy efficiency testing.

Article 2. List of Equipment and Devices That Must Be Stuck With Energy Labels

The list of equipment and devices that must be stuck with energy labels is divided into the following groups of equipment:

1. Household appliances group includes: Straight fluorescent lamps, compact fluorescent lamps, ballast for fluorescent lamps (electromagnetic and electronic), air conditioners, refrigerators, household washing machines, rice cookers, electric fans, televisions, LED lights, hot water storage tanks, induction cooktops, infrared cooktops, microwave ovens;

2. Office and commercial equipment group includes: Photocopiers, printers, computer monitors, laptops, desktop computers, commercial cold storage cabinets, commercial air conditioners;

3. Industrial equipment group includes: Distribution transformers, electric motors, LED street lighting fixtures.

Article 3. Implementation Plan for Sticking Energy Labels

1. For the household appliances group and industrial equipment group

a) Mandatory sticking of energy labels for the following household appliances and industrial equipment: Straight fluorescent lamps, compact fluorescent lamps, ballast for fluorescent lamps (electromagnetic and electronic), air conditioners, refrigerators, household washing machines, rice cookers, electric fans, televisions, LED lights, hot water storage tanks, distribution transformers, electric motors;

b) Voluntary sticking of energy labels until December 31, 2026, for: Induction cooktops, infrared cooktops, microwave ovens, LED street lighting fixtures;

c) Mandatory sticking of energy labels starting January 1, 2027, for: Induction cooktops, infrared cooktops, microwave ovens, LED street lighting fixtures;

2. For the office and commercial equipment group

a) Mandatory sticking of energy labels for laptops and commercial cold storage cabinets;

b) Voluntary sticking of energy labels for photocopiers, computer monitors, printers, commercial air conditioners;

c) Voluntary sticking of energy labels until December 31, 2026, for desktop computers;

d) Mandatory sticking of energy labels starting January 1, 2027, for desktop computers.

3. Encouragement for voluntary sticking of energy labels for equipment and devices not included in the list specified in Article 2 of this Circular which have national standards defining energy efficiency levels and the ability to test domestically.

Article 4. Organization of Implementation

1. The Department for Innovation, Green Transition, and Small and Medium Enterprise Promotion, Ministry of Industry and Trade shall be responsible for guiding, inspecting, and supervising the sticking of energy labels for the groups of equipment and devices that must be stuck with energy labels as stipulated in Article 3 of this Circular;

2. Provincial People's Committees shall direct relevant specialized agencies to inspect and supervise the implementation of sticking energy labels for equipment and devices within their jurisdiction according to the implementation plan prescribed in this Circular.

Article 5. Effectiveness and responsibility for implementation

1. This Circular takes effect from January 1, 2026.

2. During the course of implementation, if there are any issues or difficulties, relevant agencies, organizations, and individuals shall promptly report to the Ministry of Industry and Trade for study, amendment, and supplementation of the Circular./.
