Announcing the port water area and maritime zone within the jurisdiction of Thanh Hoa province and the management area of Thanh Hoa Maritime Port Authority

On the basis of The Vietnam Maritime Code on November 25, 2015;

Decree No. Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of The Vietnam Maritime Code on maritime activity management and amendments to other decrees;

Decree No. Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, authorities, and organizational structure of the Ministry of Construction;

At the proposal of the Director of the Vietnam Maritime and Inland Waterway Administration;

The Minister of Construction issues this Circular announcing the port water area and maritime zone within the jurisdiction of Thanh Hoa province and the management area of Thanh Hoa Maritime Port Authority.

Article 1. Announcing the port water area within the jurisdiction of Thanh Hoa province

The port water area within the jurisdiction of Thanh Hoa province, measured from the highest tidal level, includes the following areas:

1. The Le Mon - Lac Sung area with the scope:

a) The boundary towards the sea is limited by straight lines connecting successively points LM1, LM2, LM3, LM4 and LM5, LM6, LM9, LM10, LM11, LM12 with the following coordinates:

LM1: 19°46’40,2”N, 105°55’44,6”E (the point farthest out to sea at the mouth of Lac Trao - Ma River to the south);

LM2: 19°45’12,0”N, 106°00’00,0”E;

LM3: 19°45’12,3”N, 106°02’52,3”E;

LM4: 19°51’11,4”N, 106°02’54,7”E;

LM5: 19°52’24,8”N, 106°01’19,4”E;

LM6: 19°57’35,1”N, 106°01’24,2”E;

LM9: 19°56’29,4”N, 105°59’10,1”E;

LM10: 19°52’26,5”N, 105°57’23,9”E;

LM11: 19°49’57,6”N, 105°57’13,3”E;

LM12: 19°47’47,4”N; 105°56’07,2”E (the point farthest out to sea at the mouth of Lac Trao - Ma River to the north).

b) The boundary along the Ma River: from two points LM1 and LM12, running along both banks of the river to a straight line crossing the river, 200 meters downstream from the Hoang Long Bridge.

c) The boundary along the Len River: from points LM6 and LM9 running along both banks of the river to points LM7 and LM8 with the following coordinates:

LM7: 19°57’47.4” N, 105°58’42.9” E;

LM8: 19°57’42.4” N, 105°58’42.5” E.

2. The Nghe Son area with the scope:

a) The boundary towards the sea is limited by straight lines connecting successively points NS1, NS2, NS3, NS4, NS5, NS6, NS7, NS8 and NS9 with the following coordinates:

NS1: 19°25’36,4”N, 105°48’35,7”E;

NS2: 19°26’37,2”N, 105°51’57,6”E;

NS3: 19°26’31,9”N, 106°08’06,5”E;

NS4: 19°15’38,6”N, 106°08’05,3”E;

NS5: 19°15’38,3”N, 105°57’27,3”E;

NS6: 19°13’21,6”N, 105°57’26,6”E;

NS7: 19°13’21,6”N, 105°53’05,3”E;

NS8: 19°16’31,6”N, 105°50’24,3”E;

NS9: 19°17’16,6”N, 105°48’10,3”E.

b) The boundary towards the mainland: from point NS1 running along the coast to the south to point NS9.

3. The boundaries of the port water area within the jurisdiction of Thanh Hoa province specified in this Circular are determined on nautical charts issued by Vietnam Navigation Safety Corporation, including: VN30004 and VN40013 updated to the latest version in 2024. Coordinates of the points specified in this Circular are applied according to the VN-2000 coordinate system and converted to the WGS-84 coordinate system as set forth in the Appendix attached hereto.

Article 2. The maritime zone within the jurisdiction of Thanh Hoa province

The port water area within the jurisdiction of Thanh Hoa province includes two maritime zones:

1. The Le Mon - Lac Sung maritime zone.

2. The Nghe Son maritime zone.

Article 3. The Management Area of the Thanh Hoa Maritime Port Office

The Thanh Hoa Maritime Port Office manages state affairs in the maritime sector at seaports within the territory of Thanh Hoa Province and maritime areas specified in Article 2 of this Circular.

Article 4. Implementation provisions

1. This Circular takes effect from February 10, 2026.

2. Repeal Circular No. 44/2016/TT-BGTVT dated December 26, 2016 issued by the Minister of Transport regarding the waters of seaports within the territory of Thanh Hoa Province, maritime areas, and the management area of the Thanh Hoa Maritime Port Office.

3. Repeal item number 05 in the Appendix List of maritime areas under the jurisdiction of the Maritime Port Offices issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 issued by the Minister of Transport concerning the announcement of the List of maritime areas under the jurisdiction of the Maritime Port Offices.
