On the Meeting with Voters of National Assembly Deputies

Pursuant to the Law on Organization of the National Assembly;

Pursuant to the Law on the Vietnamese Front for the Building of Socialist Fatherland;

Pursuant to the Rules of Procedure of National Assembly deputies and Delegations of National Assembly deputies; the Rules of Procedure of the National Assembly Standing Committee; the Rules of Procedure of the National Assembly Ethnic Councils and Committees;

Pursuant to Resolution No. 27/2012/QH13 of the Thirteenth National Assembly, third session, on some improvements and innovations to enhance the quality and effectiveness of the National Assembly's operations;

Pursuant to the Rules of Cooperation between the National Assembly Standing Committee and the Presidency of the Central Committee of the Vietnamese Front for the Building of Socialist Fatherland;

RESOLUTION:

PART I

GENERAL PROVISIONS

Article 1. Scope of Regulation

This Resolution stipulates the responsibilities of National Assembly deputies, Delegations of National Assembly deputies, levels of the Vietnam Fatherland Front, and relevant agencies, organizations, and units in meeting with voters; organizing meetings with voters; collecting, summarizing voter opinions and proposals; and the responsibility to resolve and supervise the resolution of voter proposals.

Article 2. Responsibilities of National Assembly Deputies

1. National Assembly deputies represent the will and aspirations of voters and the people nationwide and in their constituencies, must maintain close contact with voters, understand their thoughts and aspirations; collect and truthfully reflect voter opinions and proposals to the National Assembly and relevant state agencies; be subject to voter supervision and bear responsibility before voters for the performance of their representative duties.

2. Regularly meet with voters before and after National Assembly sessions; proactively meet with voters in their place of residence, workplace, by topic, field, target group, or area of interest; meet with individual or groups of voters to grasp and understand their thoughts and aspirations; monitor, urge, and supervise the resolution of voter proposals.

3. Develop a six-month and annual program and plan for meeting with voters, clearly specifying time, location, content, and form of meetings to send to the Delegation of National Assembly deputies to build a general program and plan for the delegation; implement the delegation's assignments regarding meetings with voters.

4. At least once a year, combine meeting with voters with reporting to voters in their constituency about the fulfillment of representative duties and the action program promised to voters.

Article 3. Rights and Responsibilities of Voters

Voters at village, hamlet, commune, ward, district, organization, or unit level who organize meetings with National Assembly deputies have the right to attend such meetings to raise opinions and proposals on issues of concern to voters; they may directly or through the Vietnam Fatherland Front at the local level request National Assembly deputies to report on the fulfillment of representative duties and the action program promised to voters and provide comments to National Assembly deputies.

Voters have the responsibility to comply with regulations on meeting with voters; maintain security, order, and safety during meetings with voters.

Article 4. Principles of Meeting with Voters

Meetings with voters by National Assembly deputies shall be conducted based on democratic, equal, and transparent principles; promoting the role and responsibility of National Assembly deputies, voters, and relevant agencies, organizations, and units.

Article 5. Voter contact activities, forms of voter contact

1. Voter contact activities:

a) Regular voter contacts before and after the National Assembly session;

b) Voter contacts at the representative's place of residence or workplace;

c) Voter contacts on specific topics, fields, target groups, or areas of interest to the representative.

2. Forms of voter contact:

a) Voter contact meetings;

b) Individual or group meetings with voters.

Article 6. Participants in voter contact meetings

1. Members of the National Assembly.

2. Members of People's Councils, when members of the National Assembly cooperate with members of People's Councils to conduct voter contacts.

3. Voters working or studying in agencies, organizations, units; voters residing in villages, hamlets, towns, communes, wards, townships.

4. Representatives from local agencies, organizations, units responsible for attending to receive, address, and respond to voter petitions.

5. Representatives from the Standing Committee of the Vietnam Fatherland Front Organization organizing the voter contact meeting and other agencies, organizations, units serving the voter contact meeting.

Article 7. Responsibilities of relevant agencies, organizations, and units in organizing voter contacts

The National Assembly Office, Delegations of National Assembly Members, the Standing Committee of the Vietnam Fatherland Front, the Standing Committee of the People's Council, People's Committees at all levels, and relevant agencies, organizations, and units within their respective duties and powers shall be responsible for coordinating to organize and serve voter contact meetings of National Assembly members.

Article 8. Responsibilities of agencies, organizations, and units in addressing voter petitions

Within their respective duties and powers, the Ethnic Council, Committees of the National Assembly, agencies under the Standing Committee of the National Assembly; the Government, ministries, and equivalent agencies; the Supreme People's Court, the Supreme People's Procuracy; People's Councils, People's Committees at all levels; and other relevant central and local agencies, organizations, and units shall be responsible for researching, addressing, and responding to voter petitions.

Article 9. Responsibilities for supervising the handling of voter petitions

The Standing Committee of the National Assembly, the Ethnic Council, Committees of the National Assembly, National Assembly members, Delegations of National Assembly Members within their respective duties and powers shall be responsible for supervising the handling of voter petitions.

The Vietnam Fatherland Front shall be responsible for participating in supervisory activities regarding the handling of voter petitions.

Chapter II

RESPONSIBILITIES OF AGENCIES, ORGANIZATIONS, AND UNITS IN VOTER CONTACTS

IN THE COURTS OF CITIZEN CONTACT

Article 10. Responsibilities of Delegations of National Assembly Members

1. Based on the program and plan of activities of the National Assembly, the Standing Committee of the National Assembly, the actual situation in the locality, and the individual voter contact plans of each National Assembly member, the Delegation of National Assembly Members shall develop a voter contact plan for the delegation, send it to relevant agencies, organizations, and units where National Assembly members will conduct voter contacts for coordination, and simultaneously send the plan to the Standing Committee of the National Assembly and the Chairman's Board of the Central Vietnam Fatherland Front.

2. Take the lead in coordinating with the Standing Committee of the Vietnam Fatherland Front, the Standing Committee of the People's Council, the Provincial People's Committee, and other relevant local agencies, organizations, and units to implement the voter contact plan of National Assembly members; create conditions for National Assembly members to have appropriate forms of voter contacts.

3. Assign National Assembly members in the delegation to conduct voter contacts in electoral units in the locality, ensuring the effectiveness and practicality of voter contacts.

4. At least seven days before the date of voter contacts by National Assembly members, the Delegation of National Assembly Members shall send the voter contact plan to local mass media agencies to widely and promptly announce the time, location, and content of the voter contact meeting of National Assembly members.

5. Lead in coordinating with the Standing Committee of the Vietnam Fatherland Front at the provincial level to compile a comprehensive report on voter opinions and petitions to send to the Standing Committee of the National Assembly, the Chairman's Board of the Central Vietnam Fatherland Front, and transfer to relevant agencies, organizations, and units at the local level as stipulated in Article 29 of this Resolution.

6. After the regular voter contact period before the National Assembly session, the Delegation of National Assembly Members shall organize for National Assembly members in the delegation to work with the Standing Committee of the People's Council, People's Committee, Vietnam Fatherland Front, People's Procuracy, People's Court at the provincial level, and other relevant agencies and organizations to exchange information and understand the economic and social situation and difficult issues in the locality; discuss the responses and explanations of ministries and sectors to the petitions of local voters at the previous session; quickly inform about voter opinions and petitions on matters within the jurisdiction of the locality.

7. At least once a year, in conjunction with organizing voter contacts for National Assembly members, the Delegation of National Assembly Members shall lead in coordinating with the Standing Committee of the Vietnam Fatherland Front at the provincial level to organize for voters to provide feedback on the performance of representatives and action programs promised to voters; compile and report to the Standing Committee of the National Assembly. In necessary cases, a meeting may be organized for voters or voter representatives in electoral units to provide feedback to National Assembly members.

8. Direct the National Assembly Delegation Office and People's Council to assign staff to serve and ensure financial and logistical conditions for National Assembly members to conduct voter contacts.

Article 11. Responsibilities of the Standing Board of the Vietnam Fatherland Front Committee at the local level At the local level

1. The Standing Board of the Vietnam Fatherland Front Committee at the provincial level shall be responsible for:

a) Coordinating with the Delegation of National Assembly deputies, the Standing Committee of the People's Council, the People's Committee at the provincial level, and relevant agencies, organizations, and units to organize and implement the plan for meetings with voters by National Assembly deputies;

b) Organizing and chairing meetings with voters by National Assembly deputies at provincial-level agencies, organizations, and units; promoting and mobilizing voters to attend meetings with National Assembly deputies;

c) Guiding the Standing Board of the Vietnam Fatherland Front Committee at lower levels to coordinate with the Standing Committee of the People's Council, the People's Committee at the same level, and relevant agencies, organizations, and units to organize and implement the plan for meetings with voters by National Assembly deputies;

d) Coordinating with the Delegation of National Assembly deputies to compile opinions and proposals from voters and supervise the resolution of voter proposals by agencies, organizations, and units at the local level;

b) Organizing and chairing meetings with voters by National Assembly deputies at district-level agencies, organizations, and units; promoting and mobilizing voters to attend meetings with National Assembly deputies;

c) Guiding the Standing Board of the Vietnam Fatherland Front Committee at commune level to coordinate with the Standing Committee of the People's Council, the People's Committee at the same level, and relevant agencies, organizations, and units to organize and implement the plan for meetings with voters by National Assembly deputies in the commune area;

a) Coordinating with the Standing Committee of the People's Council, People's Committee at the same level, and relevant agencies, organizations, and units to organize the implementation of the plan for citizen contact meetings with National Assembly deputies at the commune level; widely and promptly announcing the plan for citizen contact meetings with National Assembly deputies;

3. The Standing Board of the Vietnam Fatherland Front Committee at the commune level shall be responsible for:

a) Coordinating with the Standing Committee of the People's Council, the People's Committee at the same level, and relevant agencies, organizations, and units to organize and implement the plan for meetings with voters by National Assembly deputies at the commune level; widely and promptly announcing the plan for meetings with voters by National Assembly deputies;

b) Organizing and chairing meetings with voters by National Assembly deputies at the commune level; promoting and mobilizing voters to attend meetings with National Assembly deputies;

c) Organizing and chairing meetings with voters by National Assembly deputies in their place of residence, and meeting with voters by area when requested by National Assembly deputies.

Article 12. Responsibilities of the Standing Committees of People's Councils at all levels

Article 13. Responsibilities of People's Committees at all levels

1. Provincial People's Committees shall be responsible for:

a) Coordinate with the Delegation of National Assembly deputies, the Standing Committee of the Vietnam Fatherland Front Provincial Committee, and relevant agencies, organizations, and units to implement plans for meetings with voters by National Assembly deputies;

b) Appoint representatives to attend meetings with voters organized by National Assembly deputies in their locality to receive, address, and respond to voter petitions within their jurisdiction;

c) Direct the People's Committee at the district level to organize propaganda on the activities of meetings with voters by National Assembly deputies, and appoint representatives to attend such meetings within the district;

d) Direct competent agencies to ensure security, public order, and safety during meetings with voters by National Assembly deputies.

Article 14. Responsibilities of the People's Committee at the district level

a) Coordinate with the Standing Committee of the Vietnam Fatherland Front District Committee and relevant agencies, organizations, and units to implement plans for meetings with voters by National Assembly deputies;

b) Appoint representatives to attend meetings with voters organized by National Assembly deputies within the district to receive, address, and respond to voter petitions within their jurisdiction;

c) Direct the People's Committee at the commune level to arrange venues and appoint representatives to attend meetings with voters organized by National Assembly deputies;

d) Direct competent agencies to organize propaganda on the activities of meetings with voters by National Assembly deputies; ensure security, public order, and safety during such meetings.

Article 15. Responsibilities of the People's Committee at the commune level

a) Coordinate with the Standing Committee of the Vietnam Fatherland Front Commune Committee and relevant agencies, organizations, and units to implement plans for meetings with voters by National Assembly deputies;

b) Arrange convenient locations for National Assembly deputies to meet voters in their locality; promote and mobilize voters in the commune to participate in meetings with National Assembly deputies;

c) Appoint representatives to attend meetings with voters organized by National Assembly deputies within the commune to receive, address, and respond to voter petitions within their jurisdiction;

d) Direct competent agencies to ensure security, public order, and safety during meetings with voters by National Assembly deputies.

Article 16. Responsibilities of Heads of Agencies, Organizations, and Units where National Assembly deputies meet voters

At the request of National Assembly deputies, heads of agencies, organizations, and units shall be responsible for organizing meetings between National Assembly deputies and voters at their workplace, focusing on specific topics, fields, or groups; recording minutes of such meetings; arranging time, venues, and creating favorable conditions for voters from their agency, organization, or unit to participate in meetings with National Assembly deputies.

Article 17. Responsibilities of the Office of the Delegation of National Assembly Deputies and People's Councils

1. Assist the Delegation of National Assembly Deputies in developing plans for meetings with voters and plans for supervising the resolution of voter petitions.

2. Organize services for National Assembly deputies to meet voters; appoint staff to record minutes of meetings with voters organized by the Delegation of National Assembly Deputies or upon request of National Assembly deputies; assist National Assembly deputies in monitoring and urging the resolution of voter petitions.

3. Assist the Delegation of National Assembly Deputies in compiling comprehensive reports on voter opinions and petitions; classify and transfer voter opinions and petitions to local agencies, organizations, and units according to their jurisdiction; monitor and urge the resolution and response to voters; serve the Delegation of National Assembly Deputies in supervising the resolution of voter petitions.

4. Appoint staff to provide services and ensure funding and means for National Assembly deputies to meet voters.

Article 16. Responsibilities of the National Assembly Office

1. Prepare budgets and allocate funds to support activities related to meetings with voters for National Assembly deputies and National Assembly delegations.

2. Dispatch staff members and allocate funds to support full-time National Assembly deputies at the central level in meeting with voters in their places of residence, workplaces, thematic meetings with voters, sectoral meetings, targeted groups, and areas outside the province where they were elected, upon request from the deputies.

Article 17. Responsibilities of mass media agencies

Widely and promptly disseminate information about plans and activities of meetings with voters for National Assembly deputies; results of handling and responding to voter proposals; supervision of the handling of voter proposals and other activities related to meetings with voters for National Assembly deputies.

Chapter III

ORGANIZATION AND IMPLEMENTATION OF MEETINGS WITH VOTERS

Article 18. Meeting with Voters Conference

1. The meeting with voters conference is a form of scheduled meetings with voters according to the program and plan of National Assembly delegations and deputies, applied to regular meetings with voters before and after National Assembly sessions.

2. For meetings with voters at workplaces, places of residence, thematic meetings, sectoral meetings, targeted group meetings, or area-specific meetings that National Assembly deputies are interested in, based on the purpose, requirements, and content of the meeting with voters, National Assembly deputies may apply or not apply the meeting with voters conference format.

Article 19. National Assembly Deputies and Deputies Participating in Meetings with Voters

1. National Assembly delegations organize for each deputy to meet with voters.

2. In necessary cases, National Assembly delegations organize for all deputies in the delegation to meet with voters together.

3. National Assembly deputies may coordinate with People's Council deputies to jointly meet with voters.

Article 20. Program of the Meeting with Voters Conference

1. For regular meetings with voters before and after National Assembly sessions, meetings with voters at places of residence, or area-specific meetings that National Assembly deputies are interested in:

a) A representative of the Standing Committee of the Vietnam Fatherland Front organization hosting the meeting with voters introduces the reasons for the meeting, introduces the National Assembly deputies and representatives of relevant agencies, organizations, and units attending the meeting with voters, and outlines the program and content of the meeting with voters conference;

b) National Assembly deputies report to voters on the purpose, requirements, and content of the meeting with voters conference;

c) Voters express opinions and make proposals to National Assembly deputies and relevant agencies, organizations, and units;

d) A representative of the Standing Committee of the People's Council, People's Committee, or relevant agency, organization, or unit receives, handles, and responds to voter proposals within their jurisdiction;

đ) National Assembly deputies make statements recording, explaining, and receiving opinions and proposals of voters within the jurisdiction of central-level agencies, organizations, and units;

e) A representative of the Standing Committee of the Vietnam Fatherland Front concludes the conference;

2. Meetings with voters at workplaces; thematic, sectoral, or targeted group meetings with voters at agencies, organizations, or units:

a) The head or Chairman of the Trade Union of the organization hosting the meeting with voters introduces the reasons for the meeting, introduces the National Assembly deputies and representatives of relevant agencies, organizations, and units attending the meeting with voters, and outlines the program and content of the meeting with voters conference;

b) National Assembly deputies report to voters on the purpose, requirements, and content of the meeting with voters conference;

c) Voters express opinions and make proposals to National Assembly deputies and relevant agencies, organizations, and units;

d) The head of the agency, organization, or unit receives, handles, and responds to voter proposals within their jurisdiction;

đ) National Assembly deputies make statements recording, explaining, and receiving opinions and proposals within the jurisdiction of central-level agencies, organizations, and units;

e) The head or Chairman of the Trade Union of the organization hosting the meeting with voters concludes the conference.

Article 21. Content of Constituency Meetings

Based on the purpose and requirements of the constituency meeting, members of the National Assembly shall select the following contents to report and exchange with constituents:

1. The proposed content and program of the National Assembly session.

2. The content of issues that the National Assembly will discuss and decide upon during the session.

3. The results of addressing and responding to constituent proposals.

4. The results of the National Assembly session; the content of laws and resolutions adopted by the National Assembly at the session.

5. Activities of the National Assembly, its agencies, the Delegation of National Assembly Members, and individual members of the National Assembly.

6. Special topics or fields of interest to members of the National Assembly for collecting constituent opinions and proposals.

7. Results of fulfilling the duties of a member of the National Assembly and implementing the action program promised to constituents during election campaigns.

8. Other issues of concern to members of the National Assembly or issues requested by constituents to be informed about and exchanged.

Article 22. Constituency Meetings Before and After the National Assembly Session

1. Constituency meetings before the National Assembly session:

a) At least 20 days prior to the opening of the National Assembly session, members of the National Assembly have the responsibility to meet constituents in their electoral districts to report on the proposed content and program of the National Assembly session and related matters; listen to the aspirations and wishes of constituents, collect their opinions and proposals.

b) Members of the National Assembly may choose issues that the National Assembly will discuss, examine, and adopt during the session to report and exchange with constituents, and raise issues of concern to encourage constituent participation in discussions.

2. Constituency meetings after the National Assembly session:

a) At least 20 days after the closing of the National Assembly session, members of the National Assembly have the responsibility to meet constituents in their electoral districts to report on the results of the National Assembly session, the situation regarding economic and social development plans, state budget implementation; disseminate laws, resolutions, and other decisions adopted by the National Assembly; listen to the aspirations and wishes of constituents, collect their opinions and proposals; and encourage the people to implement National Assembly resolutions, state policies, and laws.

b) The head of the Delegation of National Assembly Members represents the Delegation or assigns a member of the National Assembly to report on the results of the National Assembly session at the Provincial People's Council session or report to constituents through mass media in the locality.

3. During the constituency meeting, members of the National Assembly report to constituents on the fulfillment of their representative duties and the implementation of the action program promised to constituents during election campaigns as stipulated in Clause 4 of Article 2 of this Resolution.

4. The program of the constituency meeting shall be implemented according to the provisions of Article 20 of this Resolution.

Article 23. Constituency Meetings in Place of Residence

1. When a member of the National Assembly requests a constituency meeting in their place of residence, depending on the member’s workplace in the locality or at the central level, the Office of the Delegation of National Assembly Members and People's Council or the agency where the member works has the responsibility to assign an officer to contact the Standing Committee of the Vietnam Fatherland Front Ward Committee, where the member resides, to organize the constituency meeting.

2. The Standing Committee of the Vietnam Fatherland Front Ward Committee, where the member resides, coordinates with the Standing Committee of the People's Council, the People's Committee at the same level, and relevant agencies, organizations, and units to organize the constituency meeting of the member of the National Assembly; notify constituents of the content, time, and location of the meeting; and promote and mobilize constituents to attend the meeting of the member of the National Assembly.

3. The People's Committee of the commune, where the member of the National Assembly resides, arranges the venue and creates favorable conditions for the member of the National Assembly to meet constituents; ensure security, order, and safety for the constituency meeting.

4. Officers assigned by the agency to serve the member of the National Assembly are responsible for recording the minutes of the constituency meeting of the member of the National Assembly.

5. In cases where the constituency meeting is organized in the form of a conference, the conference program shall be implemented according to the provisions of Article 20 of this Resolution.

Article 24. Contacting Voters at Place of Work

1. When a National Assembly delegate requests to contact voters at their place of work, the Head of the agency, organization, or unit where the National Assembly delegate works shall be responsible for organizing such meetings between the National Assembly delegate and the voters.

2. The Head of the agency, organization, or unit where the delegate works shall take the lead in coordinating with the Chairman of the Trade Union to organize, announce, and create conditions for voters within the agency, organization, or unit to attend the meeting with the National Assembly delegate.

3. In cases where voter contact is organized in the form of a conference, the conference program shall be implemented according to the provisions of Article 20 of this Resolution.

Article 25. Contacting Voters on Special Topics or Fields

1. Based on the agenda and content of the National Assembly session, draft laws, resolutions, reports, and other projects that the National Assembly will review and pass at the session, the National Assembly Delegation shall organize for National Assembly delegates to contact voters on special topics or fields of interest to the delegates.

2. Voters participating in the meeting are experts, researchers, or individuals with practical experience related to the special topic or field that the delegate needs to discuss, seek opinions, and recommendations from.

3. At the request of the National Assembly delegate, the Office of the National Assembly Delegation and the People's Council shall be responsible for preparing the content, materials, and issues requiring voter opinions and recommendations; contacting the Heads of agencies, organizations, or units related to the delegate's request to organize the voter contact meeting.

4. The Heads of agencies, organizations, or units related to voter contact activities shall be responsible for announcing and creating conditions for voters to participate, provide opinions, and make recommendations to the National Assembly delegate.

5. During the voter contact meeting, the National Assembly delegate may choose the content to report and exchange with voters, suggesting issues they are interested in to invite voter participation in providing opinions.

6. The Office of the National Assembly Delegation and the People's Council shall be responsible for assigning staff to record the minutes of the National Assembly delegate's voter contact meeting.

7. In cases where voter contact is organized in the form of a conference, the conference program shall be implemented according to the provisions of Article 20 of this Resolution.

Article 26. Contacting Voters by Target Group

1. Based on the content and agenda of the National Assembly session, the National Assembly Delegation shall organize for National Assembly delegates to meet with voters directly affected by the regulated subjects of draft laws and other projects that the National Assembly will review and pass at the session.

2. At the request of the National Assembly delegate, the Office of the National Assembly Delegation and the People's Council shall be responsible for contacting the Heads of agencies, organizations, or units related to organize for the National Assembly delegate to meet with the correct target group of voters according to the delegate's request.

3. The Heads of agencies, organizations, or units related to voter contact activities shall be responsible for announcing and creating conditions for voters belonging to the target group of interest to the delegate to attend the voter contact meeting.

4. During the voter contact meeting, the National Assembly delegate shall proactively raise issues of interest to them for discussion, seeking opinions, and recommendations from voters.

5. The Office of the National Assembly Delegation and the People's Council shall be responsible for assigning staff to record the minutes of the National Assembly delegate's voter contact meeting.

6. In cases where voter contact is organized in the form of a conference, the conference program shall be implemented according to the provisions of Article 20 of this Resolution.

Article 27. Contacting Voters Outside the Province or City where the National Assembly Delegate was Elected

1. In cases where it is necessary to enhance the quality and effectiveness of their contributions to lawmaking, oversight activities, and decisions on important national issues, National Assembly delegates may contact voters outside the province or centrally governed city where they were elected.

2. At least twenty days before the planned date of voter contact, National Assembly delegates have the responsibility to notify in writing the program, plan, and content of voter contact for the local National Assembly delegation so that they can arrange time, place, and prepare conditions for the National Assembly delegate to meet with voters.

3. Depending on the workplace of the National Assembly delegate at the local level or at the central level, the Office of the local National Assembly delegation and People's Council or the agency where the National Assembly delegate works has the responsibility to assign staff to liaise with the Office of the local National Assembly delegation and People's Council, agencies, organizations, and units in the locality where the National Assembly delegate plans to meet with voters to organize the voter meeting.

4. The local National Assembly delegation, where the National Assembly delegate will meet with voters, has the responsibility to coordinate with the Standing Committee of the Vietnam Fatherland Front Committee in the area where the National Assembly delegate will meet with voters to organize the voter meeting; to announce, publicize, and mobilize voters to attend the meeting.

5. The local National Assembly delegation, where the National Assembly delegate was elected, has the responsibility to coordinate with the agency, organization where the National Assembly delegate works to ensure conditions for the National Assembly delegate to meet with voters; to assign staff to serve the voter meeting activities of the National Assembly delegate, record the minutes of the voter meeting when requested by the delegate.

6. During the voter meeting, the National Assembly delegate actively raises issues of interest to exchange views, collect opinions, and suggestions from voters.

7. In cases where voter contact is organized in the form of a conference, the conference program shall be implemented according to the provisions of Article 20 of this Resolution.

Article 28. National Assembly Delegates Meeting with Individual or Group Voters

1. Based on specific conditions and the requirements of their duties, National Assembly delegates meet with individual or group voters to listen, understand the thoughts, wishes of voters, and collect their opinions and suggestions.

2. Based on the content of voter opinions and suggestions, National Assembly delegates directly or request staff from the Office of the local National Assembly delegation and People's Council or the agency where the National Assembly delegate works to compile voter opinions and suggestions within the jurisdiction of central agencies, organizations, and units, and send them to the local National Assembly delegation where the delegate was elected; send voter opinions and suggestions within the jurisdiction of local authorities to the National Assembly delegation where the voters made the opinions and suggestions.

Chapter IV

COLLECTING AND SUMMARIZING VOTER OPINIONS AND SUGGESTIONS

Article 29. Collecting, Summarizing, and Transferring Voter Opinions and Suggestions

1. Through activities of contacting voters in residence, workplace, by topic, field, target group, or region; meeting with individual or group voters, National Assembly delegates have the responsibility to compile voter opinions and suggestions within the jurisdiction of central agencies, organizations, and units and send them to the National Assembly delegation for summary and reporting to the Standing Committee of the National Assembly; transfer to local agencies, organizations, and units with authority those opinions and suggestions within the jurisdiction of local authorities.

2. Within five days after the end of the voter contact period before and after the National Assembly session or after receiving voter opinions and suggestions sent by National Assembly delegates, the National Assembly delegation has the responsibility to take the lead and coordinate with the Standing Committee of the Vietnam Fatherland Front Committee at the provincial level to compile and classify voter opinions and suggestions; report to the Standing Committee of the National Assembly and the Chairman's Board of the Central Vietnam Fatherland Front Committee those opinions and suggestions within the jurisdiction of central agencies, organizations, and units; transfer to local agencies, organizations, and units with authority, requiring resolution and response to voters those opinions and suggestions within the jurisdiction of local authorities.

3. The Committee for Social Affairs has the responsibility to compile and summarize voter opinions and suggestions sent by National Assembly delegations to the Standing Committee of the National Assembly to serve National Assembly delegates during sessions; classify and transfer to competent agencies, organizations, and units, requiring resolution and response to voters.

Article 30. Report on the Summary of Opinions and Petitions of Voters and the People Nationwide

1. The Standing Committee of the Vietnam Fatherland Front Central Committee shall take the lead in coordinating with the National Assembly Permanent Standing Committee to draft and submit to the National Assembly a report summarizing the opinions and petitions of voters and the people nationwide at the opening session of the National Assembly.

2. The Standing Office of the Vietnam Fatherland Front Central Committee shall be responsible for collecting the opinions and petitions of the people through the Vietnam Fatherland Front Committees at all levels and members of the Fatherland Front; taking the lead in coordinating with the Civil Petition Board to assist the Standing Committee of the Vietnam Fatherland Front Central Committee and the National Assembly Permanent Standing Committee in drafting the report summarizing the opinions and petitions of voters and the people nationwide.

3. The Civil Petition Board shall assist the National Assembly Permanent Standing Committee in researching and compiling the opinions and petitions of voters through their meetings with voters prior to the session, sending them to the Standing Office of the Vietnam Fatherland Front Central Committee no later than five days before the opening day of the National Assembly session.

Chapter V

RESPONSIBILITIES OF ORGANIZATIONS AND UNITS IN HANDLING PETITIONS AND SUPERVISING THE HANDLING OF PETITIONS BY VOTERS

Article 31. Responsibilities of National Assembly Agencies in Handling Petitions from Voters

1. The Ethnic Council and the National Assembly Committees shall be responsible for researching and responding to petitions from voters concerning issues related to the activities of the National Assembly within their respective areas of responsibility.

2. The National Assembly Office shall be responsible for assisting the National Assembly Permanent Standing Committee in researching and responding to petitions from voters concerning issues related to the agenda of the National Assembly session, the content and program of supervision by the National Assembly and the National Assembly Permanent Standing Committee, and other issues within the functions and responsibilities of the National Assembly Office.

3. The Delegation Work Board shall be responsible for assisting the National Assembly Permanent Standing Committee in researching and responding to petitions from voters concerning the activities of National Assembly delegates, questioning and answering questions, and other issues within the functions and responsibilities of the Delegation Work Board.

4. The Civil Petition Board shall be responsible for assisting the National Assembly Permanent Standing Committee in researching and responding to petitions from voters concerning issues related to civil petition work and other issues within the functions and responsibilities of the Civil Petition Board.

Article 32. Responsibilities of the Government and Ministries, Equivalent Ministries in Handling Petitions from Voters

1. The Government shall be responsible for researching, handling, and responding to petitions from voters concerning the Government's and Prime Minister's direction and management activities; petitions related to amendments, supplements, issuance of resolutions, decrees of the Government, decisions of the Prime Minister; petitions related to the management fields of multiple ministries, equivalent ministries, and petitions mentioned in the summary report of the Standing Committee of the Vietnam Fatherland Front Central Committee.

The Government Office shall be responsible for assisting the Prime Minister in assigning tasks, monitoring, and urging the leading agency to handle and respond to petitions from voters.

2. Ministries, equivalent ministries, and agencies under the Government shall be responsible for researching, handling, and responding to petitions from voters concerning issues within their respective state management fields.

Article 33. Responsibility for Handling Petitions from Voters of the Supreme People's Court and the Supreme People's Procuracy

Within their respective duties and powers, the Supreme People's Court and the Supreme People's Procuracy shall be responsible for studying, handling, and responding to petitions from voters related to prosecution, trial, enforcement of judgments, and other petitions within their areas of management.

Article 34. Responsibility for Handling Petitions from Voters of Central Agencies, Organizations, and Units

Within their respective duties and powers, central agencies, organizations, and units shall be responsible for studying, handling, and responding to petitions from voters related to the activities of their own agencies, organizations, and units.

Article 35. Responsibility for Handling Petitions from Voters of Local Agencies, Organizations, and Units

Within their respective duties and powers, local agencies, organizations, and units shall be responsible for studying, handling, and responding to petitions from voters related to the activities of their own agencies, organizations, and units.

Article 36. Time Limit for Handling and Responding to Petitions from Voters, Reporting on the Results of Handling Petitions from Voters

1. Within sixty days from the date of receipt of a petition from a voter, the competent agency, organization, or unit shall be responsible for studying, handling, and responding to the voter; sending the response document to the local People's Council Delegation where the voter submitted the petition and the agency or representative who transferred the petition.

2. At the latest twenty days before the opening of a session of the National Assembly, the competent central agency, organization, or unit responsible for handling the petition from a voter shall be responsible for reporting the summary results of handling the petition from a voter at the previous session to the Standing Committee of the National Assembly.

The content of the summary report on the results of handling the petition from a voter must clearly show completed petitions; ongoing petitions; petitions to be handled, with deadlines for handling; petitions requiring further explanation or information to the voter.

The Government Office shall be responsible for assisting the Government in preparing the summary report on the results of handling the petition from a voter within the Government's jurisdiction as stipulated in Clause 1, Article 32 of this Resolution and submitting it to the Standing Committee of the National Assembly.

3. The Committee for the Safeguarding of the Interests of the People shall be responsible for collecting the response documents to the petitions from voters from various agencies, organizations, and units to send to the People's Council Delegations during the National Assembly sessions.

4. Upon receiving the response document, the People's Council Delegation shall be responsible for informing the voter about the results of the handling and response from the competent agency, organization, or unit; publicly announcing the response document to the voter through local mass media.

Article 37. Responsibility for Supervising the Handling of Petitions from Voters

1. The Standing Committee of the National Assembly shall supervise the handling of petitions from voters by competent agencies, organizations, and units at the central level; examine petitions from the People's Council Delegations regarding the handling of petitions from voters by agencies, organizations, and units at the local level; report to the National Assembly on the results of supervising the handling of petitions from voters before the question-and-answer session at each National Assembly session.

The Committee for the Safeguarding of the Interests of the People shall assist the Standing Committee of the National Assembly in organizing and conducting supervision activities on the handling of petitions from voters; based on the results of these activities, report the supervision results to the Ethnic Councils and Committees of the National Assembly, consolidate and report to the Standing Committee of the National Assembly; prepare the Standing Committee of the National Assembly's report at the National Assembly session on the results of supervising the handling of petitions from voters sent to previous sessions.

Based on the opinions and petitions from voters, the results of handling and responding to petitions from voters, the summary report on the opinions and petitions from voters and the people nationwide, the Committee for the Safeguarding of the Interests of the People shall assist the Standing Committee of the National Assembly in selecting issues of widespread concern among voters that have been repeatedly petitioned but not yet satisfied with the handling, to continue petitioning and conduct supervision.

2. The Ethnic Councils and Committees of the National Assembly shall base on the petitions and responses to petitions from voters, select and conduct supervision on the handling of petitions from voters within their respective fields of responsibility and submit reports on the results of supervision to the Standing Committee of the National Assembly for consolidation and reporting to the National Assembly.

3. The People's Council Delegations shall supervise the handling of petitions from voters within the jurisdiction of local agencies, organizations, and units and submit reports on the results of supervision to the Standing Committee of the National Assembly.

4. National Assembly members shall monitor and urge the handling of petitions from voters and participate in supervision activities on the handling of petitions from voters.

5. The Office of the People's Council Delegation and the People's Council shall be responsible for assisting the People's Council Delegation and National Assembly members in supervision activities on the handling of petitions from voters.

6. The Permanent Standing Committee of the Vietnam Fatherland Front Central Committee shall be responsible for coordinating with the Standing Committee of the National Assembly; the Permanent Standing Committee of the Vietnam Fatherland Front Provincial Committee shall be responsible for coordinating with the People's Council Delegation to supervise the handling of petitions from voters.

Article 38. Supervision activities on the handling of citizens' petitions

1. Follow up and urge the competent agencies, organizations, and units to handle citizens' petitions.

2. Examine and evaluate the responses to citizens' petitions; examine the consolidated reports on the results of handling citizens' petitions by the competent agencies, organizations, and units.

3. Send representatives to the competent agencies, organizations, and units handling citizens' petitions to review and verify issues of concern to the Standing Committee of the National Assembly, the National Assembly's agencies, the Delegations of National Assembly members, and National Assembly deputies.

4. Organize inspection teams to supervise the handling of citizens' petitions by the competent agencies, organizations, and units.

5. National Assembly deputies may question the handling of citizens' petitions from individuals elected or approved by the National Assembly.

6. In necessary cases, the Standing Committee of the National Assembly may propose the National Assembly to discuss and adopt resolutions regarding the handling of citizens' petitions.

7. The procedures and formalities for supervision activities on the handling of citizens' petitions shall be carried out in accordance with the provisions of the Law on the Supervisory Activities of the National Assembly.

Chapter VI

IMPLEMENTING PROVISIONS

Article 39. Responsibility for Implementation

The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the agencies under the Standing Committee of the National Assembly, National Assembly deputies, Delegations of National Assembly members; the Government, the Supreme People's Court, the Supreme People's Procuracy; the Vietnam Fatherland Front and relevant agencies, organizations, and units according to their functions, tasks, and authorities shall be responsible for implementing this Resolution.

Article 40. Effectiveness of the Resolution

1. This Resolution takes effect from January 1, 2013.

2. This Resolution replaces Joint Resolution No. 06/2004/NQLT/UBTVQH11-DCTUBTWMTTQVN dated September 10, 2004 issued by the Standing Committee of the National Assembly and the Central Steering Committee of the Vietnam Fatherland Front on Guidelines for National Assembly deputies' meetings with voters.
