DECISION

ON THE REGIME OF EMERGENCY AID FOR DIFFICULT SITUATIONS IN 1998

PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Resolution No. 32-NQ/UBTVQH10 dated December 31, 1997 of the Standing Committee of the National Assembly, regarding the allocation of the central budget for 1998;

At the proposal of the Minister of Labor, War Invalids and Social Affairs, the Minister of Organization and Civil Service under the Government, and the Minister of Finance, 

DECISION:

Article 1. Allocate 40 billion dong from the central budget for 1998 to pay salaries to implement the emergency aid regime for civil servants and administrative staff; personnel receiving salaries in the armed forces; retirees, those disabled due to work-related injuries, and social policy beneficiaries who are truly in difficulty in 1998.

Article 2. The Ministry of Labor, War Invalids and Social Affairs, the Civil Service Board under the Government, and the Ministry of Finance shall coordinate with the Vietnam General Confederation of Trade Unions to be responsible for guiding the implementation of this Decision.

Article 3. Ministries, ministerial-level agencies, government-affiliated agencies, People's Committees at all levels shall be responsible for directing competent agencies to coordinate with the Fatherland Front, trade unions, Veterans' Associations, Pensioner Liaison Boards... to examine and provide aid to the correct recipients in difficult situations, without distributing evenly, ensuring fairness, avoiding loss or misappropriation.

Article 4. This Decision takes effect from March 1, 1998.

Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
