Regarding the approval of the Grant Agreement of the International Fund for Agricultural Development (IFAD)

on the development of agriculture (IFAD) For the Poverty Reduction Decentralization Programmeof Ha Giang and Quang Binh provinces.

PRIME MINISTER

Pursuant to the Law on Government Organization dated December 25, 2001;

Pursuant to the Decree No. 17/2001/NĐ-CP dated May 4, 2001 of the Government on the issuance of the Regulations on management and use of official development assistance (ODA);

Considering the proposal of the Minister of Finance at Circular No. 2386/TC-TCĐN dated March 1, 2005,

 DECISION:

Article 1. Approves the Grant Agreement "Poverty Reduction Decentralization Programme of Ha Giang and Quang Binh Provinces" between the Government of the Socialist Republic of Vietnam and the International Fund for Agricultural Development (IFAD) signed on February 15, 2005.

Article 2. Instructs the Ministry of Justice to issue legal opinions on the aforementioned Grant Agreement.

Article 3. Instructs the Ministry of Foreign Affairs to handle diplomatic procedures for the approval and announcement of the Agreement's effectiveness.

Article 4. Instructs the People's Committees of Ha Giang and Quang Binh provinces to implement the contents of the Agreement from the date it becomes effective.

Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

The Minister of Finance and the Ministers, Heads of relevant agencies, Chairmen of the People's Committees of Ha Giang and Quang Binh provinces are responsible for implementing this Decision./.
