ISSUING THE PROGRAM OF ACTION OF THE GOVERNMENT TO IMPLEMENT THE RESOLUTION OF THE FIFTH PLANNED SESSION OF THE PARTY CENTRAL COMMITTEE, TENTH TERM ON STRENGTHENING ADMINISTRATIVE REFORM, ENHANCING THE EFFECTIVENESS AND EFFICIENCY OF STATE MANAGEMENT

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated December 25, 2001;
WHEREAS, Resolution No. 17-NQ/TW dated August 1, 2007 of the Fifth Plenary Session of the Party Central Committee, Tenth Term on Strengthening Administrative Reform, Enhancing the Effectiveness and Efficiency of State Management;
WHEREAS, Resolution No. 51/2007/NQ-CP dated October 9, 2007 of the Government on the Regular Meeting of the Government in September 2007;
CONSIDERING THE PROPOSAL OF THE MINISTER OF INTERIOR AFFAIRS,
RESOLUTION:
Article 1. ATTACHING HERETO THIS RESOLUTION IS THE PROGRAM OF ACTION OF THE GOVERNMENT TO IMPLEMENT THE RESOLUTION OF THE FIFTH PLANNED SESSION OF THE PARTY CENTRAL COMMITTEE, TENTH TERM ON STRENGTHENING ADMINISTRATIVE REFORM, ENHANCING THE EFFECTIVENESS AND EFFICIENCY OF STATE MANAGEMENT.
Article 2. THIS RESOLUTION SHALL TAKE EFFECT 15 DAYS AFTER ITS PUBLICATION IN THE OFFICIAL GAZETTE.
Article 3. MINISTERS, HEADS OF MINISTRY-EQUIVALENT AGENCIES, HEADS OF GOVERNMENT-RELATED AGENCIES, CHAIRMEN OF PROVINCE PEOPLE'S COUNCILS, AND CHAIRMEN OF CITY PEOPLE'S COUNCILS DIRECTLY UNDER THE CENTRAL GOVERNMENT ARE RESPONSIBLE FOR ENFORCING THIS RESOLUTION./.
