Pursuant to Decree No. 199/2013/NĐ-CP dated November 26, 2013 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to the Veterinary Law dated April 29, 2004;

Pursuant to Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance; and Decree No. 119/2008/NĐ-CP dated November 28, 2008 of the Government amending and supplementing certain articles of Decree No. 33/2005/NĐ-CP dated March 15, 2005 of the Government detailing the implementation of certain provisions of the Animal Health Ordinance;

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing certain articles of Circular No. 27/2009/TT-BNN on import quarantine for cattle from Laos and Cambodia into Vietnam.

Article 1. Amending and supplementing certain articles of Circular No. 27/2009/TT-BNN dated May 28, 2009 of the Ministry of Agriculture and Rural Development promulgating regulations on import quarantine for cattle from Laos and Cambodia into Vietnam

1. Points c, d, đ Clause 2 Article 6 are amended and supplemented as follows:

"c) Test each consignment of cattle for infectious abortion, Brucellosis, Tuberculosis, Foot-and-Mouth Disease (FMD) according to the estimated circulation rate of 10% (as per the annex to this Circular); if the test results are negative, slaughtering is permitted;

d) Handle herds of cattle with positive test results: If positive for FMD, they must be quarantined and vaccinated with trivalent FMD vaccine for the entire herd; for infectious abortion and Brucellosis, treat the entire herd or test each individual animal and treat those that test positive; the quarantine period is from 15 to 21 days; if the quarantine period exceeds the limit, the Animal Health Sub-Department must inform the owner of the reasons;

For Tuberculosis, isolate and retest each individual; if positive, compulsory slaughter is required and thermal treatment must be applied to non-tuberculous carcasses before use as food or repurposed as livestock feed; internal organs, by-products, and tuberculous carcasses must be destroyed;

đ) Announce the end of the quarantine period for imported cattle meeting the following conditions: Clinically healthy, complying with the requirements set out in points c, d Clause 1 of this Article, and having been sprayed with parasiticides; if cattle do not meet the conditions to announce the end of the quarantine period, the Animal Health Sub-Department must report to the Animal Health Department for timely guidance on handling."

2. Repeal point e Clause 2 Article 6.

3. Point c Clause 2 Article 7 is amended and supplemented as follows:

"c) Strictly implement post-import quarantine for cattle collected at border communes in accordance with the guidelines in this Circular. The Animal Health Sub-Department reports to the direct management agency and regularly reports to the Animal Health Department quarterly and annually on the post-import collection quarantine situation."

Article 2. Effective Date

This Circular takes effect from February 14, 2015.

Article 3. Responsibility for Implementation

The Director of the Ministry's Office, the Director of the Animal Health Department, heads of units under the Ministry, Directors of Provincial Departments of Agriculture and Rural Development, centrally governed cities, and organizations and individuals concerned are responsible for implementing this Circular.

In the course of implementation, if there are difficulties, please report to the Ministry of Agriculture and Rural Development for consideration and amendment./.
