CIRCULAR
Issuing National Technical Regulations on On-site Wastewater Treatment Works and Equipment
Pursuant to the Environmental Protection Law No. 72/2020/QH14 dated November 17, 2020;
Pursuant to the Product Quality Law No. 05/2007/QH12 dated November 21, 2007; and the Law Amending and Supplementing Certain Provisions of the Product Quality Law No. 78/2025/QH15 dated June 14, 2025;
Pursuant to the Standardization and Technical Regulation Law No. 68/2006/QH11 dated June 29, 2006; and the Law Amending and Supplementing Certain Provisions of the Standardization and Technical Regulation Law No. 70/2025/QH15 dated June 4, 2025;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Standardization and Technical Regulation Law; and Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Standardization and Technical Regulation Law;
Pursuant to Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Product Quality Law; and Decree No. 74/2018/NĐ-CP dated May 15, 2018 of the Government amending and supplementing certain provisions of Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing the implementation of certain provisions of the Product Quality Law;
Pursuant to Decree No. 154/2018/NĐ-CP dated November 9, 2018 of the Government amending, supplementing, and abolishing certain regulations on investment and business conditions in the field of state management by the Ministry of Science and Technology and certain inspection regulations;
Pursuant to Decree No. 08/2022/NĐ-CP dated January 10, 2022 of the Government detailing certain provisions of the Environmental Protection Law; and Decree No. 05/2025/NĐ-CP dated January 6, 2025 of the Government amending and supplementing certain provisions of Decree No. 08/2022/NĐ-CP dated January 10, 2022 of the Government detailing certain provisions of the Environmental Protection Law;
Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
At the proposal of the Director of the Environment Department, the Head of the Science and Technology Department;
The Minister of Agriculture and Environment issues this Circular to issue National Technical Regulations on On-site Wastewater Treatment Works and Equipment.
Article 1. Attached to this Circular are National Technical Regulations on On-site Wastewater Treatment Works and Equipment (QCVN 98:2025/BNNMT).
Article 2. Effective Date
This Circular shall take effect from February 26, 2026.
Article 3. Implementation Organization
1. Ministries, ministerial-level agencies, government agencies, provincial People's Committees, and related organizations and individuals are responsible for implementing this Circular.
2. In cases where the legal normative documents serving as the basis cited in this Circular are amended, supplemented, or replaced, they shall be implemented according to the amended, supplemented, or replacing legal normative documents.
3. During the implementation of this Circular, if any difficulties arise, relevant agencies, organizations, and individuals shall promptly report them in writing to the Ministry of Agriculture and Environment for consideration and resolution.
