Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education, which took effect from April 10, 2014, was amended and supplemented by:

Decree No. 139/2020/NĐ-CP dated November 2, 2020 of the Government amending and supplementing certain articles of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education, which took effect from January 15, 2021.

Decree No. 220/2025/NĐ-CP dated August 7, 2025 of the Government amending and supplementing certain articles of several decrees in the field of national defense and military when organizing local administrative levels with two tiers, which took effect from August 7, 2025.

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Based on the Law on National Defense Education and Security dated June 19, 2013;

"Based on the proposal of the Minister of National Defense;"

The Government promulgates the Decree detailing and providing implementation measures for the Law on National Defense and Security Education.[1]

Article 1. Scope of Regulation

This Decree details the implementation of Article 17, Clause 3 of Article 23, Clause 3 of Article 24, Clause 4 of Article 29, and Clause 4 of Article 30 of the Law on National Defense and Security Education; construction and approval of plans for national defense and security education; authority to define and manage certificates of completion of national defense and security education programs.

Article 2. Authority to summon subjects for national defense and security education

1. Subjects within state agencies, political organizations, and political-social organizations.

a)[2] The Chairman of the Central Council for National Defense and Security Education decides to summon subjects under the management of the Politburo, Secretariat, appointed by the President of the State, Prime Minister, members of the National Assembly, senior officers serving in the People's Army and the People's Public Security Forces according to the plan approved by the Prime Minister;

Subjects defined herein are referred to as Subject 1;

b) The Chairman of the Military Region Council for National Defense and Security Education decides to summon subjects under the management of the Provincial Party Committee, Municipal Party Committee directly under the Central Committee (referred to collectively as provincial level), leaders and managers at the bureau, department level and equivalent within state agencies, political organizations, political-social organizations, state-owned enterprises headquartered in the military region, provincial-level People's Council representatives according to the plan approved by the Minister of National Defense;

The Chairman of the Hanoi City Council for National Defense and Security Education decides to summon subjects under the management of the Hanoi Municipal Party Committee, Hanoi Municipal People's Council representatives; leaders and managers at the bureau, department level and equivalent within state agencies, political organizations, political-social organizations, state-owned enterprises headquartered in Hanoi City according to the plan approved by the Minister of National Defense;

Subjects defined herein are referred to as Subject 2;

c)[3] The Chairman of the Provincial Council for National Defense and Security Education decides to summon subjects who are People's Council representatives at the commune level; leaders and managers at the department level and equivalent within state agencies, political organizations, political-social organizations of the province and central level headquartered in the province according to the plan approved by the Chairman of the Provincial People's Committee.

Subjects defined herein are referred to as Subject 3;

d)[4] (deleted);

đ)[5] The Chairman of the Commune Council for National Defense and Security Education decides to summon civil servants, public officials, party members of the Communist Party of Vietnam in agencies and organizations in the commune area, village chiefs, hamlets, villages, communes, wards, groups of people (collectively referred to as villages); heads of mass organizations in villages, party members of the Communist Party of Vietnam not included in points a and b of this clause according to the plan approved by the Chairman of the Commune People's Committee;

e)[6] The head of state agencies, political organizations, and political-social organizations of the central and provincial levels headquartered in the commune area decides to summon civil servants, public officials, party members of the Communist Party of Vietnam under their jurisdiction not included in points a, b, c, d, and e of this clause according to the plan approved by the Chairman of the Commune People's Committee;

Subjects defined in points b, c, and d of this clause are referred to as Subject 4;

g) The Minister of National Defense defines the authority to summon for national defense and security education for majors, lieutenants, business managers, unit directors, party members of the Communist Party of Vietnam in the People's Army not included in points a, b, and c of this clause;

h) The Minister of Public Security defines the authority to summon for national defense and security education for majors, lieutenants, business managers, unit directors, party members of the Communist Party of Vietnam in the People's Public Security Forces not included in points a, b, and c of this clause.

2. Subjects in non-state-owned enterprises and non-public service units

a) The Chairman of the Provincial Council for National Defense and Security Education decides to summon managers of non-state-owned enterprises and non-public service units as stipulated in point a of Clause 1 and Clause 2 of Article 15 of the Law on National Defense and Security Education (equivalent to Subject 3) according to the plan approved by the Chairman of the Provincial People's Committee;

b)[7] The Chairman of the Commune Council for National Defense and Security Education decides to summon managers of non-state-owned enterprises as stipulated in points b and c of Clause 1 of Article 15 of the Law on National Defense and Security Education (equivalent to Subject 4) according to the plan approved by the Chairman of the Commune People's Committee.

3. Subjects are outstanding individuals and community leaders

a)[8] The Chairman of the Provincial Council for National Defense and Security Education decides to summon religious dignitaries and functionaries; cultural, social, scientific, and artistic activists on the territory not included in Clause 1 and Clause 2 of this Article according to the plan approved by the Chairman of the Provincial People's Committee;

b)[9] The Chairman of the Education and Security Council at the commune level convenes training sessions on national defense and security knowledge for village elders and clan leaders within their jurisdiction according to the plan approved by the Chairman of the People's Committee at the commune level.

Article 3. Training Institutions for National Defense and Security Knowledge

1. The National Defense Academy provides training on national defense and security knowledge for Object 1.

2.[10] The Political Academy under the Ministry of National Defense provides training on national defense and security knowledge for Object 2 belonging to state agencies, political organizations, and socio-political organizations of the central government located in Hanoi City; military schools of military regions provide training on national defense and security knowledge for Object 2 within their respective military regions; the Military School of the Hanoi Capital Command provides training on national defense and security knowledge for Object 2 in Hanoi City.

3.[11] Training on national defense and security knowledge for Object 3 and equivalent to Object 3 is conducted as follows:

a) The Military School of the Hanoi Capital Command provides training on national defense and security knowledge for Object 3 and equivalent to Object 3 in Hanoi City;

b) The Military School of the Ho Chi Minh City Command provides training on national defense and security knowledge for Object 3 and equivalent to Object 3 in Ho Chi Minh City;

c) Object 3 and equivalent to Object 3 in provinces and centrally governed cities (except Hanoi City and Ho Chi Minh City) are provided with training on national defense and security knowledge by the Provincial Military Command at provincial-level training centers or infantry regiments, or mobilization training centers within the province or city.

4.[12] The National Defense and Security Education Council at the commune level organizes training on national defense and security knowledge for Object 4 belonging to commune-level state agencies and equivalent to Object 4, village elders, and clan leaders within their jurisdiction, according to the plan approved by the Chairman of the People's Committee at the commune level.

State agencies, political organizations, and socio-political organizations of the central and provincial levels having headquarters in the commune, the National Defense and Security Education Council at the commune level organizes training on national defense and security knowledge for Object 4 under their management according to the plan approved by the Chairman of the People's Committee at the commune level.

5.[13] The Chairman of the National Defense and Security Education Council at the provincial level specifies the location for training on national defense and security knowledge for the objects specified in point a, Clause 3, Article 2 of this Decree.

6. The Minister of National Defense shall specify the institutions providing training on national defense and security knowledge for officers of the rank of lieutenant colonel and colonel, business managers, public service unit managers, and Communist Party members in the Vietnam People's Army who do not fall under the objects specified in points a, b, and c, Clause 1, Article 2 of this Decree.

7. The Minister of Public Security shall specify the institutions providing training on national defense and security knowledge for officers of the rank of lieutenant colonel and colonel, business managers, public service unit managers, and Communist Party members in the Vietnam People's Public Security Force who do not fall under the objects specified in points a, b, and c, Clause 1, Article 2 of this Decree.

Article 4. Development and Approval of Training Plans on National Defense and Security Knowledge

1. Procedures for developing and approving plans

a) Annually or during a phase, the Standing Office of the Central National Defense and Security Education Council takes the lead, coordinating with relevant functional agencies of the Central Organization Department, the Ministry of Home Affairs, related agencies, organizations, and localities, assisting the Minister of National Defense in developing a training plan on national defense and security knowledge for Object 1 for the following year or phase, submitting it to the Prime Minister for approval in July; directing the National Defense Academy to develop a training plan for each course to be submitted to the Chairman of the Central National Defense and Security Education Council for approval and implementation.

b) Annually, the Standing Office of the Military Region National Defense and Security Education Council takes the lead, coordinating with relevant agencies, organizations, and localities, assisting the Commander of the Military Region in developing a training plan on national defense and security knowledge for Object 2 within the military region for the following year, submitting it to the Minister of National Defense for approval in June; directing the Military Region Military School to develop a training plan for each course to be submitted to the Chairman of the Military Region National Defense and Security Education Council for approval and implementation.

Annually, the Standing Office of the Hanoi Capital National Defense and Security Education Council takes the lead, coordinating with relevant functional agencies of central ministries and sectors headquartered in Hanoi City, assisting the Commander of the Hanoi Capital Command in developing a training plan on national defense and security knowledge for Object 2 belonging to central ministries and sectors for the following year, submitting it to the Minister of National Defense for approval in June; coordinating with the Political Academy to develop a training plan for each course to be submitted to the Chairman of the Central National Defense and Security Education Council for approval and implementation.

Annually, the Standing Office of the Hanoi Capital National Defense and Security Education Council takes the lead, coordinating with relevant functional agencies of the Hanoi Municipal Party Committee's Organization Department, the Hanoi Municipal Department of Home Affairs, related agencies, and organizations, assisting the Commander of the Hanoi Capital Command in developing a training plan on national defense and security knowledge for Object 2 in Hanoi City for the following year, submitting it to the Minister of National Defense for approval in June; directing the Military School of the Hanoi Capital Command to develop a training plan for each course to be submitted to the Chairman of the Hanoi Capital National Defense and Security Education Council for approval and implementation.

c)[14] Annually, the Standing Office of the Provincial National Defense and Security Education Council takes the lead, coordinating with the same-level Party Committee's Organization Department, the Provincial Department of Home Affairs, and related agencies and organizations in developing a training plan on national defense and security knowledge for Object 3 and equivalent to Object 3, religious dignitaries, cultural, social, scientific, and artistic workers within their jurisdiction for the following year, submitting it to the Chairman of the Provincial People's Committee for approval in July; developing a training plan for each course to be submitted to the Chairman of the Provincial National Defense and Security Education Council for approval and implementation.

For Hanoi City and Ho Chi Minh City, the Standing Office of the National Defense and Security Education Council of the city shall direct the military schools to develop training plans for each course to be submitted to the Chairman of the National Defense and Security Education Council of the city for approval and implementation.

d)[15] Annually, the development of training plans for national defense and security knowledge for Object 4 is carried out as follows:

The Standing Office of the National Defense and Security Education Council at the commune level shall take the lead and coordinate with relevant agencies and organizations to develop training plans for national defense and security knowledge for Object 4 and equivalent objects, village elders, and clan leaders for the following year, to be submitted to the Chairman of the People's Committee at the commune level for approval in July; develop plans for each course to be submitted to the Chairman of the National Defense and Security Education Council at the commune level for approval and implementation.

The head of state agencies, political organizations, and socio-political organizations at the central and provincial levels with offices within the commune shall develop training plans for national defense and security knowledge for Object 4 under their jurisdiction for the following year, to be submitted to the Chairman of the People's Committee at the commune level for approval in July; develop plans for each course to be submitted to the Chairman of the National Defense and Security Education Council at the commune level for approval and implementation.

d) The Minister of National Defense shall stipulate the procedures for developing and approving training plans for national defense and security knowledge for officers of the rank of major, captain, business managers, public service units, and Party members of the Communist Party of Vietnam in the Vietnam People's Army who do not fall under the provisions of points a, b, c, and d of Clause 1, Article 2 of this Decree. points a, b, c and d of Clause 1, Article 2 of this Decree;

e) The Minister of Public Security shall stipulate the procedures for developing and approving training plans for national defense and security knowledge for officers of the rank of major, captain, business managers, public service units, and Party members of the Communist Party of Vietnam in the Vietnam People's Public Security who do not fall under the provisions of points a, b, c, and d of Clause 1, Article 2 of this Decree. points a, b, c and d of Clause 1, Article 2 of this Decree.

2. The contents of the plan include: Purpose, requirements, program content, participants, training subjects, time, location, conditions for ensuring implementation, and organization of implementation.

Article 5. Model certificate and management of certificates for completion of national defense and security knowledge training programs

1. The Minister of National Defense shall stipulate the model certificate for completion of national defense and security knowledge training programs for all target groups nationwide.

2. Management of certificates

a) The Director of the National Defense Academy decides on the printing, issuance, reissuance, revocation, and cancellation of certificates for completion of national defense and security knowledge training programs for Object 1;

b) The Director of the Political Academy and the Principal of Military Schools of Military Regions decide on the printing, issuance, reissuance, revocation, and cancellation of certificates for completion of national defense and security knowledge training programs for Object 2;

c) The Commander of the Hanoi Capital Military Command ensures the provision of certificates for completion of national defense and security knowledge training programs for Objects 2, 3, 4, business managers outside the state sector, non-state public service units, outstanding individuals, and reputable persons in the community of Hanoi City; the Principal of the Military School of the Hanoi Capital Military Command decides on the issuance, reissuance, revocation, and cancellation of certificates for completion of national defense and security knowledge training programs for Object 2 in Hanoi City;

d) The Commander of the Ho Chi Minh City Military Command and the Chief of the Provincial Military Command ensure the provision of certificates for completion of national defense and security knowledge training programs for Objects 3, 4, business managers outside the state sector, non-state public service units, outstanding individuals, and reputable persons in the community on their respective territories;

đ)[16] The Chief of the Provincial Military Command; the Principal of the Military School of the Hanoi Capital Military Command, and the Principal of the Military School of the Ho Chi Minh City Military Command decide on the issuance, reissuance, revocation, and cancellation of certificates for completion of national defense and security knowledge training programs for the subjects specified in point a, Clause 2, Article 6 of this Decree. The Commander of the Hanoi Capital Military Command, the Commander of the Ho Chi Minh City Military Command, and the Chief of the Provincial Military Command decide on the issuance, reissuance, revocation, and cancellation of certificates for completion of national defense and security knowledge training programs for religious officials, cultural, social, scientific, and artistic workers on their respective territories..

The Chairman of the National Defense and Security Education Council at the commune level decides on the issuance, reissuance, revocation, and cancellation of certificates for completion of national defense and security knowledge training programs for Object 4 within state agencies and organizations at the commune level and equivalent objects, village elders, and clan leaders in the area;

The head of state agencies, political organizations, and socio-political organizations at the central and provincial levels decides on the issuance, reissuance, revocation, and cancellation of certificates for completion of national defense and security knowledge training programs for Object 4 under their management.

e)[17] 3. Conditions for issuing, reissuing, canceling, and revoking certificates for completion of national defense and security knowledge training programs shall be implemented in accordance with the laws on diplomas and certificates.

3. Conditions for issuing, reissuing, revoking, and recalling certificates of completion of national defense and security knowledge training programs shall be implemented in accordance with the provisions of the law on diplomas and certificates.

Article 6. Standard qualifications for teachers and lecturers in national defense and security education; time frame and roadmap for completion

1. Teachers must have one of the following standard qualifications:

a) Hold a bachelor's degree in national defense and security education;

b) Hold a bachelor's degree in another field and a teaching certificate in national defense and security education;

c) Hold a second major degree in training teachers for national defense and security education.

2. Lecturers must have one of the following standard qualifications:

a) Hold a bachelor's degree in national defense and security education or higher;

b) Military or police officers holding a bachelor's degree or higher;

c) Hold a bachelor's degree or higher in another field and a teaching certificate in national defense and security education and a vocational training certificate in pedagogy.

3. Time frame and roadmap for completion

The Ministry of Education and Training shall take the lead and coordinate with the Ministry of National Defense and relevant agencies to develop and adjust plans for training teachers and lecturers in national defense and security education to ensure that:

a) By the end of 2016, over 70%, and by the end of 2020, over 90% of teachers in national defense and security education will be trained to meet the standard qualifications;

b) By the end of 2016, over 50%, and by the end of 2020, over 70% of lecturers in national defense and security education will be trained to meet the standard qualifications.

Article 7. Conditions for universities and military schools to train teachers and lecturers in national defense and security education

Universities and military schools that meet the following conditions shall be considered by the Ministry of Education and Training to establish programs for training teachers and lecturers in national defense and security education:

1. Have a faculty staff capable of delivering at least 70% of the training program, including at least one lecturer with a doctoral degree and three lecturers with a master's degree in the registered field.

2. Have a teacher training program for national defense and security education issued by the Ministry of Education and Training.

3. Have facilities, infrastructure, lecture halls, training grounds, practice fields, specialized classrooms, and material resources to ensure teaching, learning, training, and centralized living according to military standards for students.

4. Have a library, information search room, software, and equipment for borrowing and searching materials; have sufficient sources of information: textbooks, course books, lectures of each subject/course, related materials, domestic and foreign journals meeting the requirements for training teachers and lecturers in national defense and security education.

5. Have a dedicated management unit to meet the professional requirements for managing undergraduate teacher and lecturer training activities in national defense and security education.

Article 8. Sources of funding for national defense and security education

1. The central budget ensures funding for national defense and security education for ministries and sectors.

2. Local budgets ensure funding for national defense and security education at the local level.

3. Funding from enterprises and public institutions for national defense and security education.

4. Investments, sponsorships from organizations and individuals, and other lawful revenues allocated for national defense and security education in accordance with the law.

Article 9. Contents of Expenditure of the Ministry of National Defense

1. Drafting legal normative documents, programs, plans, projects, directive documents, and guidance documents on national defense and security education within its authority; compiling and printing textbooks and materials; certificates of completion for national defense and security knowledge training programs.

2. Ensuring the training of national defense and security knowledge for Category 1 subjects, Category 2 subjects, officers of the rank of major and captain, business managers, public institution staff, and party members in the People's Army.

3. Training, enhancing, and instructing teachers and lecturers; ensuring benefits and rights for educators and lecturers under the provisions of the law.

4. Ensuring weapons, military explosives, technical equipment, and specialized teaching devices for national defense and security education courses for educational institutions nationwide; ensuring means and materials for national defense and security education for agencies, units, and schools assigned with national defense and security education tasks; ensuring uniforms for students studying at national defense and security education centers.

5. Ensuring the operation of the Central Council for National Defense and Security Education, Military Region Councils, and units assigned with national defense and security education tasks.

6. Planning, constructing, and upgrading national defense and security education centers at military schools and knowledge enhancement centers for Category 1, Category 2, and Category 3 subjects.

7. Conducting scientific research, international cooperation, and overseas study on national defense and security education.

8. Party work, political work, propaganda, dissemination, inspection, audit, interim summary, final summary, commendation, complaint resolution, and handling of violations of national defense and security education laws according to authority.

9. Other expenditures for national defense and security education as prescribed by law.

Article 10. Contents of Expenditure of Localities

1. Drafting legal normative documents, programs, plans, projects, directive documents, and guidance documents on national defense and security education; printing certificates of completion for national defense and security knowledge training programs within its authority.

2. Enhancing, instructing, and ensuring benefits and rights for propagandists, teachers, and lecturers; benefits and rights for educators and lecturers under the provisions of the law.

3.[18] Implementing national defense and security education in local secondary schools through universities; enhancing national defense and security knowledge for subjects within the summoning authority of the Provincial and Commune-level National Defense and Security Education Council Chairpersons; disseminating national defense and security knowledge to local residents.

4. Ensuring means, materials, textbooks, and materials for national defense and security education for local agencies, units, and educational institutions.

5.[19] Ensuring the operation of the Provincial National Defense and Security Education Council and its Standing Office; Commune-level National Defense and Security Education Council.

6. Planning, constructing, and upgrading facilities directly serving national defense and security education, enhancement, and dissemination in the locality.

7. Inspection, audit, interim summary, final summary, commendation; complaint resolution, and handling of violations of national defense and security education laws according to authority.

8. Other expenditures for national defense and security education as prescribed by law.

Article 11. Contents of Expenditure of State Administrative Agencies

1. Drafting normative legal documents, programs, plans, projects, guiding and directing documents on national defense and security education in accordance with their authority.

2. Implementing education, training, propaganda, and dissemination of knowledge on national defense and security in accordance with the provisions of the law.

3. Ensuring means, materials, textbooks, teaching materials, and documents on national defense and security education for agencies, units, and educational institutions under their jurisdiction.

4. Constructing and upgrading facilities directly serving education, training, and dissemination of knowledge on national defense and security within the management of state administrative agencies.

5. Inspecting, auditing, summarizing, concluding, rewarding, handling complaints, accusations, and dealing with violations of laws on national defense and security education in accordance with their authority.

6. Other expenditures for national defense and security education in accordance with the provisions of the law.

Article 12. Contents of Expenditure of Political Organizations and Social-Political Organizations

1. Drafting programs, plans, guiding and directing documents on national defense and security education in accordance with their authority.

2. Implementing education, training, propaganda, and dissemination of knowledge on national defense and security in accordance with the provisions of the law.

3. Ensuring means, materials, textbooks, teaching materials, and documents on national defense and security education for agencies, units, and educational institutions under their jurisdiction.

4. Constructing and upgrading educational bases for national defense and security knowledge within political organizations and social-political organizations.

5. Participating in inspection and auditing; implementing summaries, conclusions, and rewards on national defense and security education in accordance with their authority.

6. Other expenditures for national defense and security education in accordance with the provisions of the law.

Article 13. Contents of Expenditure of Non-State Enterprises and Non-Governmental Public Institutions

1. Ensuring benefits and rights for subjects receiving national defense and security knowledge training as stipulated in Clause 2, Article 18 of the National Defense and Security Education Law.

2. Propagandizing and disseminating knowledge on national defense and security to subjects as stipulated in Clause 1, Article 22 of the National Defense and Security Education Law.

3. Other expenditures for national defense and security education in accordance with the provisions of the law.

Article 14. Effectiveness and Responsibility for Implementation[20]

1. This Decree takes effect from April 10, 2014.

2. The Minister of National Defense and the Minister of Public Security shall provide detailed regulations and guidance on the implementation of the articles and clauses assigned in this Decree.

3. The Ministers, Heads of Ministries equivalent to ministries, Heads of government agencies, related agencies, Chairmen of People's Committees of provinces and centrally-administered cities, are responsible for implementing this Decree./.

The Government promulgates the Decree amending and supplementing certain articles of several Decrees in the field of national defense and military affairs when organizing two-level local administrative bodies.

[20] Articles 2 and 3 of Decree No. 139/2020/NĐ-CP amending and supplementing certain articles of Decree No. 13/2014/NĐ-CP dated February 25, 2014 of the Government detailing and providing implementation measures for the Law on National Defense and Security Education, which take effect from January 15, 2021, provide as follows:

“Article 2. Effective Date

This Decree takes effect from January 15, 2021.

Article 3. Responsibility for Implementation

The Minister, Heads of Ministries equivalent to Ministries, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, relevant agencies, organizations, and individuals are responsible for implementing this Decree./”

Articles 10 and 11 of Decree No. 220/2025/NĐ-CP amending and supplementing certain articles of several decrees in the field of national defense and military when organizing two-level local administration, which take effect from August 7, 2025, provide as follows:

"Article 10. Effective Date

This Decree takes effect from August 7, 2025.

Article 11. Responsibility for Implementation

Ministers, Heads of ministries equivalent to ministries, Heads of agencies under the Government, Chairmen of People's Committees of provinces and centrally governed cities, relevant agencies, organizations, and individuals are responsible for implementing this Decree./”
