THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

BASED ON THE DECREE NO. 199/2013/NĐ-CP OF NOVEMBER 26, 2013 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;

Pursuant to Decree No. 119/2006/ND-CP dated October 16, 2006 of the Government on the Organization and Operation of Forest Protection Services;

Pursuant to Decision No. 1920/QD-TTg dated October 24, 2014 of the Prime Minister approving the Project to Improve the Organization and Enhance Effectiveness of Forest Protection Services from 2014 to 2020;

Pursuant to Decision No. 1323/QD-BNN-TCCB dated June 17, 2014 of the Minister of Agriculture and Rural Development approving the Project to Improve the Quality of Human Resources in the Agricultural and Rural Development Sector from 2014 to 2020;

At the proposal of the Director General of the Forest Management Department,

DECISION:

Article 1. Approving the "Program to Enhance Leadership, Management Skills, Professional Knowledge, and Quality Inspection and Evaluation for Forest Rangers and Equivalent Positions," which includes the following main contents:

I. OBJECTIVES

1. Improving the quality of the cadre leading at the forest ranger station level (Forest Ranger Station Directors and equivalent positions) to ensure they have a thorough understanding of leadership and management knowledge, as well as specialized professional knowledge to meet assigned tasks.

2. Serving as a basis for management agencies to evaluate, plan, appoint, dismiss, transfer, and assign cadres.

II. OBJECTS, CONTENT, AND IMPLEMENTATION PLAN

1. Participants in Training, Inspection, and Evaluation

a) Forest Ranger Station Directors of District Forest Ranger Stations, Specialized Forests, Protective Forests, and Shelter Forests, totaling approximately 516 people;

b) Heads of specialized departments and teams of mobile forest protection and firefighting units under Forest Protection Agencies, totaling approximately 284 people;

c) Deputy Forest Ranger Station Directors of National Parks under the Forestry General Department, totaling approximately 10 people;

d) Heads of specialized departments and teams of mobile forest protection and firefighting units under Regional Forest Protection Agencies, totaling approximately 10 people;

đ) Forestry officials within the planning scope for Forest Ranger Station Director positions and equivalent positions, totaling approximately 180 people (selected and nominated by their respective units);

The total number of participants in training and evaluation is 1,000 people. Participants must be under 57 years old (born on or after January 1, 1960).

3. Content

a) Contents of Professional Training Materials:

- Training on leadership and management knowledge at the departmental and forest ranger station levels and equivalent positions;

- Specialized professional training, including two topics:

+ Topic on forest protection and development;

+ Topic on administrative violation handling and criminal investigation in the field of forest protection and forestry product management.

Training materials will be issued by the Forestry General Department.

b) Training Program

Total duration of professional training and inspection and evaluation: 8.5 days per course, specifically:

- Welcoming participants, arranging accommodation and study facilities: 1 day

- Opening and closing ceremonies: 0.5 day

- Professional training: 4.5 days (three topics, each topic lasting 1.5 days)

- Review: 1.5 days - Examination: 1 day

c) Inspection and Evaluation Content:

- Examination of management knowledge (written test, duration 150 minutes);

- Examination of professional knowledge (multiple-choice test, duration 60 minutes);

d) Scoring Method and Recognition of Results:

- Scoring method: Each subject is scored out of 100 points; participants must take both subjects and score at least 50 points in each subject, with the average score serving as the basis for classification.

- Classification: Excellent from 80 points and above; Good from 65 to below 80 points; Average from 50 to below 65 points; Below 50 points fail to meet requirements.

đ) Issuance of Certificates:

- The Director of the Forest Protection Agency issues certificates to participants who meet the requirements with scores of 50 points and above;

- For participants who do not meet the results, the Forest Protection Agency will notify their local personnel management agencies in writing to develop plans for further training and education, or consider transferring them to more suitable positions.

4. Implementation Plan

The training and examination program for Chief Inspectors and equivalent positions shall be implemented over two years (2015 - 2016). Specifically:

a) In 2015:

- Drafting and approving training materials;

- Organizing two classes in September 2015 (120 people/class).

b) In 2016:

- Organizing six classes in May, June, July, August, and September;

- Summarizing and evaluating the program in October 2016.

Article 2. Implementation

1. Establish a Professional Training and Examination Council chaired by the Director of the Forest Inspection Department. Supporting the Council are the following Subcommittees:

a) Subcommittee for Program and Material Compilation;

b) Subcommittee for Exam Question Preparation and Grading;

c) Subcommittee for Exam Supervision and Sealing;

d) Subcommittee for Logistics.

2. Funding:

The funding for implementation comes from the state budget and other legitimate sources of financial support.

3. Assignment of Responsibilities:

a) The Forestry General Department:

- Approving the training program and content;

- Approving the budget estimate;

- Directing, inspecting, and urging the organization to implement according to the approved objectives and content of the program.

- Compiling and announcing the results to localities and units.

b) The Financial Affairs Department guides the preparation of the budget plan, drafting the budget estimate, managing, and settling accounts for the implementation funds in accordance with regulations.

c) The Agricultural Management and Rural Development Cadres School I and II cooperate with the Forestry General Department (Forest Inspection Department) to organize the implementation.

d) Departments of Agriculture and Rural Development of provinces and centrally-administered cities direct the Forest Inspection Bureaus, Specialized Forest Inspection Stations, and Protective Forest Inspection Stations within their jurisdictions to participate in professional training and evaluation.

đ) Forest Inspection Bureaus of provinces and centrally-administered cities; Directors of National Parks under the Forestry General Department; Heads of related units dispatch staff to participate in professional training and evaluation in accordance with the program's target groups and content.

Article 3. This Decision takes effect from the date of issuance.

Article 4. The Head of the Ministry’s Office, the Director of the Forestry General Department, the Heads of related units, the Directors of Departments of Agriculture and Rural Development, and the Chiefs of Forest Inspection Bureaus of provinces and centrally-administered cities are responsible for implementing this Decision./.
