Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and Agencies at the Ministerial Level;
Pursuant to the Prime Minister's Decision No. 853/1997/CT-TTg dated October 11, 1997 on combating smuggling under new circumstances;
Pursuant to Decree No. 04/1999/NĐ-CP dated January 30, 1999 of the Government on fees and charges under the state budget;

Article 1. This Decision annexes the Table of toll rates for using National Highway 5 at Quan Toan Toll Station, Haiphong City.
Article 2. The objects subject to collection, the organization of collection, submission, and management and utilization of the tolls for using National Highway 5 at Quan Toan Toll Station shall be implemented in accordance with the provisions of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance guiding the system of bridge and road tolls managed by the State, Circular No. 75/1998/TT-BTC dated June 2, 1998 of the Ministry of Finance guiding the amendment and supplementation of point 1.d, Section A, Part IV and point 3.n, Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998 of the Ministry of Finance, and Circular No. 05/1999/TT-BTC dated January 13, 1999 of the Ministry of Finance guiding the amendment and supplementation of point 3 of Section I of Circular No. 57/1998/TT-BTC dated April 27, 1998.
Article 3. This Decision takes effect from June 1, 1999.
Article 4. Organizations and individuals subject to payment of fees, units entrusted by the Ministry of Transport to organize the collection of fees at Quan Toan Toll Station, and related agencies are responsible for implementing this Decision.
