Pursuant to Decree No. 22/CP dated March 22, 1994 of the Government on the tasks, powers, responsibilities for state management and organizational structure of the Ministry of Transport;
Pursuant to Article 14 of the Quality Goods Ordinance promulgated by Decision No. 49-LTC/HĐNN dated January 2, 1991 of the Chairman of the State Council;
Pursuant to Decree No. 86/CP dated December 8, 1995 of the Government stipulating the division of responsibility for state management over product quality;
Considering the proposals of the Heads of the Vietnam Motor Vehicle Inspection Bureau, the Department of Science and Technology, and the Department of Legal Affairs and Transportation.

Article 1 Now hereby promulgating with this decision two Industry Standards:
"Technical Safety and Environmental Protection Standards for Road Motor Vehicles." Registration number: 22-TCN 224-2000.
"Inspection Procedures for Technical Safety and Environmental Protection of Road Motor Vehicles." Registration number: 22-TCN 225-2000.
Article 2This decision shall take effect from January 12, 2000.
Article 3The Vietnam Motor Vehicle Inspection Bureau shall coordinate with relevant agencies to organize the implementation of this decision.
Article 4The Heads of the Ministry's Office, the Department of Science and Technology, the Legal Affairs and Transportation Department, the Vietnam Motor Vehicle Inspection Bureau, the Directors of Provincial Departments of Transport and Urban Traffic Management, and the Heads of related units shall be responsible for implementing this decision.
STANDARDS
Technical safety and environmental protection of road motor vehicles 22-TCN 224-2000
1. GENERAL PROVISIONS
1.1. Scope of application:
1.1.1. The following types of road motor vehicles are subject to this provision:
Passenger cars, specialized passenger cars, trucks, trailers, semi-trailers, specialized vehicles (crane trucks, asphalt tanker trucks, ambulances, aerial work platforms, liquid transport trucks, concrete mixer trucks, tractor units, tipper trucks...), various types of trailers and semi-trailers (half-trailers). Three-wheeled motorized vehicles with two wheels in line (lam, motorized cyclo...).
1.1.2. This standard applies to technical safety and environmental protection inspections and quality certification of the aforementioned road motor vehicles during regular intervals or while participating in traffic on roads and urban streets.
1.1.3. It serves as a technical basis for vehicle owners and drivers to fully meet requirements for maintenance and repair to ensure that the vehicles always comply with technical safety and environmental protection standards when participating in traffic.
1.1.4. This standard does not apply to road motor vehicles used for security purposes and military purposes of the Ministry of Public Security and the Ministry of National Defense (except for those used for economic activities registered and licensed by the Ministry of Public Security).
2. PROVISIONS ON TECHNICAL SAFETY STANDARDS FOR ROAD MOTOR VEHICLES
2.1. General:
2.1.1. License plate: Must be complete, properly formatted, clear, without cracks or breaks, securely fastened, and in the correct position.2.1.2. Engine number, chassis number
: Must match the symbols and digits recorded in the vehicle registration certificate.2.1.3. Shape, overall layout, dimensional limits:
- Shape and overall layout: Must correspond to the technical documentation.
- Dimensional limits must not exceed the permitted specifications.
2.1.4. Body, driver's cabin, cargo compartment:
- Body, driver's cabin, cargo compartment: Must not have holes or tears and must be securely attached to the frame. The frame must not have cracks.
- Cross beams and longitudinal beams: Must be complete and properly formatted. Metal beams must not be deformed, cracked, rusted, or perforated; wooden beams must not be rotten, broken, or fractured.
- Doors must open and close smoothly and must not open automatically.
- Locking mechanisms (cabin, cargo compartment, luggage compartment...): Must operate smoothly and must not open automatically.
- Mudguards: Must be complete, properly formatted, securely attached, and must not have holes or tears.
- Paint color and paint quality: Must match the color recorded in the vehicle registration certificate; must not peel off or flake.
- Handrails, support columns: Must be complete, properly formatted, and securely attached.
- Cargo racks, luggage compartments: Must be complete, properly formatted, and securely attached.
2.1.5. Frame
: Must not have cracks, rot, or warping visible to the naked eye.2.1.6. Tow hook
: Must not have cracks or deformations. The catch and locking mechanism must not open automatically. Any safety chain or cable (if present) must be secure.2.1.7. Coupling of tractor units and drawbar of semi-trailers:
- Coupling (saddle) of tractor units: The shock absorbers must not have cracks, the brake lever must not be worn down, and the coupling and release mechanism must function properly.
- Drawbar of semi-trailers must not warp or deform, crack, or wear down.
2.1.8. Container lock
: Must operate well, not open automatically, and must not be worn down.Windshield
2.1.9. : Must be safety glass, properly formatted, and free from cracks. The front windshield must be clear.2.1.10. Wipers and washer systems
: Must be complete according to technical documentation, properly installed, and functioning well. The wiper blade area must cover at least two-thirds of the front windshield area.2.1.11. Rear-view mirrors
: Must be complete, properly formatted, free from cracks, providing clear images, and allowing observation of at least a 4-meter width from a distance of 20 meters behind the mirror.Driver's seat and passenger seats: Must be complete, properly formatted, correctly positioned, securely attached, and meet current standard dimensions. Seat adjustment mechanisms (if present) must function properly.
2.1.12. 2.1.13. Engine and related systems:
- The engine must run steadily at the lowest idle speed, without unusual knocking sounds.
- Fluids must not leak in drops. All systems must be properly installed and securely attached.
- The muffler and exhaust pipe must be sealed.
- Timing belts must be the correct type and properly installed.
- Fuel tank must be correctly installed and securely fastened, with a tight lid.
2.1.14. Powertrain assemblies:
- Must correspond to technical documentation, properly installed, and all securing parts must be present and not leaking fluids or gases.
- Clutch: Must engage smoothly and disengage decisively. The clutch pedal must have free travel.
- Transmission: Must not skip gears, deform, or crack.
- Drive shafts must not deform or crack. The backlash of the gear teeth and cross-shafts must be within permissible limits.
- Axle housing must not deform or crack.
2.1.15. Wheels:
2.1.15. Wheel :
- Securing details and anti-loosening devices must be complete and installed according to specifications.
- Rim, disc, brake drum: Correct type, not deformed, cracked, warped, or showing signs of damage. The brake drum must fit tightly against the wheel rim.
- Hub: Rotate smoothly, without being jammed, and without longitudinal or lateral play.
- Tire: Correct size, sufficient quantity, adequate pressure, not bulged, and not cracked down to the cord layer.
- Steering wheel tires: All steering tires must be of the same type, non-overlapped tires shall not be used, tread height must be uniform and have the following values:

2.1.16. Suspension system: Complete, correct technical documentation, properly assembled and securely fastened, no cracks, no oil or compressed air leaks, ensuring vehicle body balance.
2.2. Steering system:
- Light steering control.
- Lubrication of components as specified.
2.2.1. Steering wheel: Correct type, not cracked, securely attached to the steering shaft.
2.2.2. Steering shaft: Correct type, properly assembled and securely fastened, no longitudinal or lateral play.
2.2.3. Steering mechanism: Correct type, no signs of oil leakage (oil dripping), properly assembled and securely fastened, with sufficient securing and anti-loosening details.
2.2.4. Steering linkage rods: Not deformed, no cracks, with sufficient securing and anti-loosening details, properly assembled and securely fastened.
2.2.5. Universal joints and steering joints: Properly assembled and securely fastened, with sufficient anti-loosening details, no play, no noise when turning the steering wheel, no cracks. The dust cover must not be torn.
2.2.6. Steering knuckle: Not deformed, no cracks, no play between bushing and shaft, no joint play. Properly assembled and securely fastened.
2.2.7. Steering wheel free play angle shall not exceed:
- 100 for passenger cars (including special-purpose passenger cars), passenger cars up to 12 seats (including driver), trucks with a load capacity up to 1,500 kg.
- 200 for passenger cars over 12 seats (including driver).
- 250 for trucks with a load capacity over 1,500 kg.
- The maximum steering wheel free play angle for special-purpose vehicles corresponds to that of the base vehicle.
2.2.8. Power steering system: Properly assembled and securely fastened, ensure normal operation, no signs of oil leakage (oil dripping), no compressed air leaks, no significant difference between left and right steering forces. The power steering belt must not be loose or damaged.
2.2.9. Lateral slip of the steering wheel tire: At straight-ahead position, the lateral slip shall not exceed 5m/Km during testing on a test track.
2.2.10. Three-wheeled vehicles with one steering wheel tire: Balanced steering arm, no cracks, not deformed, light steering control; The steering arm must be securely attached to the steering shaft. The shock absorber of the steering arm must function well. The steering shaft must not have longitudinal or lateral play.
2.3. Braking system:
2.3.1. Components and parts must comply with technical documentation, properly assembled and securely fastened. Must have sufficient securing and anti-loosening details.
2.3.2. No brake fluid or compressed air leaks in the system, hoses must not be cracked.
2.3.3. Mechanical actuation of the main brake and parking brake: Flexible, light, not deformed, cracked, functioning well. The brake pedal must have free travel.
2.3.4. For air-brake systems: The braking system pressure must meet the specified requirements according to technical documentation. The compressed air tank must be sufficient in quantity according to technical documentation, not cracked. Valves must be complete.
2.3.5. Effectiveness of the main brake and parking brake:
Main brake effectiveness during road testing:
- Test on a flat and dry concrete or asphalt surface, with a coefficient of adhesion not less than 0.6.
- Brake effectiveness is evaluated by either the braking distance Sp(m) or the maximum deceleration Jpmax (m/s2) under the following conditions: unloaded vehicle at a speed of 30 km/h and defined as follows:

- Total braking force must not be less than 50% of the unloaded vehicle's weight G0 for all types of vehicles.
- Braking force deviation ratio on the same axis KSLTp (between the right and left wheels) must not exceed 25% and calculated by the formula:

Parking brake (controlled by hand or foot):
- Test condition: Unloaded vehicle
- Stops on a 20% incline for all types of vehicles during incline testing or total braking force PFt must not be less than 16% of the unloaded vehicle's weight G0 during test track testing.
2.4. Lighting and signaling system:
- Synchronized, correct number, properly assembled and securely fastened, not cracked.
2.4.1. Front lighting lamps:
- Adequate high and low beam range
- The brightness of a single high beam lamp (Beam) must not be less than 10,000 cd, visible as white light to the naked eye.
- The outer edge reflection above and below the light beam along the vertical plane forms an angle with the center of the beam not less than 30 (allowable adjustment according to unit length), or the high beam range (beam) must not be less than 100m with a width of 4m, the low beam range must not be less than 50m.
2.4.2. Signal lights: Synchronized, correct number, correct position, securely fastened.

- When observing with the naked eye: The signal must be clearly visible at a distance of 20 meters for brake lights and turn signals, and 10 meters for size indicator lights and license plate illumination lights under daylight conditions.
- For turn signals:
+ Flashing frequency from 60 to 120 times per minute.
+ Start-up time from switch activation to light emission shall not exceed 3 seconds.
2.4.4. Electric horn:
- Sound level measured at a distance of 2 meters from the front of the vehicle, height 1.2 meters shall not be less than 65 dB(A) and not more than 115 dB(A).
- Trucks towing trailers or semi-trailers must have two horns with different sound frequencies.
2.4.5. Speedometer error: Not exceeding 10% when tested on a test track at a speed of 40 km/h.
3. ENVIRONMENTAL PROTECTION STANDARDS FOR MOTOR VEHICLES
Motor vehicles must comply with environmental protection standards as stipulated in Decision No. 1397/1999/QĐ-BGTVT dated June 11, 1999, issued by the Minister of Transport regarding the "Announcement of Objectives and Mandatory Application Levels of Two Vietnamese Environmental Standards for Road Vehicles."
