Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
Pursuant to the Government Decree No. 86-CP dated December 8, 1995 on the division of responsibilities for state management of product quality;
Pursuant to the Prime Minister's Directive No. 07/2002/CT-TTg dated February 25, 2002 on strengthening the management of the use of antibiotics and chemicals in the production and business of animal-origin food products;
At the proposal of the Director of the Bureau of Agricultural Extension and Forestry Extension, and the Director of the Department of Science, Technology, and Product Quality.

In cases of production according to export orders, there must be a written opinion from the Ministry of Agriculture and Rural Development.
The Bureau of Agricultural Extension and Forestry Extension, the Departments of Agriculture and Rural Development of provinces and cities shall, within their assigned functions and tasks, be responsible for guiding, supervising, and inspecting enterprises and individuals engaged in the production and business of animal feed regarding the implementation of this Decision.
Article 2. This Decision takes effect fifteen days from the date of signature. All previous regulations contrary to this Decision are abolished.
Article 3. The Directors of the Bureau of Agricultural Extension and Forestry Extension, the Directors of the Department of Science, Technology, and Product Quality, the Heads of the Departments of Agriculture and Rural Development of provinces and centrally-administered cities, domestic and foreign enterprises and individuals operating in Vietnam related to the production and business of animal feed are responsible for implementing this Decision.
