CIRCULAR
Amending and supplementing Joint Circular No. 90/2009/TTLT-BTC-BNV dated May 6, 2009 of the Ministry of Finance and the Ministry of Home Affairs guiding the functions, tasks, powers, and organizational structure of specialized agencies under the People's Committees at provincial and district levels in the field of finance

Pursuant to Decree No. 13/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the organization of specialized agencies under the People's Committees of provinces and centrally governed cities;
Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Article 1. Amending and supplementing Clause 11, Article 2 of Joint Circular No. 90/2009/TTLT-BTC-BNV dated May 6, 2009 as follows:
"11. Prescribing the functions, tasks, and powers of the Office, Inspectorate, specialized departments, and affiliated units of the Department; managing staffing, implementing salary systems, and incentive policies, training, retraining, rewarding, and disciplining civil servants, public officials, and employees under the jurisdiction of the Department according to the classification of the provincial People's Committee and in accordance with the provisions of the law;"
The provisions on the functions, tasks, and powers of the Sub-departments directly under the Department of Finance shall be implemented in accordance with the provisions of Decree No. 13/2008/NĐ-CP dated February 4, 2008 of the Government stipulating the organization of specialized agencies under the People's Committees of provinces and centrally governed cities."
Article 2. This Circular takes effect from June 1, 2010.
During the implementation process, if there are difficulties or obstacles, units shall promptly report them to the Ministry of Finance and the Ministry of Home Affairs for consideration and resolution within their authority./.
