 CIRCULAR

ANNOUNCEMENT OF PORT WATER AREAS AND MARITIME ZONES BELONGING TO THE PROVINCE OF HA TINH

 AND MANAGEMENT AREAS OF THE HA TINH PORT ADMINISTRATION

On the basis of The Maritime Code of Vietnam dated November 25, 2015;

Decree No. Decree No. 58/2017/NĐ-CP dated May 10, 2017 of the Government detailing certain provisions of the Maritime Code of Vietnam on maritime activity management and subsequent amending decrees; Decree No. 33/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction;

Decree No. At the proposal of the Director of the Vietnam Maritime Administration and Inland Waterway Administration;

The Minister of Construction issues this Circular to announce the port water areas and maritime zones belonging to the province of Ha Tinh and the management areas of the Ha Tinh Port Administration

Article 1. Announcement of port water areas belonging to the province of Ha Tinh.

The port water areas belonging to the province of Ha Tinh, measured from the highest tidal level, include the following areas:

1. The Vung Ang - Son Duong area with the scope:

a) The boundary towards the sea: delimited by straight lines connecting points A1, A2, A3, A4, and A5 with the following coordinates:

A1: 18°06’33”N, 106°21’50”E;

A2: 18°12’35”N, 106°21’50”E;

A3: 18°12’35”N, 106°31’10”E;

A4: 18°00’00”N, 106°31’10”E;

A5: 18°00’00”N, 106°28’01”E.

b) The boundary towards the land: from point A1 along the coastline to point A5.

2. The Xuan Hai area with the scope:

The boundary towards the land in the Lam River area: From point HT1 with coordinates: 18°46’15,6”N, 105°46’19,3”E and point HT2 with coordinates: 18°46’02,5”N, 105°45’48,5”E (mid-channel of Co Hoi - Ben Thuy) running along the mid-channel and left bank of the Lam River (from the sea upstream) to the transverse line across the river, 200 meters upstream from the number 06 wharf at Ben Thuy Port.

3. The boundaries of the port water areas belonging to the province of Ha Tinh as stipulated in this Circular are determined on nautical charts issued by the Vietnam Marine Safety Assurance Corporation, including: VN40015 and VN40014 updated to the latest version in 2025. The coordinates of the points specified in this Circular are based on the VN-2000 coordinate system and are converted to the WGS-84 coordinate system as detailed in the Appendix attached to this Circular.

Article 2. Maritime zones belonging to the province of Ha Tinh

The port water areas belonging to the province of Ha Tinh consist of two maritime zones:

1. The Vung Ang - Son Duong maritime zone.

2. The Xuan Hai maritime zone.

Article 3. Management areas of the Ha Tinh Port Administration

The Ha Tinh Port Administration manages state affairs in the specialized field of maritime activities at the port areas belonging to the province of Ha Tinh as stipulated in Clause 1 and Clause 3 of Article 1 and the maritime zones as stipulated in Clause 1 of Article 2 of this Circular.

2. Repeal Circular No. 49/2013/TT-BGTVT dated December 6, 2013 of the Minister of Transport announcing the port water areas belonging to the province of Ha Tinh and the management areas of the Ha Tinh Port Administration.

Article 4. Implementation provisions

1. This Circular takes effect from February 15, 2026.

3. Repeal item number 07 in the Appendix List of maritime zones within the management scope of the Port Administrations issued together with Circular No. 32/2019/TT-BGTVT dated September 4, 2019 of the Minister of Transport regarding the announcement of the List of maritime zones within the management scope of the Port Administrations./.
