Decision No. 540/QD-TTg on approving the investment development plan for the Village of Culture and Tourism of Ethnic Groups in Vietnam until 2015

Regarding the approval of the investment development plan for the Village of Culture and Tourism of Ethnic Groups in Vietnam until 2015

Pursuant to the Law on the Organization of the Government dated December 25, 2001;

Pursuant to Decision No. 667/QĐ-TTG dated August 21, 1997 of the Prime Minister approving the overall planning of the Village of Culture and Tourism of Ethnic Groups in Vietnam;

Considering the proposal of the Minister of Culture, Sports and Tourism at Report No. 51/TTr-BVHTTDL dated December 3, 2007.

DECISION:

Article 1. Approve the investment development plan for the Village of Culture and Tourism of Ethnic Groups in Vietnam until 2015 with the following main contents:

1. Investment Development Perspective:

a) Building the Village of Culture and Tourism of Ethnic Groups in Vietnam into a national cultural, sports, and tourism center, where traditional cultural heritages of the 54 ethnic groups in Vietnam are concentratedly reproduced, preserved, promoted, and exploited; meeting the needs for rest, entertainment, sports, and cultural activities of domestic people and international tourists.

b) The Village of Culture and Tourism of Ethnic Groups in Vietnam is a special cultural economic zone where culture serves both as a driving force and a goal.

c) Creating mechanisms for ethnic communities and localities to participate in building the Ethnic Villages from design, construction to operation and exploitation.

d) Combining investment and construction harmoniously with management and exploitation to maximize economic, political, and social benefits.

đ) State budget capital will be focused on investing in the Ethnic Villages, technical infrastructure system, landscape, and central axis. Socialization will be implemented to mobilize maximum non-state capital for investment and construction.

2. Target by 2015:

Target by 2010:

Officially opening the Village of Culture and Tourism of Ethnic Groups in Vietnam with the completion of the common technical infrastructure system and the operation of part of the Ethnic Villages and two functional zones using non-state capital.

- Target by 2015: The entire Village of Culture and Tourism of Ethnic Groups in Vietnam will be completed and put into operation and exploitation. The Village of Culture and Tourism of Ethnic Groups in Vietnam will become a national cultural, sports, and tourism center serving domestic and international customers.

3. Investment Development Plan until 2015:

a) Period 2008-2010:

- Completing the adjustment of the overall planning of the Village of Culture and Tourism of Ethnic Groups in Vietnam.

- Completing the preparation and approval of 10 out of 12 component projects within the Ethnic Villages area.

- Completing the construction of 34 out of 54 ethnic villages within the Ethnic Villages area and some component projects.

Completing the construction of the Common Technical Infrastructure Project of the Village of Culture and Tourism of Ethnic Groups in Vietnam and some components of the Central Axis project.

Calling for investment to fill two functional zones: Cultural, Sports, Entertainment Zone and Service, Tourism, and Hotel Zone.

b) Period 2011-2015:

Completing the construction and putting into operation the Ethnic Villages area.

- Completing the construction of the technical infrastructure system, central axis, and general landscape of the Village of Culture and Tourism of Ethnic Groups in Vietnam.

Completing the construction and putting into operation of functional zones using non-state investment capital.

Improving the organizational structure, training human resources to ensure effective management, operation, and exploitation of the entire project.

By 2013, completing important contents of the project for operation, including: 54 ethnic villages, the common technical infrastructure system of the Village of Culture and Tourism of Ethnic Groups in Vietnam.

4. Capital Source:

a) The state budget capital for constructing the Village of Culture and Tourism of Ethnic Groups in Vietnam during the period 2008-2015 is 3,256,826 billion VND, including:

- 2008: 328,114 billion VND.

- 2009: 604,778 billion VND.

- 2010: 657,722 billion VND.

- 2011: 418,250 billion VND.

- 2012: 447,700 billion VND.

- 2013: 358,200 billion VND.

- 2014: 268,400 billion VND.

- 2015: 155,662 billion VND.

b) In addition to state budget capital, socialization will be implemented to mobilize non-state capital for investment and construction to achieve the development goals of the Village of Culture and Tourism of Ethnic Groups in Vietnam.

5. Human Resources.

Based on the specific characteristics of each phase, the Management Board of the Village of Culture and Tourism of Ethnic Groups in Vietnam will develop human resource plans, special mechanisms regarding salaries, attracting and encouraging high-level human resources, and other personnel policies to be decided by competent authorities, ensuring service for the investment, development, management, and exploitation of the Village of Culture and Tourism of Ethnic Groups in Vietnam.

6. Mechanisms and Solutions to Implement the Plan:

a) Permitting the retention of income from land and water leasing, and income from exploitation and business operations at the Village of Culture and Tourism of Ethnic Groups in Vietnam to create investment capital for construction during the period from 2008 to 2015. The Management Board of the Village of Culture and Tourism of Ethnic Groups in Vietnam shall decide on the use of this income in accordance with the law.

b) Permitting the Management Board of the Village of Culture and Tourism of Ethnic Groups in Vietnam to apply and decide on selecting units participating in the construction of the Village of Culture and Tourism of Ethnic Groups in Vietnam through Build-Operate-Transfer (BOT), Build-Transfer-Operate (BTO), and Build-Transfer (BT) models in investment construction and repayment to investors after allocating state budget.

c) Allocating state budget capital according to the medium-term plan (three years) from 2008 to 2015 to proactively manage the investment development plan for the Village of Culture and Tourism of Ethnic Groups in Vietnam.

Article 2. Implementation

1. The Ministry of Culture, Sports and Tourism directs the implementation of the investment development plan for the Village of Culture and Tourism of Ethnic Groups in Vietnam until 2015 as stipulated in Article 1 of this Decision; coordinating with relevant ministries and sectors to continue researching, building, and perfecting special mechanisms and policies to serve the investment and development of the Village of Culture and Tourism of Ethnic Groups in Vietnam.

2. The Ministry of Planning and Investment. The Ministry of Finance shall coordinate with relevant ministries and sectors to study support policies, balance, and allocate state budget funds to implement the Development Plan for the Village of Ethnic Culture and Tourism in Vietnam until 2015.

3. The Ministry of Agriculture and Rural Development. The Ministry of Transport shall urge the acceleration of progress and completion of infrastructure projects outside the boundary of the Village of Ethnic Culture and Tourism in Vietnam (the project to stabilize the water level of Dong Mo Lake, the Hoa Lac extension road project).

Article 3. This Decision shall take effect fifteen days after its publication in the Official Gazette.

Article 4. The Ministers of Culture, Sports and Tourism, Planning and Investment, Finance, Construction, Agriculture and Rural Development, Transport, Natural Resources and Environment, the People's Committee of Ha Tay Province, the Management Board of the Village of Ethnic Culture and Tourism in Vietnam, and the heads of related agencies are responsible for implementing this Decision./.
