RESOLUTION
Regarding the five-year plan for 2001-2005

THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam in 1992;
Based on the examination of the Government's report, reports from relevant agencies, and the opinions of National Assembly deputies;
RESOLVES
Approving the Government's report on evaluating the implementation of the 1996-2000 five-year plan and the main tasks, goals, and major solutions of the 2001-2005 five-year plan; while emphasizing the following issues:
I- TASKS OF THE 2001-2005 FIVE-YEAR PLAN
A- GENERAL OBJECTIVES:
The 2001-2005 five-year plan holds a very important position in creating a solid foundation for implementing the socio-economic development strategy for 2001-2010 and building our country basically into an industrialized nation by 2020 with the general goal being: Rapid and sustainable economic growth; stability and improvement of people's living standards. Strongly shifting the economic structure and labor structure towards accelerating industrialization and modernization. Significantly enhancing the efficiency and competitiveness of the economy. Expanding foreign economic relations. Making significant progress in education and training, science and technology, and leveraging human factors. Creating more jobs; fundamentally eradicating poverty and reducing the number of poor households; curbing social evils. Continuing to strengthen economic and social infrastructure; forming an important step towards establishing a socialist-oriented market economy system. Maintaining political stability and social order and security, protecting national independence, sovereignty, territorial integrity, and national security firmly.
B- MAIN INDICATORS:
- Average annual GDP growth rate of 7.5%.
- Economic sector structure in GDP by 2005 is expected to be:
Agriculture, forestry, and fisheries at 20-21%;
Industry and construction at 38-39%;
Services at 41-42%;
Value of agricultural, forestry, and fishery production increasing by 4.8% annually;
Value of industrial production increasing by 13.1% annually;
Value of service production increasing by 7.5% annually.
- Total export turnover increasing by 14-16% annually.
- Annual average birth rate decreasing by 0.05%; population growth rate in 2005 estimated at about 1.2%.
- Providing additional employment for approximately 7.5 million workers, averaging 1.5 million workers annually; raising the proportion of trained labor to 30% by 2005.
- Ensuring that 80% of children of compulsory secondary school age attend school; 45% of children of upper secondary school age attend school by 2005.
- Fundamentally eradicating poverty and reducing the poverty rate to 10% by 2005.
- Reducing the malnutrition rate among children to 22-25%; meeting 40% of drug needs through domestic production; raising life expectancy to 70 years by 2005.
- Providing clean water to 60% of rural residents.
II- MAJOR TASKS AND SOLUTIONS FOR THE 2001-2005 FIVE-YEAR PLAN
1- Vigorously promoting economic activities to achieve a higher growth rate than the previous five years. Achieving breakthroughs in economic and production structure transformation within each industry and field towards efficiency and sustainability.
Quickly transforming the agricultural and rural economic structure. Applying science and technology, introducing new high-yield and quality seeds into agricultural production, linking agriculture with industrial processing; planning and developing specialized commodity production zones suitable for the climate, land, and labor potential of each region and locality. Concentrating on developing key cash crops with competitive advantages; developing animal husbandry towards commercial production. Investing heavily in aquaculture and marine farming, linked with high-quality processing industries. Developing products to replace imports.
Enhancing existing production capacity based on deep investment, updating advanced equipment and technology to quickly transform the industrial production structure. Focusing on investing in the development of mechanical manufacturing industries and high-tech industries. Developing industries with competitive advantages and markets; focusing investments to form a system of high-tech products capable of competing in the market.
Diversifying service industries, expanding consumer markets for products, and meeting the demands of economic development and living standards.
2- Consistently implementing the policy of a multi-sector economy under socialist orientation, creating favorable conditions for businesses and citizens to invest in production and business development. Completing the restructuring, reorganization, and management reform of state-owned enterprises to improve efficiency and competitiveness, ensuring the leading role of the state economy.
3- Forming a comprehensive range of markets in tandem with establishing a legal framework to ensure macro-management and regulation by the State. Developing capital markets, labor markets, real estate markets, and various service and technology markets. Consolidating existing export markets and expanding new ones, better exploiting the domestic market.
4- Reforming and perfecting the national financial and monetary policy system, mobilizing resources reasonably and effectively distributing them to implement the socio-economic development strategy, controlling inflation, and maintaining the value of the currency. Continuing tax system reforms in line with national conditions and international commitments, gradually adopting modern and unified tax systems. Reconfiguring the state budget towards increasing the proportion allocated for investment development. Strengthening budget expenditure control, reducing administrative expenses, practicing thrift, combating waste and loss. Completing the basic restructuring program of the banking system.
5- Developing regions in a way that leverages the strengths of each region in natural resources, geographical location, and human resources, connecting cross-sector and cross-regional efforts, and implementing effective measures to address difficulties in key areas in the North, Central Vietnam, the Central Highlands, and the Mekong Delta to narrow the development gap between regions and ethnic groups.
Protecting and developing forests, intensifying the implementation of the project to plant five million hectares of new forest, effectively carrying out disaster prevention programs, particularly comprehensive flood prevention programs in the Mekong Delta and Central Vietnam regions to minimize losses caused by natural disasters to the lowest extent possible.
6- Creating fundamental and comprehensive changes, developing a reasonable scale, prioritizing quality improvement in education and training. Effectively implementing educational program reforms at all levels of general education; ensuring conditions regarding teachers, school facilities, teaching equipment to successfully implement new textbooks; consolidating the results of eliminating illiteracy and universal primary education, accelerating the progress of universal secondary education implementation. Developing the vocational training system, improving the quality of human resource training to meet the needs of industrialization and modernization of the country and labor export. The State invests an appropriate proportion of the budget, combining with promoting socialization to develop education and training. Effectively implementing the goals of protecting, caring for, and educating children.
Strengthening management work, continuing to widely carry out the mass movement "All people unite to build a civilized lifestyle," creating healthy and cultured living habits in each family and community.
Promoting mass physical exercise and sports activities, contributing to enhancing the physical fitness of the Vietnamese people. Developing high-performance sports to reach regional and world standards. Implementing socialization in physical exercise and sports activities.
7- Effectively implementing national target programs on poverty reduction and employment; clean water and environmental sanitation in rural areas; population and family planning; prevention and control of certain social diseases, dangerous epidemics, and HIV/AIDS.
Transitioning the labor structure towards gradually reducing labor in agriculture. Concentrating on properly addressing issues of labor and employment, increasing income for workers. Ensuring the achievement of the targets of the socio-economic development program for mountainous, remote, and extremely difficult regions. Reforming policies and mechanisms for health care, medical examination, and treatment for the people, paying attention to the poor and ethnic minorities; developing preventive healthcare; completing planning, reinforcing, and upgrading hospitals and the primary healthcare network. Better caring for policy families and those who have contributed to the revolution. Implementing fundamental salary reform, consistent with socio-economic development.
8- Creating new and effective developments in research and application of scientific and technological achievements, especially information technology, biotechnology, new materials technology, etc., in production and business. Emphasizing the building of a team of scientific and technological talents. Harmoniously combining economic and social development with the rational use of natural resources, environmental protection, and improvement; in the short term, focusing on solving environmental pollution problems in industrial zones, residential areas, and craft villages; enhancing the effectiveness of environmental management, preventing actions that destroy resources.
9- Consolidating national defense and security, firmly safeguarding independence, sovereignty, territorial integrity, and security; maintaining political stability and social order and safety; raising vigilance, preventing, and combating every plot of hostile forces.
10- Continuing to implement the foreign policy of independence, autonomy, openness, diversification, and multilateralization of international relations. Vigorously promoting foreign economic activities as a key task. Proactively integrating into the global economy, enhancing the effectiveness of international cooperation.
11- Continuously reforming, improving the organization, and enhancing the effectiveness of judicial agencies' operations. Intensifying measures to combat crime. The People's Procuracy should effectively perform its prosecution and supervision functions over judicial activities. Reorganizing the People's Court system, reasonably dividing the jurisdiction among courts at different levels, ensuring fair trials according to the law.
12- Concentrating efforts on implementing the administrative reform campaign, which is a crucial factor determining the success of the reform period from 2001 to 2005.
Rationalizing the state apparatus in a streamlined manner suitable for new requirements. Ensuring centralized and unified management with effectiveness from central to local levels.
Enhancing the quality and capacity of the cadre and civil servant corps. Effectively implementing recruitment, training, retraining, rewarding, appointing civil servants with fixed terms, and rotating civil servants. Establishing specific accountability systems for cadres and civil servants. Resolutely dealing with or removing from the state apparatus those who have degenerated and changed character. Severely punishing corrupt and irresponsible individuals causing serious consequences.
Intensifying administrative procedural reform, resolutely combating bureaucratic, arrogant, autocratic, harassing, negligent, and undisciplined behaviors. Taking concrete and resolute measures to ensure effectiveness in resolving long-standing issues such as traffic accidents, increasing social evils, prolonged complaints, and accusations.
In addition to the major solutions mentioned above, the National Assembly advises the Government: the five-year plan 2001-2005 was developed under circumstances where not all significant changes and complex developments were anticipated globally; therefore, the implementation of the 2001 plan and the targets set for the 2002 plan did not achieve the average annual growth rate of GDP of 7.5%. Thus, it is necessary to promptly forecast and closely monitor global trends and emerging issues to make timely adjustments suitable to the actual situation, formulating specific solutions with more positive balances and higher targets to achieve the set objectives.
III- IMPLEMENTATION OF THE RESOLUTION ON THE FIVE-YEAR PLAN 2001-2005
Implementing the five-year plan 2001-2005 is the responsibility of the entire people, state agencies, all levels, sectors, the Vietnam Fatherland Front, and its member organizations.
The National Assembly, its agencies, the Delegations of National Assembly Members, and National Assembly Members continue to innovate their activities in all aspects, ensuring the effectiveness and efficiency of the National Assembly's operations increasingly improve. Innovate and perfect the legislative drafting process to complete a legal framework suitable for the requirements of implementing economic and social strategies and the demands of international economic integration. Strengthen and improve supervisory activities, effectively performing the National Assembly's and People's Councils' supervisory functions at all levels.
The Government needs to innovate and improve management operation methods, unify macro-management, clearly define the functions, tasks, and authorities of ministries. Delegate and decentralize to enhance the initiative of local governments, closely combine sectoral management with territorial management based on the principle of democratic centralism to successfully accomplish the political, economic, cultural-social, national defense-security, and foreign affairs tasks set out in the five-year plan (2001-2005). During the implementation of the five-year plan tasks, if there are changes requiring adjustments, the Government shall submit them to the National Assembly for consideration and decision at the nearest session.
People's Courts, People's Procuratorates, investigative agencies, and enforcement agencies need to enhance their sense of responsibility, quality, and effectiveness in investigative, prosecution, adjudication, enforcement, and judicial supervision activities, contributing to the effective implementation of tasks and measures approved by the National Assembly.
The Vietnam Fatherland Front and its member organizations encourage the people to play their role as masters, raise their patriotic spirit, actively implement the successful five-year plan (2001-2005), participate in supervising the activities of state agencies, elected representatives, and state officials.
The National Assembly calls on all compatriots, cadres, and soldiers throughout the country and overseas compatriots to strive to promote dynamism, creativity, thriftiness in production work and daily life, contribute human and material resources to build the country, and contribute to accelerating the comprehensive and synchronized renewal process, achieving success in the cause of building a prosperous people, strong country, equitable, democratic, and civilized society.
This Resolution was adopted by the tenth session of the tenth National Assembly of the Socialist Republic of Vietnam on December 25, 2001.
