ADOPTING TEMPORARILY THE UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS IN THE AGRICULTURE AND RURAL DEVELOPMENT SECTOR
THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to Decree No. 73/CP dated 1/11/1995 pursuant to the Government's Decree on the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
BASED ON THE GOVERNMENT'S DECREE NO. 52/1999/NĐ-CP DATED 08/7/1999, DECREE NO. 12/2000/NĐ-CP DATED 05/5/2000 AND DECREE NO. 07/2003/NĐ-CP DATED 30/1/2003 ON THE REGULATIONS ON INVESTMENT MANAGEMENT AND CONSTRUCTION;
AT THE PROPOSAL OF THE HEAD OF THE INVESTMENT AND CONSTRUCTION DEPARTMENT,
DECISION:
Article 1: ADOPTING TEMPORARILY THE UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS IN THE AGRICULTURE AND RURAL DEVELOPMENT SECTOR FOR SOME REGIONS AS FOLLOWS:
1. UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS FOR IRRIGATION WORKS SERVING RICE CULTIVATION (ANNEX 1): INCLUDING THE UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS FOR RESERVOIRS, DAMS, AND PUMPS.
2. UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS FOR FORESTRY (ANNEX 2): INCLUDING THE UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS FOR FOREST DEVELOPMENT, FOREST TREE SEEDLINGS FOR 1000 STANDARD TREES, AND MANUFACTURED WOOD PANELS.
Article 2:THE UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS IN THE AGRICULTURE AND RURAL DEVELOPMENT SECTOR, ADOPTED TEMPORARILY FOR SOME TYPES OF PROJECTS IN SOME REGIONS, IS A REFERENCE DOCUMENT FOR INVESTMENT PROJECTS MANAGED BY THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT, PROVIDING A BASIS FOR ESTIMATING THE INVESTMENT CAPITAL FOR CONSTRUCTION PROJECTS DURING THE INVESTMENT PREPARATION STAGE AND THE FORMULATION OF INVESTMENT PLANS.
Article 3: THIS DECISION SHALL TAKE EFFECT 15 DAYS FROM THE DATE OF SIGNATURE. DURING THE IMPLEMENTATION PERIOD, UNITS MUST CONTINUE TO STUDY, MONITOR, AND SUMMARIZE DATA TO PROVIDE A BASIS FOR COMPLETING THE UNIT COST INVESTMENT INDEX FOR CONSTRUCTION PROJECTS IN THE AGRICULTURE AND RURAL DEVELOPMENT SECTOR.
Article 4: THE CHIEF OF THE MINISTRY’S OFFICE; HEADS OF DEPARTMENTS AND BUREAUS UNDER THE MINISTRY; DIRECTORS OF PROJECT MANAGEMENT BOARDS; PROJECT SPONSORS; AND HEADS OF RELATED UNITS ARE RESPONSIBLE FOR ENFORCING THIS DECISION.
