Pursuant to the Quality of Goods Ordinance dated December 24, 1999;
Pursuant to the Government Decree No. 90/2002/NĐ-CP dated November 11, 2002 stipulating the functions, tasks, powers, and organizational structure of the Post and Telecommunications Ministry;
Pursuant to the Government Decree No. 179/2004/NĐ-CP dated October 21, 2004 stipulating state management over product and commodity quality.

Article 1. Attached to this Decision is the Industry Standard: Internet Access Service ADSL - Quality Standard, Code TCN 68 - 227: 2006.
Article 2. The Industry Standard set forth in Article 1 replaces the Industry Standard "Internet Access Service ADSL - Quality Standard", Code TCN 68 - 227: 2004 issued together with Decision No. 33/2004/QĐ-BBCVT dated July 29, 2004 of the Minister of Post and Telecommunications.
Article 3. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.
Article 4. The Heads of the Office, Directors of the Science and Technology Department, heads of subordinate agencies and units under the Post and Telecommunications Ministry, and related organizations and individuals are responsible for implementing this Decision.
