PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the reorganization, modernization, and development of state-owned forest enterprises;
Considering the proposal of the Minister of Agriculture and Rural Development and the Chairman of the People's Committee of Yen Bai Province,

Article 1. Approves the restructuring and modernization plan for state-owned forest enterprises directly under the People's Committee of Yen Bai Province as follows:
1. Reorganize the following forest enterprises into companies:
- Ngoi Lao Forest Enterprise,
- Viet Hung Forest Enterprise,
- Van Yen Forest Enterprise,
- Yen Binh Forest Enterprise,
- Thac Ba Forest Enterprise,
- Luc Yen Forest Enterprise,
- Van Chan Forest Enterprise.
2. Reorganize the following forest enterprises into forest management boards:
- Punghuong Forest Enterprise,
- Tramtau Forest Enterprise.
Article 2. Chairman of the People's Committee of Yen Bai Province:
1. Direct the implementation of the restructuring and modernization of state-owned forest enterprises as stipulated in Article 1 of this Decision.
2. Issue decisions to adjust the area and boundaries of land allocated to forest management boards and forestry companies in accordance with local forestry development plans and relevant laws on land, forest protection, and development.
Article 3. The Ministries of Agriculture and Rural Development, Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and related agencies shall cooperate with the People's Committee of Yen Bai Province in implementing this Plan.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Yen Bai Province and heads of related agencies are responsible for enforcing this Decision.
