Technical regulations on the model structure and content of the geographic base database at scales of 1:2000 and 1:5000

Pursuant to Decree No. 21/2013/NĐ-CP dated March 4, 2013, promulgated by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
Pursuant to Decree No. 12/2002/NĐ-CP dated January 22, 2002 of the Government on surveying and mapping activities;
At the proposal of the Director of the Vietnam National Survey and Mapping Agency, the Head of the Science and Technology Department, and the Head of the Legal Affairs Department;
The Minister of Natural Resources and Environment promulgates this Circular on technical regulations for the model structure and content of the geographic base database at scales of 1:2000 and 1:5000:
Article 1. Scope of Regulation
This Circular stipulates technical standards for the model structure and content of the geographic base database at scales of 1:2000 and 1:5000.
Article 2. Applicability
This Circular applies to agencies, organizations, and individuals involved in activities related to the construction, updating, and use of the model structure and content of the geographic base database at scales of 1:2000 and 1:5000.
Article 3. Technical requirements for the geographic base database at scales of 1:2000 and 1:5000
The coordinate reference system and technical standards for the model structure and content of the geographic base database shall be implemented in accordance with the national technical regulation on basic geographic information standards issued together with Circular No. 02/2013/TT-BTNMT dated March 19, 2012 of the Minister of Natural Resources and Environment (QCVN 42:2012/BTNMT); and Circular No. 973/2001/TT-TCĐC dated June 20, 2001 of the General Director of the General Land Administration (now the Ministry of Natural Resources and Environment) regarding guidance on the application of the coordinate reference system and the national coordinate system VN-2000.
Article 4. Content of technical regulations on the model structure and content of the geographic base database at scales of 1:2000 and 1:5000.
Technical regulations on the model structure and content of the geographic base database at scales of 1:2000 and 1:5000 include:
1. Regulations on the model structure and content of the geographic base database at scales of 1:2000 and 1:5000, implemented according to Appendix 1 attached to this Circular.
2. Regulations on data acquisition for the geographic base database at scales of 1:2000 and 1:5000, implemented according to Appendix 2 attached to this Circular.
3. Regulations on the quality of data for the geographic base database at scales of 1:2000 and 1:5000, implemented according to Appendix 3 attached to this Circular.
4. Regulations on the presentation of data for the geographic base database at scales of 1:2000 and 1:5000, implemented according to Appendix 4 attached to this Circular.
5. Regulations on the GML schema applied in the distribution of data for the geographic base database at scales of 1:2000 and 1:5000, implemented according to Appendix 5 attached to this Circular.
6. Regulations on the conceptual data model, temporal data model, and method of establishing geographic object catalogues as specified in Appendices 3, 4, and 5 of QCVN 42:2012/BTNMT.
Article 5. Effective Date
This Circular takes effect from October 28, 2014.
Article 6. Implementation Organization
1. Ministries, agencies under the Government, People's Committees of provinces and centrally governed cities, and relevant agencies, organizations, and individuals are responsible for implementing this Circular.
2. The Vietnam National Survey and Mapping Agency is responsible for guiding and supervising the implementation of this Circular.
During the implementation process, if there are any difficulties, agencies, organizations, and individuals should promptly report them to the Ministry of Natural Resources and Environment for consideration and decision.
