Article 1. Approves the Project "Dissemination and Popularization of Law for Rural People and Ethnic Minorities from 2009 to 2012" under the Program on Dissemination and Education of Law from 2008 to 2012 of the Government (attached hereto).

Article 2.This Decision takes effect from the date of issuance.

Article 3.The Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial and municipal People's Committees directly under the central government shall be responsible for implementing this Decision.

PROJECT

DISSEMINATION AND POPULARIZATION OF LAW FOR RURAL PEOPLE AND ETHNIC MINORITY GROUPS

I. NECESSITY OF BUILDING THE PROJECT

1. Political and Legal Basis for Building the Project

On December 7, 2007, the Government issued Resolution No. 61/2007/NQ-CP on continuing the implementation of Directive No. 32-CT/TW dated December 9, 2003 of the Central Committee of the Communist Party of Vietnam (the Ninth Congress) on strengthening the leadership of the Party in the work of dissemination and education of law, raising the awareness of law observance among cadres and people. Accordingly, the work of dissemination and education of law must be carried out regularly, continuously, widely, and at a higher quality level to make cadres and people, including rural people and ethnic minority groups, understand and strictly comply with the law, contributing to building a socialist rule-of-law state of the people, by the people, and for the people.

Resolution No. 26-NQ/TW dated August 5, 2008 of the Central Committee of the Communist Party on agriculture, farmers, and rural areas has set many goals, including the goal of "constantly improving the spiritual life of rural residents." Therefore, disseminating and popularizing law for rural people and ethnic minority groups will contribute to enhancing legal awareness and improving the spiritual life of rural people and ethnic minority groups.

In Decision No. 37/2008/QĐ-TTg dated March 12, 2008 of the Prime Minister approving the Program on Dissemination and Education of Law from 2008 to 2012, the Ministry of Agriculture and Rural Development was assigned to direct and guide the work of disseminating law for subjects within its management scope; take the lead and coordinate in building and effectively implementing the Project "Dissemination and Popularization of Law for Rural People and Ethnic Minority Groups."

2. Practical Basis for Building the Project

In recent years, the Party, State, ministries, sectors, localities, and political-social organizations at all levels have paid attention and concentrated on implementing activities to disseminate and popularize law for rural people and ethnic minority groups, thus achieving significant results, contributing to changing the perception of law among rural people and ethnic minority groups.

However, the work of disseminating and popularizing law for rural people and ethnic minority groups still has many limitations and does not meet requirements, as shown in the following points:

- The perception of law and compliance with the law among rural people and ethnic minority groups remains low and uneven. A considerable portion of rural people and ethnic minority groups still fail to correctly recognize and value the role of law.

- The perception of the work of disseminating and popularizing law for rural people and ethnic minority groups among state management agencies and cadres engaged in this work is still low; the position and role of this work have not been given due attention.

- The content of laws for dissemination and popularization has not been carefully selected, is not closely aligned with rural people and ethnic minority groups, lacks focus and key points.

- The forms of disseminating and popularizing law are not suitable for the living conditions of rural people and ethnic minority groups. The forms and methods of disseminating and popularizing law for rural people and ethnic minority groups have not been innovated, improved, lack creativity, and are not appropriate to each area and socio-economic conditions.

- The workforce engaged in the work of disseminating and popularizing law is insufficient in quantity and weak in quality, often part-time. Many agencies and units do not have dedicated machinery or specialized staff for this work, greatly affecting the effectiveness of the work of disseminating and popularizing law for rural people and ethnic minority groups. Although this workforce has been built with concern, they are still lacking, especially ethnic cadres and those who know ethnic languages. Most of the staff engaged in the work of disseminating and popularizing law are limited in professional skills and techniques, and a considerable portion still do not fully dedicate themselves to their work.

- Investment in material infrastructure, equipment, and means of dissemination and popularization of law for rural people and ethnic minority groups has not met the requirements of this work. There has been no mobilization of participation and contribution from agencies, organizations, and enterprises to create a comprehensive strength of the whole society participating in this work.

- The mechanism for coordination between administrative state agencies and agencies and organizations of the political system, particularly at commune, ward, and town levels, in the dissemination of law is not specific and effective. The role of the Steering Committee for the Work of Dissemination and Education of Law at both central and local levels has not been fully utilized.

With these bases, building and implementing the Project "Dissemination and Popularization of Law for Rural People and Ethnic Minority Groups" (hereinafter referred to as the Project) is necessary and will have practical effects.

II. GUIDING PRINCIPLES FOR BUILDING THE PROJECT

1. The construction and implementation of the Project must concretize the guiding viewpoints of the Party and the State on legal education and dissemination work in general, and on legal education and dissemination for rural residents and ethnic minority groups in particular, contributing to the implementation of the guidelines set forth in Resolution No. 26-NQ/TW dated August 5, 2008 of the Central Committee of the Communist Party of Vietnam on agriculture, farmers, and rural areas. The Project must ensure scientificity, feasibility, and maximize existing resources.

2. The construction and implementation of the Project must closely adhere to the objectives and requirements of the Legal Education and Dissemination Program from 2008 to 2012 issued together with Decision No. 37/2008/QĐ-TTg dated March 12, 2008 of the Prime Minister. At the same time, the Project must build upon the results of legal education and dissemination for rural residents and ethnic minority groups during the period of 2003-2007.

3. The Project must address the current limitations and inadequacies in legal education and dissemination for rural residents and ethnic minority groups; strengthen the workforce engaged in this work; improve the quality of legal education and dissemination materials; innovate and enhance the effectiveness of various methods and measures for legal education and dissemination; effectively coordinate between agencies involved in legal education and dissemination for rural residents and ethnic minority groups.

4. Legal education and dissemination for rural residents and ethnic minority groups must have a focus, combining with the implementation of programs and policies in specific fields currently being carried out in relation to the Project. Efficiently mobilize all resources and fully leverage the comprehensive strength of society to participate in legal education and dissemination for rural residents and ethnic minority groups.

III. OBJECTIVES AND SCOPE OF THE PROJECT

1. General Objective To disseminate and educate selected legal contents through appropriate forms to rural residents and ethnic minority groups in order to enhance their understanding of the law, create a strong shift in awareness regarding respect and compliance with the law, gradually form a habit of living and working according to the law among rural residents and ethnic minority groups.

2. Specific Objectives By the end of 2012, legal education and dissemination for rural residents and ethnic minority groups aim to achieve the following results: - At least 70% of rural residents and ethnic minority groups will be educated and disseminated about legal provisions in the fields of agriculture and rural development (crop cultivation, animal husbandry, forestry, salt industry, fisheries, water conservancy, rural development), ethnic policy, gender equality, marriage and family, prevention and control of domestic violence, and other relevant legal provisions suitable for each target group and region. - At least 95% of officials, civil servants, and employees working in agencies and units related to rural residents and ethnic minority groups will be equipped with legal knowledge in their respective professional fields.

3. Scope of the Project The Project will be implemented from 2009 to 2012 at the central level and in all localities throughout the country.

IV. CONTENTS OF THE PROJECT

1. Clearly define the legal contents and appropriate forms of legal education and dissemination for rural residents and ethnic minority groups, suitable for each region, linked to political tasks and socio-economic development requirements of the country, each locality, and each period.

2. Develop materials to serve legal education and dissemination activities for rural residents and ethnic minority groups.

3. Conduct dissemination of legal provisions directly related to the lives of rural residents and ethnic minority groups:

- Educate and disseminate laws on agriculture and rural development for rural residents, suitable for each target group and region.

- Educate and disseminate legal provisions, procedures, and processes regarding citizens' rights, obligations, and benefits in complying with the law and implementing ethnic policies for ethnic minority groups, suitable for each target group and region.

- Educate and disseminate laws on gender equality, marriage and family, prevention and control of domestic violence, trafficking in women and children, adoption, complaints and denunciations, drugs, prostitution, crime prevention, and other relevant legal provisions concerning the rights and obligations of rural women and ethnic minority women, suitable for each target group and region.

4. Mobilize all social resources to participate in legal education and dissemination activities for rural residents and ethnic minority groups.

5. Establish management mechanisms and coordination between the Ministry of Agriculture and Rural Development and related agencies and organizations in implementing the Project.

6. Direct, guide, organize, inspect, supervise, review, and summarize the implementation of the Project. (The Project's activities are divided into four Sub-Projects as detailed in the attached Appendix).

V. IMPLEMENTATION SOLUTIONS FOR THE PROJECT

1. Survey and pilot legal education and dissemination activities for rural residents and ethnic minority groups.

a) Organize surveys in some localities and regions to determine the appropriate legal contents and forms for educating and disseminating laws to rural residents and ethnic minority groups.

b) Establish pilot models for disseminating and popularizing laws to rural residents and ethnic minority groups that are suitable to local conditions and target groups, to draw lessons and replicate them widely. - Establish pilot models at the commune level for disseminating and popularizing laws to rural residents and ethnic minority groups in some localities. - Train and enhance the professional skills of the staff involved in disseminating and popularizing laws, provide financial support and working conditions for the staff of the pilot models. - Provide legal materials; support equipment for the activities of disseminating and popularizing laws of the pilot models. - Evaluate, summarize experiences and replicate the pilot models when they demonstrate effectiveness in practice.

2. Develop and improve institutional mechanisms for the work of disseminating and popularizing laws to rural residents and ethnic minority groups; strengthen coordination and cooperation among agencies and units in this work. Develop and promulgate:

- Regulations on the operation of the Steering Committee of the Project at the central level

- Regulations on coordinating the implementation of activities under the Project between the Steering Committee of the Project at the central level and agencies and organizations implementing the Project at the local level.

- Regulations on coordination between Party committees, governments, and mass organizations such as trade unions and youth leagues in the work of disseminating and educating laws to rural residents and ethnic minority groups at agencies and organizations implementing the Project.

3. Professional and technical solutions for disseminating and popularizing laws to rural residents and ethnic minority groups

a) Build a cadre force for the work of disseminating and popularizing laws to rural residents and ethnic minority groups; organize the implementation and promotion of the Project.

- Review the implementation of the work of disseminating and popularizing laws to rural residents and ethnic minority groups; consolidate and improve the Coordination Council for the work of disseminating and educating laws of the agencies implementing the Project.

- Review and consolidate the cadre force of legal propagandists down to the grassroots level; train and enhance their professional knowledge and skills in the agencies managing state affairs, local authorities at all levels, Women's Unions, Farmers' Unions at all levels, and units under the Ministry of Agriculture and Rural Development and the Committee for Ethnic Minorities.

- Promote and train the implementation of the Project at the central and local levels for the cadre force engaged in disseminating and popularizing laws.

- Inform and promote the position and role of the work of disseminating and popularizing laws to the cadre force engaged in disseminating and popularizing laws to rural residents and ethnic minority groups.

- Provide legal materials to the cadre force engaged in disseminating and popularizing laws. - Enhance the knowledge and skills of the cadre force in disseminating and popularizing laws, specifically:

+ For cadres managing the work of disseminating and popularizing laws to rural residents and ethnic minority groups: organize training and seminars on legal knowledge in agricultural and rural development fields, ethnic policies, gender equality, marriage and family, prevention and control of domestic violence, and other relevant legal provisions tailored to each group and area; enhance organizational and management capabilities and presentation skills for those managing the work of disseminating and popularizing laws.

+ For those directly engaged in the work of disseminating and popularizing laws to rural residents and ethnic minority groups: provide training and supply legal knowledge in agricultural and rural development fields, ethnic policies, gender equality, marriage and family, prevention and control of domestic violence, and other relevant legal provisions tailored to each group and area; train and enhance their legal dissemination and popularization skills; organize courses according to the legal dissemination and popularization training program; train and enhance ethnic languages for those engaged in disseminating and popularizing laws to ethnic minorities; train legal knowledge, legal dissemination and popularization skills, and situation handling skills for grassroots-level propagandists and disseminators.

b) Develop materials for disseminating and popularizing laws to rural residents and ethnic minority groups

- Review, analyze, and compile existing and currently used legal dissemination and popularization materials for the Project's target groups in participating agencies and organizations and other agencies and organizations at all levels.

- Collect, select, compile new or revise and update legal contents on agricultural and rural development fields, ethnic policies, gender equality, marriage and family, prevention and control of domestic violence, and other relevant legal provisions in existing and currently used legal dissemination materials.

- Compile a framework for disseminating and popularizing laws for the cadre force engaged in disseminating and popularizing laws to rural residents and ethnic minority groups. - Compile general legal books, pamphlets for disseminating and popularizing laws to rural residents and ethnic minority groups.

- Compile legal materials in ethnic languages for disseminating and popularizing laws to ethnic minorities.

- Develop short plays with legal dissemination and popularization content (audio, video); legal columns and programs on newspapers and radio for rural residents and ethnic minority groups...

c) Utilize appropriate forms of disseminating and popularizing laws for different target groups and specific conditions of agencies, units, and localities.

- Review the existing and currently used forms of disseminating and popularizing laws to rural residents and ethnic minority groups in participating agencies and organizations and other agencies and organizations at all levels; evaluate and utilize effective dissemination methods.

Depending on the specific circumstances and characteristics of each subject and area, the following forms shall be flexibly applied to disseminate and popularize laws among rural residents and ethnic minority groups:

- Organizing various forms of oral legal dissemination: conducting training sessions, specialized talks, integrating into meetings, and individual oral dissemination.

- Disseminating and popularizing laws through the press, grassroots broadcasting networks, and the Internet.

- Organizing legal knowledge contests.

- Disseminating and popularizing laws through activities such as legal club meetings, legal counseling, legal aid, grassroots mediation, and handling violations of laws.

- Leveraging the role of village elders and headmen in disseminating laws to ethnic minority groups.

- Linking the dissemination and popularization of laws for rural residents with the implementation of local village covenants.

- Implementing the integration of legal dissemination and popularization for rural residents and ethnic minority groups through legal club activities, legal aid, legal counseling, grassroots mediation, and other ongoing programs and projects.

4. Investing financial resources and material infrastructure for the dissemination and popularization of laws among rural residents and ethnic minority groups; linking the implementation of the Project with the implementation of other Programs and Projects at the local level.

Ensuring sufficient funding from the state budget for the dissemination and popularization of laws among rural residents and ethnic minority groups.

Investing in material infrastructure, equipment, and means to meet the requirements of legal dissemination and popularization for rural residents and ethnic minority groups.

Mobilizing the voluntary participation and contributions of agencies, organizations, enterprises, and individuals for the dissemination and popularization of laws among rural residents and ethnic minority groups.

Integrating the implementation of the Project with the implementation of other Programs, Projects, and Proposals at the local level.

5. Maximizing strength and enhancing close cooperation among agencies, organizations, and individuals in the dissemination and popularization of laws among rural residents and ethnic minority groups. Mobilizing the participation of the entire political system from central to local levels; strengthening mechanisms for coordination among ministries, sectors, localities, and social-political organizations in implementing the dissemination and popularization of laws among rural residents and ethnic minority groups. Mobilizing the comprehensive strength of society, international support, and cooperation for the dissemination and popularization of laws among rural residents and ethnic minority groups.

6. Regularly organizing inspections and supervision; periodically summarizing and concluding the implementation of the Project. Annually, the Ministry of Agriculture and Rural Development shall take the lead, coordinate with relevant agencies and organizations to build and implement the Project, develop plans, and establish inspection teams to check the implementation of the Project in localities. Agencies, organizations, and localities shall inspect the implementation of the Project within their assigned scope, report on the implementation of the Project within their assigned scope to the Ministry of Agriculture and Rural Development, summarize and conclude the implementation of the Project within their assigned scope. The Ministry of Agriculture and Rural Development shall be responsible for compiling and reporting the results of the Project's implementation to the Government's Steering Committee for Popularizing and Educating Laws. Lead the mid-term review of the Project's implementation in 2010, and conclude the Project's implementation in 2012.

VI. IMPLEMENTATION

1. Implementation Schedule The Project's implementation is divided into two phases as follows:

Phase I: From 2009 to the end of 2010, the following tasks will be carried out:

Drafting the Project for approval by the Prime Minister; establishing the Project Management Board; developing and perfecting the institutional framework for legal dissemination and popularization, issuing necessary documents for management, operation, and implementation of the Project; conducting demand surveys; piloting models of legal dissemination and popularization in some communes in provinces across three regions: North, Central, and South; building human resources for legal dissemination and popularization among rural residents and ethnic minority groups; compiling legal materials for legal dissemination and popularization among rural residents and ethnic minority groups; organizing the dissemination of laws through appropriate forms of dissemination and popularization suitable for different subjects, rolling out according to priority order; checking the implementation of Project contents; summarizing the Project's implementation.

Phase II: From 2011 to the end of 2012, the following tasks will be carried out:

Continuing activities to build human resources for legal dissemination and popularization among rural residents and ethnic minority groups; revising and perfecting legal materials for legal dissemination and popularization among rural residents and ethnic minority groups; continuing to organize the dissemination of laws through dissemination methods using compiled and revised legal materials; checking the implementation of Project contents; concluding the Project in the fourth quarter of 2012.

2. Project Management Organization:

- Establishing the Project Management Board at the central level, headed by one Deputy Minister of the Ministry of Agriculture and Rural Development, with members being representatives of leaders from the Ministry of Justice, the National Ethnic Minorities Commission, the Vietnam Women's Union Central Committee, the Vietnam Farmers' Union Central Committee, and representatives of leaders from the Departments of the Ministries of Finance, Defense, Public Security, Culture, Sports and Tourism, Information and Communications.

- The Steering Committee of the Project shall be responsible for promulgating and organizing the implementation of the operational regulations of the Committee; guiding, inspecting, urging the organization and implementation of the Project; directing and coordinating activities of the Project to ensure close cooperation and unity nationwide and within specific localities; summarizing, concluding, and evaluating the implementation of the Project nationwide, proposing specific measures to enhance the effectiveness of the Project's operations; recommending the Prime Minister and the Ministry of Justice to commend collectives and individuals with outstanding achievements in the work of disseminating laws to rural residents and ethnic minority groups.

- The Secretariat assisting the Steering Committee of the Project shall be established and assigned tasks by the Chairperson of the Committee.

- Agencies and organizations assigned to lead activities of the Project shall be responsible for establishing working groups or specialized units to direct, manage, and oversee the implementation of their assigned tasks; closely coordinating with the Steering Committee to implement activities of the Project.

3. Assignment of Responsibilities:

a) The Ministry of Agriculture and Rural Development:

- Leading the development and effective implementation of the Project; establishing the Steering Committee of the Project; compiling and developing the activity plan of the Committee; organizing inspections of the Project's activities nationwide.

- Directing and implementing Sub-Project 1: "Dissemination and Promotion of Laws on Agricultural and Rural Development Fields to Rural Residents," including activities such as surveys; compiling legal materials on agricultural and rural development fields; training and enhancing the capacity of the legal dissemination workforce; organizing legal dissemination; pilot and model replication activities; monitoring and evaluating Sub-Project 1.

- Participating and coordinating with agencies and organizations within the Project to organize legal dissemination in areas under their responsibility.

- Summarizing the results of the Project, reporting to the Prime Minister, and sending to the Ministry of Justice at the beginning of December each year.

b) The National Ethnic Minorities Committee:

- Directing and implementing Sub-Project 2: "Dissemination and Promotion of Laws to Ethnic Minority Groups," including activities such as surveys; compiling legal materials on ethnic policies; training and enhancing the capacity of the legal dissemination workforce; organizing legal dissemination; pilot and model replication activities; monitoring and evaluating Sub-Project 2.

- Participating and coordinating with agencies and organizations within the Project to organize legal dissemination in areas under their responsibility.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

c) The Central Vietnam Farmers' Union:

- Directing and implementing Sub-Project 3: "Mobilizing Farmers' Participation in Legal Dissemination and Promotion Activities in Rural Areas," aimed at mobilizing social resources to participate in legal dissemination activities for rural residents and ethnic minority groups, including activities such as surveys; compiling legal materials; training and enhancing the capacity of the legal dissemination workforce of the Union; organizing legal dissemination; pilot and model replication activities; monitoring and evaluating Sub-Project 3.

- Participating and coordinating with agencies and organizations within the Project to organize legal dissemination in areas under their responsibility.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

d) The Women's Union Central Committee:

- Directing and implementing Sub-Project 4: "Dissemination and Promotion of Laws to Rural Women and Ethnic Minority Women;" promoting legal provisions on gender equality; marriage and family; prevention and control of domestic violence for rural women and ethnic minority women, including activities such as surveys; compiling legal materials; training and enhancing the capacity of the legal dissemination workforce of the Union; organizing legal dissemination; pilot and model replication activities; monitoring and evaluating Sub-Project 4.

- Participating and coordinating with agencies and organizations within the Project to organize legal dissemination in areas under their responsibility.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

đ) The Ministry of Justice:

- Advising on methods for implementing the Project; coordinating with Project-executing agencies to develop legal material sets, train skills and expertise for the legal dissemination workforce for rural residents and ethnic minority groups.

- Leading the implementation of certain Project contents according to the assignment of the Steering Committee of the Project. - Preparing the budget estimate for the assigned Project content.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

e) The Ministry of Finance:

- Ensuring sufficient funding and guiding its use for the implementation of the Project.

- Coordinating with the Ministry of Agriculture and Rural Development and related agencies to direct the implementation of Project contents.

g) The Ministry of National Defense:

- Directing subordinate agencies and units to coordinate with the Ministry of Agriculture and Rural Development and related agencies to implement Project contents.

- Leading the implementation of certain Project contents according to the assignment of the Steering Committee of the Project.

- Preparing the budget estimate for the assigned Project content.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

h) The Ministry of Public Security:

- Directing village police forces to coordinate with the Ministry of Agriculture and Rural Development and agencies and organizations within the Project to implement Project contents.

- Leading the implementation of certain Project contents according to the assignment of the Steering Committee of the Project.

- Preparing the budget estimate for the assigned Project content.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

i) The Ministry of Culture, Sports and Tourism:

- Directing grassroots cultural institutions (cultural houses, cultural centers, mobile information teams, mobile film projection teams) to coordinate with the Ministry of Agriculture and Rural Development, agencies and organizations within the Project to implement Project contents.

- Leading the implementation of certain Project contents according to the assignment of the Steering Committee of the Project.

- Preparing the budget estimate for the assigned Project content.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

k) The Ministry of Information and Communications:

- Directing legal journalists and editors of newspapers, radio stations, online news portals, and personnel working at rural cultural postal offices to coordinate with the Ministry of Agriculture and Rural Development, agencies and organizations within the Project to implement Project contents.

- Leading the implementation of certain Project contents according to the assignment of the Steering Committee of the Project.

- Preparing the budget estimate for the assigned Project content.

- Regularly reporting the results of the assigned Project content to the Ministry of Agriculture and Rural Development before November 15th each year.

l) Relevant Ministries and Agencies: In accordance with their functions and tasks and as stipulated in Decision No. 37/2008/QĐ-TTg dated March 12, 2008 of the Government on approving the program for popularizing and educating the law from 2008 to 2012, relevant ministries and agencies shall cooperate with the Ministry of Agriculture and Rural Development and other organizations involved in implementing the activities of this Project.

m) People's Committees of provinces and centrally governed cities

- Cooperate with the Ministry of Agriculture and Rural Development and other organizations involved in implementing the activities of the Project in accordance with their functions and tasks and as stipulated in Decision No. 37/2008/QĐ-TTg dated March 12, 2008 of the Government on approving the program for popularizing and educating the law from 2008 to 2012.

- Direct the Department of Agriculture and Rural Development, ethnic affairs agencies, women's affairs agencies, farmers' affairs agencies, and specialized agencies to conduct surveys as a basis for disseminating and popularizing laws among rural residents and ethnic minority groups; develop plans, direct, organize, and implement the Project at the local level; report the results of implementation before November 15 each year to the Ministry of Agriculture and Rural Development for consolidation and reporting to the Prime Minister.

- Allocate staff to work on disseminating and popularizing laws.

- Proactively ensure funding from the local budget, coordinate with relevant ministries, agencies, and organizations to implement the Project within the local area.

- Integrate the contents of the Project with related programs and projects currently being implemented at the local level; adopt policies to encourage and mobilize resources to support and contribute to the dissemination and popularization of laws among rural residents and ethnic minority groups.

VII. FUNDING FOR IMPLEMENTATION OF THE PROJECT

1. The funding for implementing the Project is provided by the state budget according to the current classification and other sources of funds raised and sponsored. The estimated total funding for implementing the Project is 75,298 million VND, including:

- Central budget: 51,758 million VND

- Local budget: 23,540 million VND.

2. For the annual funding of the Project provided by the central budget, ministries, agencies, and central bodies assigned to lead the implementation of sub-projects shall be responsible for preparing detailed budgets (the portion funded by the central budget) and submit them to the Ministry of Finance (after obtaining the opinion of the Ministry of Agriculture and Rural Development) for review and allocation into the annual budget of the leading agencies of the sub-projects.

3. Funding for implementing the Project at the local level is allocated from the local budget. Annually, the People's Committees of provinces and centrally governed cities shall base on the activities of the Project within their jurisdiction, prepare budgets and submit them to the People's Councils at the same level for approval.

4. The preparation of detailed annual budgets shall be carried out in accordance with the provisions of the State Budget Law based on the contents of the Project approved by the Prime Minister. Ministries, agencies, localities, and organizations assigned to implement the contents of the Project must be responsible for settling accounts with the Ministry of Finance regarding the budget and report to the Ministry of Agriculture and Rural Development for consolidation and reporting of the overall Project.

VIII. BENEFICIARIES AND EFFECTS OF THE PROJECT

1. Beneficiaries of the Project

- Rural residents; - Ethnic minority groups;

- Officials and civil servants working in agencies and units related to rural residents and ethnic minority groups;

- Legal education propagandists at the commune level.

2. Economic and Social Effects of the Project Enhance awareness and responsibility of all levels, sectors, and mass organizations in disseminating and popularizing laws among rural residents and ethnic minority groups.

Create mechanisms for coordination in managing, directing, and guiding the implementation of laws. Make the dissemination and popularization of laws among rural residents and ethnic minority groups a regular activity in state management by ministries, agencies, and localities.

Affirm the position and role of legal education and dissemination in practice, gradually combat and prevent negative behaviors, maintain national security and social order; contribute to timely resolving complaints and petitions of the people, preventing hotspots in rural areas.

Actively combat corruption, promote thrift, and oppose waste. Promote gender equality, improve the spiritual life, capacity, and status of rural residents and ethnic minority groups.

Help rural residents and ethnic minority groups protect their rights and legitimate interests, reduce losses when participating in economic and civil relations. Contribute to industrialization and modernization of agriculture and rural areas; contribute to poverty alleviation; economic and social development combined with environmental protection.

Assist rural residents and ethnic minority groups in protecting their lawful rights and interests, reducing losses when participating in economic and civil relations.
