On issuing the framework for monitoring and evaluating based on the results of implementing
the five-year socio-economic development plan from 2006 to 2010
THE MINISTER OF PLANNING AND INVESTMENT
Pursuant to Decree No. 61/2003/NĐ-CP dated June 6, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to Resolution No. 56/2006/QH11 of the National Assembly, tenth session, ninth meeting, on the five-year socio-economic development plan from 2006 to 2010;
Pursuant to Resolution No. 25/2006/NQ-CP dated October 9, 2006 of the Government promulgating the program of action of the Government to implement the Resolution of the 10th National Party Congress and the Resolution of the National Assembly, tenth session, on the five-year socio-economic development plan from 2006 to 2010;
Pursuant to Decree No. 99/2006/NĐ-CP dated September 15, 2006 of the Government on inspection work for the implementation of policies, strategies, plans, and programs;
Based on the proposal of the Director of the Department of National Economic Synthesis.
DECISION:
Article 1. To issue the framework for monitoring and evaluating based on the results of implementing the five-year socio-economic development plan from 2006 to 2010 (hereinafter referred to as the five-year monitoring and evaluation framework) attached hereto.
12/2025/TT-BNNMT dated June 19, 2025 issued by the Minister of Agriculture and EnvironmentMinistries, ministerial-level agencies, government agencies, central agencies, provincial People's Committees (hereinafter referred to as ministries, sectors, and localities) shall organize monitoring and evaluation of the implementation situation according to specific targets assigned in the five-year monitoring and evaluation framework attached hereto.
Article 3. Based on the five-year monitoring and evaluation framework attached hereto and the characteristics of each sector, field, region, ministries, sectors, and localities shall develop and issue the framework for monitoring and evaluating based on the results of implementing the five-year socio-economic development plan from 2006 to 2010 of their respective sectors and localities.
Article 4. Responsibilities for reporting and time for submission of reports
1. The agencies mentioned in Article 2 of this Decision shall be responsible for preparing periodic annual reports, mid-term reports (every two years), and final reports on the implementation of the five-year plan from 2006 to 2010, and submit them to the Ministry of Planning and Investment and the Office of the Government for consolidation and submission to the Prime Minister.
2. Time for submission of reports:
By July 20 of each year, along with the annual plan report, ministries, sectors, and localities shall submit reports on the implementation of the first six months of the year and the estimated full-year implementation (for annual indicators); reports on the implementation of the two-year plan (for indicators reported every two years) and cumulative up to the reporting year as specified in the five-year monitoring and evaluation framework attached hereto. For the 2007 report, it must be submitted by August 31, 2007.
By November 20, ministries, sectors, and localities shall submit updated reports on the implementation of the full-year plan and cumulative up to the reporting year.
By March 31, ministries, sectors, and localities shall submit supplementary reports on the implementation of the previous year's plan and cumulative up to the reporting year.
Article 5.This Decision takes effect fifteen days after its publication in the Official Gazette.
Article 6.Ministries, ministerial-level agencies, government agencies, central agencies, provincial People's Committees shall be responsible for implementing this Decision.
During the process of implementation, if there are difficulties or issues, ministries, sectors, and localities shall reflect these and send them to the Ministry of Planning and Investment for resolution./.
