ARTICLE 2. SUPPORT POLICY FOR CHILDREN WITH CONGENITAL HEART DISEASES IN EACH ROUND OF EXAMINATION AND HEART SURGERY
1. SUPPORT FOR EXPENSES RELATED TO EXAMINATIONS AND HEART SURGERIES.
a) The Health Insurance Fund will pay examination and heart surgery expenses according to the laws on health insurance.
b) Local budgets will cover the portion of expenses not covered by the Health Insurance Fund.
2. SUPPORT FOR MEALS AND TRAVEL.
a) Local budgets will provide meal support at a rate of VND 50,000 per child per day, for a maximum period of 15 days.
b) Local budgets will provide travel support based on the standard public transportation fare.
1. SOURCES OF FUNDS FOR IMPLEMENTATION:
1. The funding for the implementation of the policy on exemption and subsidy of tuition fees shall be guaranteed by the state budget in accordance with the provisions of the law on the decentralization of budget management.
a) The Health Insurance Fund;
b) State budget;
c) Child Welfare Fund, Fund for Diagnosis and Treatment of the Poor; support from organizations and individuals both domestically and internationally; other lawful sources of funds.
2. IMPLEMENTATION MECHANISM.
a) During the period 2013-2015, for localities that must use local budgets to implement part of this policy, the central government budget will support as follows:
- The central government budget will fully fund additional financial needs for localities that have not achieved budget self-sufficiency and the province of Quang Ngai.
- The central government budget will fund 50% of additional financial needs for localities with a distribution ratio of revenue below 50%.
- Other localities will be responsible for their own local budgets.
b) The Prime Minister will stipulate the mechanism for central government budget support to local budgets to implement part of this policy after 2015.
c) Based on specific conditions of each locality, the Chairman of the Provincial People's Committee will determine the level of meal and travel support for the objects of this Decision but it shall not be lower than the levels specified in this Decision.
d) Medical examinations related to heart surgery and heart surgery for children under this Decision shall only be carried out at state medical facilities that have signed contracts with health insurance organizations.
e) The Child Welfare Fund, Fund for Diagnosis and Treatment of the Poor, and domestic and international organizations will mobilize resources to support localities in implementing this policy; support children from near-poor families to join health insurance.
1. The Ministry of Labor, Invalids, and Social Affairs shall take the lead, coordinate with relevant ministries, sectors, and provincial people's committees: To organize the implementation of this Decision nationwide; guide, inspect, compile reports on the implementation of this Decision and report periodically to the Prime Minister; organize mid-term and final reviews of the implementation of this Decision.
Article 4. Organization of Implementation
2. The Ministry of Finance shall take the lead, coordinate with the Ministry of Labor, Invalids, and Social Affairs and relevant agencies: To guide the implementation of central government budget support to local budgets in accordance with current regulations to implement this Decision during the period 2013-2015; study and submit to the Prime Minister mechanisms for central government budget support to local budgets to implement this Decision after 2015.
3. The Ministry of Health shall take the lead, coordinate with relevant agencies: Direct and guide state medical facilities that have signed contracts with health insurance organizations to implement this Decision; study and reasonably supplement medicines, chemicals, medical supplies, medical equipment, and medical services used for examinations related to heart surgery and heart surgery into the list of medicines, chemicals, medical supplies, medical equipment, and medical services within the scope of benefits for health insurance participants; issue technical regulations and standardized treatment guidelines for heart surgeries for children with congenital heart diseases; establish comprehensive cost standards for one round of examinations related to heart surgery and heart surgery for children with congenital heart diseases.
4. The Vietnam Social Security shall direct and guide local social security offices: To pay examination and heart surgery expenses for children with congenital heart diseases under this Decision in accordance with the laws on health insurance; conduct audits to evaluate the rationality of the use of medicines, chemicals, medical supplies, medical equipment, and medical services outside the Health Insurance Fund payment list, serving as the basis for local budgets to pay the portion of expenses not covered by the Health Insurance Fund.
- Direct the Department of Labor, Invalids, and Social Affairs to take the lead, coordinate with relevant local authorities to implement this Decision locally.
5. Provincial People's Committees under the central government:
- Allocate funds in the annual local budget plan submitted to the Provincial People's Council for approval to implement this Decision.
- Inspect, audit, evaluate, and periodically review the implementation of this Decision locally, report to the Ministry of Labor, Invalids, and Social Affairs for compilation and reporting to the Prime Minister.
1. This Decision takes effect from November 20, 2013.
Article 5. Effectiveness and Responsibility for Implementation
2. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Heads of agencies and organizations concerned, Chairmen of provincial and municipal people's committees directly under the Central Government are responsible for enforcing this Decision./.
2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Heads of agencies and organizations concerned, Chairpersons of provincial People's Committees under the central government shall be responsible for implementing this Decision./.
