RESOLUTION
On the five-year socio-economic development plan for 2006-2010
THE NATIONAL ASSEMBLY OF THE SOCIALIST REPUBLIC OF VIETNAM
Pursuant to Article 84 of the Constitution of the Socialist Republic of Vietnam promulgated in 1992, as amended and supplemented by Resolution No. 51/2001/QH10 dated December 25, 2001 of the 10th National Assembly, 10th session;
Based on the consideration of the Government's report, reports from the National Assembly's agencies, relevant agencies, and opinions of National Assembly deputies;
RESOLUTION:
The National Assembly basically agrees with the Government's report on the assessment of the implementation of the five-year socio-economic development plan for 2001-2005 and the orientation for socio-economic development for 2006-2010 with general objectives, tasks, key indicators, and main solutions; hereby resolves:
I. GENERAL OBJECTIVES AND KEY INDICATORS
1. General objectives:
Accelerate economic growth, enhance the efficiency and sustainability of development, and quickly bring the country out of underdevelopment. Significantly improve the material, cultural, and spiritual life of the people. Vigorously promote industrialization, modernization, and the development of knowledge-based economy, laying a foundation for the country to become basically a modern industrialized nation by 2020. Maintain political stability and social order and security. Firmly protect national independence, sovereignty, territorial integrity, and national security. Continue to consolidate and expand external relations, enhancing Vietnam's position in the region and internationally.
2. Key indicators for the five years and up to 2010:
a) On Economy
- Gross Domestic Product (GDP) in 2010 at constant prices will be more than 2.1 times that of 2000. Annual GDP growth rate of 7.5 - 8%, striving to reach over 8%. Average GDP per capita at current prices will be equivalent to 1,050 - 1,100 USD.
- Industry structure within GDP: agriculture sector about 15 - 16%; industry and construction 43 - 44%; services 40 - 41%.
- Export turnover increasing by 16% annually.
- Ratio of annual GDP mobilized into the state budget reaching 21 - 22%.
- Social investment annually reaching about 40% of GDP.
b) On Society
- Population growth rate approximately 1.14%.
- Agricultural labor force accounting for less than 50% of total social labor force.
- Creating jobs for over 8 million workers; urban unemployment rate below 5%.
- Poverty rate remaining at 10 - 11%.
- Completing universal secondary education; trained labor force accounting for 40% of total social labor force.
- Rate of malnutrition among children under 5 years old dropping below 20%.
c) On Environment
- Forest coverage rate 42 - 43%.
- Urban population using clean water at 95%, rural population at 75%.
- All new production facilities must apply clean technology or be equipped with pollution reduction and waste treatment devices at 100%; over 50% of production and business establishments meeting environmental standards; constructing wastewater treatment systems in all cities classified as type 3 and above, 50% of cities classified as type 4, and all industrial zones and export processing zones; 80 - 90% of solid waste and 100% of medical waste collected and treated to meet environmental standards.
II. MAJOR TASKS AND SOLUTIONS OF THE FIVE-YEAR SOCIO-ECONOMIC DEVELOPMENT PLAN FOR 2006-2010
1. Fully exploit all potential and resources to accelerate economic growth; create breakthroughs in infrastructure construction, synchronous restructuring of the economic structure, and enhancing the competitiveness of the economy.
Improve management mechanisms and policies for development investment, eliminate the "request-grant" mechanism, address the issue of scattered investment, prevent wastage and arrears, and strengthen quality management of basic construction projects.
Increase deep investment, create qualitative changes in agricultural production and comprehensive rural economic development. Restructure agriculture and rural economy towards industrialization and modernization; enhance research and application of scientific and technological progress in production, preservation, and processing. Form high-tech agricultural production areas and develop them on a large scale.
Continue to maintain high growth rates while improving product quality, industrial production efficiency, and the competitiveness of the industry to maintain and expand domestic and international markets. Focus on developing selectively some industries with potential, high-tech products. Promote the development of energy industry, production industry of important means of production, and industries attracting many workers, promoting economic infrastructure development for industrialization and modernization.
Achieve a leap forward in the service sector. Enhance the quality of traditional service sectors. Develop new types of services. Develop and enhance the competitiveness of service sectors with potential. Reform fundamentally the management mechanism and service provision methods - a breakthrough to advance the process of socializing cultural and social fields to a new level of development.
2. Actively integrate more deeply into the regional and global economies. Effectively implement commitments with countries and international organizations regarding trade, investment, services, and other areas. Prepare well the conditions for implementing commitments after Vietnam joins the World Trade Organization (WTO). Take advantage of favorable conditions, leverage advantages, and mitigate adverse impacts of integration to enhance attraction of capital, technology, and advanced management experience. To ensure the effectiveness of commitments with countries and international organizations regarding trade, investment, services, and other areas. Prepare favorable conditions for implementing commitments after our country joins the World Trade Organization (WTO). Take advantage of favorable conditions, leverage strengths, and minimize adverse impacts during integration to enhance the attraction of capital, technology, and advanced management experience.
3. Create a favorable environment for business development; focus on improving the quality and efficiency of production and business activities of enterprises; rapidly increase exports, attract capital and technology, especially high-tech technology to reduce production costs and enhance the competitiveness of enterprises. Complete the restructuring, renewal, and shareholding reform of state-owned enterprises in accordance with the Enterprise Law. Vigorously develop enterprises under various economic sectors without size limitations, aiming for approximately 500,000 enterprises by 2010. 4. Continue to innovate and improve institutions while respecting the objective requirements of competition in each region concerning natural resources, geographical location, human resources, inter-industry, and inter-regional connections. Enact transparent policies to develop key economic regions into driving forces for the national economy. Focus on developing mountainous, border, ethnic minority, and other difficult areas through mechanisms and direct State support to narrow the gap in development levels, income, and living standards between regions and ethnic groups.

5. Strengthen national financial capacity. Mobilize and utilize effectively all state and social financial resources, both domestic and foreign, for investment and development.
Reform the state financial management mechanism and state budget management to ensure the central government's leading role, enhance decentralization, increase authority while emphasizing responsibility at all levels of budget and budget-using units. Improve the effectiveness and transparency in the use and management of state funds, creating significant changes in control, strengthening state audit work to prevent waste, loss, and corruption of state money and assets.
Build and implement flexible monetary policy to ensure macroeconomic stability, control inflation, and guarantee the safety of the banking system, improve credit quality. Effectively mobilize capital sources linked to innovation, increasing the ability to supply capital for development. Implement flexible exchange rate policies; reform payment methods towards increasing non-cash payment means, enhancing the convertibility of the Vietnamese currency.
Enhance the quality and effectiveness of analysis and forecasting work; strengthen measures to manage and control market fluctuations and prices, proactively address adverse impacts of global price fluctuations, prices of key raw materials and consumer goods, ensuring integration requirements while controlling inflation, creating a stable environment for production development and improving people's living standards.
Continue implementing salary reform. Study and uniformly apply the minimum wage level between domestic enterprises and foreign-invested enterprises. Address unreasonable aspects of salaries and income of civil servants and public officials within state agencies, political organizations, and socio-political organizations; income of retirees and other groups receiving state policies.
6. Develop the economy and society of territorial regions towards leveraging advantages and competitiveness of each region regarding natural resources, geographical location, human resources, inter-industry and inter-regional connections. Enact transparent policies to develop key economic zones into driving forces for the national economy. Emphasize the development of mountainous, border, ethnic minority regions, and other difficult areas through state mechanisms and direct support to narrow the gap in development levels, income, and living standards between regions and ethnic groups. timely eliminate administrative procedures that cause inconvenience to the operations of organizations and individuals, hindering the country's development. Improve the organizational structure of state agencies towards efficiency, effectiveness, and suitability with new requirements; clearly define the functions, tasks, and responsibilities of each agency and unit. Strictly adhere to discipline, regulations, and service conduct. Enhance the moral qualities, capabilities, responsibilities, and service awareness of the cadre and civil servant workforce, particularly those in leadership positions within agencies and units. Timely identify and strictly handle cadres and civil servants who violate laws, degenerate, become corrupt, bureaucratize, or abuse power.
7. Organize the effective implementation according to schedule of important national projects and programs approved by the National Assembly for investment proposals and approved projects, national target programs. The implementation of these projects, programs must aim to achieve the economic and social development goals set out in the 2006-2010 five-year plan; focusing on growth targets, economic structure transformation, poverty reduction, job creation, education and training development, disease prevention and health care for the people...
8. Continue comprehensive educational and training reforms. Develop reasonable scale, while promoting socialization, standardization, modernization to improve the quality of education and training. Ensure the quality of educational program reform at all levels of general education; higher education reform; prioritize the development of vocational education to ensure a reasonable human resource structure, meeting the needs of industrialization, modernization of the country and labor export. Concentrate investment on priority targets, national programs for education and vocational training; support policy beneficiaries, ethnic minorities, disabled children, people in particularly difficult economic and social conditions, mountainous islands and border areas. Pay attention to nurturing talented students, scientific talents. Continue building a progressive Vietnamese culture rich in national identity - the goal and spiritual foundation of society. Preserve and promote traditional cultural values, encourage and create conditions for the whole society to participate in physical education and sports activities. Ensure conditions to promote physical education in schools and armed forces; develop various forms of mass sports, focusing on improving the health of the elderly, the disabled, and children. Continue implementing and expanding the process of professionalizing high-performance sports.
9. Enhance capacity and reform management mechanisms and organizational activities in science and technology. Accelerate the pace of technological innovation in various economic sectors, develop high-tech and modernize traditional technology. Gradually develop information technology and biotechnology into fast-growing industries to meet domestic demand and exports. Harmonize economic and social development with rational and efficient use of natural resources, environmental protection and improvement; focus on solving environmental pollution in industrial zones, residential areas, craft villages, large cities; enhance the effectiveness of state management over environmental protection. Implement the strategic orientation for sustainable development in Vietnam. Organize the implementation at all levels and sectors of Agenda 21 on sustainable development.10. Implement measures to control population growth rates. Improve population quality and reasonable distribution among regions. Develop appropriate planning and policies to respond to the trend of structural changes in the rural and urban population.
Continue to implement the judicial reform strategy, complete the organization and operation of investigative agencies, prosecution offices, courts, enforcement agencies, and auxiliary judicial organizations, effectively combat various types of crimes, especially organized crimes, to create a healthy environment for socio-economic development.
Prioritize state investment funds and social capital mobilization to address employment issues. Improve the quality and efficiency of labor force utilization. Continue to adjust the labor structure towards reducing the proportion of agricultural, forestry, and fishery workers, increasing the proportion of industrial and construction workers, especially service sector workers in the total workforce. Focus on vocational training and job creation for farmers. Effectively implement the labor export program, increase the ratio of skilled workers. Collect social insurance premiums accurately and fully, prepare and implement voluntary social insurance and unemployment insurance for workers.
Diversify resources and methods, effectively implement national target programs to eliminate hunger and reduce poverty, and employment resolution programs; encourage legitimate wealth accumulation. Concentrate investments in building economic and social infrastructure and assist the poor in self-improvement. Vigorously implement special support policies for production development, particularly agricultural land; provide housing, clean water, vocational training, and job creation for impoverished ethnic minorities, remote areas, and extremely difficult regions; prevent re-poverty; strengthen socialization in anti-hunger and poverty reduction efforts.
Upgrade and develop primary healthcare networks, preventive healthcare, provincial and district general hospitals, regional health centers, and specialized medical facilities based on promoting socialization in healthcare activities. Enhance surveillance, detection, and control of diseases, especially HIV/AIDS and newly emerging diseases. Effectively implement free healthcare policies for children under six years old, social health insurance for the poor, elderly, and policy beneficiaries. Through social health insurance, reduce hospital fees for children over six from poor families. Develop and improve the quality of social health insurance, effectively implement voluntary social health insurance, gradually advancing towards universal social health insurance.
Implement preferential policies for those who have made contributions to the nation, families of martyrs and wounded veterans, policies for the elderly, disabled, and other social welfare recipients. Develop the social security network. Prevent and gradually eliminate social evils such as drug abuse, prostitution, and trafficking in women and children.
11. Enhance the qualifications, material and spiritual life of women. Train and nurture women's participation in social activities, leadership, and management at all levels; create conditions for women to play roles in all aspects of political, economic, cultural, and social life. Combat and prevent domestic violence. Respect and ensure that children fulfill their rights and obligations before their families and society according to international conventions on children's rights and Vietnamese laws on child protection and education. Implement the Youth Law and the National Strategy for Youth Development, creating conditions for young people to play a proactive and voluntary role in completing tasks. Implement policies and laws ensuring freedom of belief and religion. Create conditions for religious organizations to participate in social activities, contributing to the country's construction and development.
12. Strengthen defense and security capabilities, be proactive in all situations, firmly protect national independence, sovereignty, territorial integrity, and security, contributing to maintaining political stability and social order and safety. Vigorously develop the defense industry, combining defense requirements with civilian needs. Generate comprehensive strength in foreign activities to serve the goal of maintaining political stability and security, developing the national economy, enhancing competitiveness domestically and internationally, and promptly and effectively responding to emerging international issues.
13. Promptly complete and ensure the consistency of the legal system to meet the requirements of building a socialist rule-of-law state. Continue to innovate and enhance the quality of legislative work, ensuring legal provisions are specific, clear, and transparent to gradually reduce the issuance of detailed regulations and implementation guidelines. Regularly and effectively organize the inspection, audit, and supervision of the issuance of detailed regulations and implementation guidelines for laws, ordinances, and resolutions; compliance with laws in all social activities. 14. Vigorously promote administrative reform; implement democracy in all fields. Timely review and remove administrative procedures that cause inconvenience to organizational and individual activities, hindering national development. Streamline the organizational structure of state agencies towards efficiency and effectiveness, suitable for new requirements; clearly define the functions, responsibilities, and duties of each agency and unit. Strictly maintain discipline, rules, and service systems. Enhance the moral qualities, capabilities, responsibilities, and service awareness of the cadre and civil servant corps, especially leaders and heads of units. Timely detect and strictly handle cadres and civil servants who violate laws, degenerate, become corrupt, bureaucratic, or autocratic.
Continue to implement the judicial reform strategy, perfect the organization and operation of investigative agencies, prosecution offices, courts, enforcement agencies, and judicial auxiliary organizations, effectively combat various types of crime, especially organized crime, creating a healthy environment for economic and social development.Organize the implementation of the increased authority for district courts through the establishment of regional courts according to the Judicial Reform Strategy.
15. Effectively implement the Law on Anti-Corruption and the Law on Implementation.Organize the implementation of regional court systems at the district level in accordance with the Judicial Reform Strategy to appropriately increase the authority of district courts.
15. Effectively organize the implementation of the Anti-Corruption Law and the Implementation Law.
Organize the reasonable implementation of increasing the jurisdiction of district courts through the establishment of regional courts in accordance with the Judicial Reform Strategy.
15. Organize the effective implementation of the Law on Prevention and Combating Corruption and the Law on Inspection.Promote thrift and combat waste. Ensure transparency and fairness in financial and budgetary decisions of the state. Resolutely handle individuals engaged in corruption regardless of their positions, take measures to resolutely recover assets for the State, and minimize losses in corruption cases. Timely and appropriately reward whistleblowers and those who contribute to fighting corruption, and provide protective measures for them. Emphasize the responsibility of leaders of agencies, organizations, and units in preventing and dealing with individuals involved in corrupt activities, covering up, obstructing anti-corruption efforts, or misusing accusations of corruption to frame others, causing internal discord, and hindering management.
III. IMPLEMENTATION
Implementing the five-year socio-economic development plan from 2006 to 2010 is the task of all levels, sectors, agencies, units, and strata of the people.
The Government shall develop specific action programs, submit them to the National Assembly for approval on the annual plan; direct relevant sectors and levels to proactively organize the successful implementation of the goals and tasks of the five-year socio-economic development plan from 2006 to 2010.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of National Assembly members, National Assembly deputies, People's Councils at all levels, and People's Council deputies shall enhance their supervisory responsibilities over the implementation of this Resolution.
The Vietnam Fatherland Front and its member organizations shall carry out supervision, mobilize all strata of the people to play their role as masters, actively implement the socio-economic development plan.
The National Assembly calls upon all compatriots, cadres, and soldiers throughout the country and our compatriots abroad to raise the spirit of patriotic emulation, fully utilize their dynamism and creativity, overcome all difficulties and challenges, contribute to the comprehensive and synchronized renewal process, and successfully achieve the goals and tasks of the five-year socio-economic development plan from 2006 to 2010.
This Resolution was adopted by the National Assembly of the Socialist Republic of Vietnam, the eleventh session, ninth meeting, on June 29, 2006.
