Issuing the Regulations on National Student Excellence Selection Examinations

Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law, and Decree No. 31/2011/NĐ-CP dated May 11, 2011 of the Government amending and supplementing certain provisions of Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
At the proposal of the Director of the Department of Testing and Quality Assurance,
The Minister of Education and Training hereby decides:
Article 1. To issue the Regulations on National Student Excellence Selection Examinations together with this Circular.
Article 2. This Circular replaces Decision No. 52/2006/QĐ-BGDĐT dated December 29, 2006 of the Minister of Education and Training promulgating the Regulations on Student Excellence Selection Examinations and Decision No. 68/2007/QĐ-BGDĐT dated November 6, 2007, Decision No. 70/2008/QĐ-BGDĐT dated December 22, 2008, Circular No. 04/2010/TT-BGDĐT dated February 11, 2010, and Circular No. 31/2010/TT-BGDĐT dated November 18, 2010 of the Minister of Education and Training regarding amendments and supplements to certain provisions of the Regulations on Student Excellence Selection Examinations issued together with Decision No. 52/2006/QĐ-BGDĐT dated December 29, 2006 of the Minister of Education and Training.
Directors of Departments of Education and Training, Directors of the Vietnam National University in Hanoi, Directors of the Vietnam National University in Ho Chi Minh City, Principals of universities having specialized high schools and Principals of boarding secondary schools for ethnic minorities under the Ministry of Education and Training shall refer to the Regulations on National Student Excellence Selection Examinations to specify the organization of local and unit-level student excellence selection examinations.
Article 3. This Circular takes effect from January 9, 2012.
Article 4. The Head of the Office, the Director of the Testing and Quality Assurance Department, Heads of units related to the Ministry of Education and Training, Chairpersons of People's Committees of provinces and centrally governed cities, Directors of Departments of Education and Training, Directors of the Vietnam National University in Hanoi, Directors of the Vietnam National University in Ho Chi Minh City, Principals of universities having specialized high schools and Principals of boarding secondary schools for ethnic minorities under the Ministry of Education and Training are responsible for implementing this Circular.
