CIRCULAR

Issuing economic-technical norms
to establish administrative maps at all levels

Pursuant to Decree No. 36/2017/NĐ-CP dated April 4, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;

Pursuant to Decree No. 45/2015/NĐ-CP dated May 6, 2015 of the Government on surveying and mapping activities;

At the proposal of the Director of the Vietnam National Survey, Mapping and Geoinformation Center, the Director of the Department of Planning and Finance, and the Director of the Legal Department;

The Minister of Natural Resources and Environment issues this Circular on economic-technical norms for establishing administrative maps at all levels.

Article 1.|This Circular annexes economic-technical norms for establishing administrative maps at all levels.

Article 2.|This Circular takes effect from February 1, 2018.

Article 3.|Ministries, ministerial-level agencies, government-affiliated agencies, provincial People's Committees under central cities, units under the Ministry of Natural Resources and Environment, provincial Departments of Natural Resources and Environment under central cities, and related organizations and individuals are responsible for implementing this Circular.

In the course of implementation, if there are difficulties or obstacles, please reflect them to the Ministry of Natural Resources and Environment for consideration and appropriate amendments and supplements.

  2. Applicability

  • Economic-technical norms (ET-Norms) are used to calculate unit prices, serve as a basis for preparing budgets and final accounts of completed products of projects, works, and tasks on establishing administrative maps at all levels carried out by agencies, organizations, and individuals when there are no consolidated norms.

ET-Norms are used to serve production management of basic production units and compilation of consolidated norms for production management by state management agencies.

Plotter A0 Economic-technical norms include the following component norms:
  1. Labor norms: labor norms (hereinafter referred to as Labor Norms) are the direct working time necessary to produce a product. The content of labor norms includes:

    1. Work content: specifies basic operations to perform a work step.

      1. Difficulty classification: specifies key factors affecting the execution of a work step as a basis for difficulty classification.

      2. Staffing: determines the number and technical grade of workers performing the work.

      3. The technical grade of work is determined based on the worker's technical grade according to current legal regulations.

Norms: specify the direct working time required to produce one unit of product; unit of measurement is hours/unit of product.

  1. Working days (shifts) are calculated as 8 hours of work.

Material and equipment norms

  1. Material and equipment norms include material usage norms, tool usage norms (tools, equipment), and equipment usage norms (machines).

  • Material usage norms: the quantity of materials needed to produce one unit of product.

  • Tool usage norms: the time (shifts) that workers directly use tools to produce one unit of product.

  • Equipment usage norms: the time (shifts) that workers directly use equipment to produce one unit of product.

  • Service life of tools (wear and tear period), equipment (depreciation period) is the time specified for using tools and equipment in normal production activities consistent with the economic-technical parameters of the tools and equipment.

  • Service life of tools is determined by statistical methods; unit of measurement is months.

  • Depreciation period of equipment is according to current legal regulations.

  • Small tool and accessory rates are calculated at 5% of the tool rate in the tool norm table.

  • Minor material and loss rates are calculated at 8% of the material rate in the material norm table.

  • 6. Application of norms

6.1. Norms specified for different sheet sizes are calculated according to the ratio set forth in the table below:

New establishment (or reprint with revision) norms for county-level administrative maps (difficulty level 1) are specified for counties with less than 35 communes. For counties with 35 communes or more, the norms are calculated at 1.2 times the specified norms.

  1. PRINTING AND PRODUCTION NORMS

  2. Printing norms for the printing process of administrative maps are specified for a print run of 300 copies/sheet. When the print run changes, the amount is recalculated proportionally.

Part II

ECONOMIC-TECHNICAL NORMS

  1. Establishing new administrative maps at all levels

    1. Labor norm

      1. Content of work

        1. Technical editing of administrative maps at all levels

Technical editing is based on the study of the content and technical requirements of the Economic and Technical Justification or the Approved Engineering Design and Budget or Project.

  1. Collecting and evaluating documents

  • Collecting documents in accordance with the provisions of the Economic and Technical Justification or the Approved Engineering Design and Budget or Project.

  • Determining the appropriate usage plan according to the provisions of the Economic and Technical Justification or the Approved Engineering Design and Budget or Project.

  1. Developing a detailed editing plan

  • Handling and using existing documents;

  • Identifying missing documents or information that need to be collected and supplemented through field surveys;

  • Specifying indicators representing administrative map content suitable for the characteristics of each geographic area of the map.

  1. Designing a symbol library, classifying content elements

  2. Designing a symbol library according to technical regulations requirements;

  3. Designing a symbol library, classifying content elements, data storage directories ensuring completeness, logic, ease of editing and data search operations, and suitability for the map establishment editing environment;

  4. The symbol library, classifying content elements used to build the author's version of the administrative map in accordance with technical standards issued by competent state agencies.

    1. Building the digital author's version of administrative maps at all levels

  1. Preparing documents

Qi/

Studying technical editing and related documents; preparing map documents, databases, software; copying standard files to the specified directory; creating storage directories.

  1. Establishing mathematical basis

Determining the map frame; dividing into sections, numbering sections; determining longitude and latitude; selecting national coordinate points and elevations; noting scale and building map scale rulers.

  1. Editing content elements

  • Selecting, summarizing, and presenting administrative map content elements ensuring content criteria stipulated in Clause 2, Article 22, Circular No. 47/2014/TT-BTNMT dated August 22, 2014 of the Minister of Natural Resources and Environment regarding technical regulations for establishing administrative maps at all levels.

  • Printing film for field survey purposes.

  1. Conducting field survey

Verifying and correcting existing map content elements according to actual conditions; supplementing new map content elements appearing in the field; collecting documents, maps, data, and legal normative documents serving updates and editing in the office.

d) Updating survey results

Transferring survey results onto the digital author's version of the map and from other collected local documents.

  1. Standardizing the content of the digital author's version

Presenting administrative map content elements; presenting supplementary maps; area and population tables; explanatory notes and other contents.

  1. Finalizing the author's version of administrative maps at all levels

  1. Editing and presenting the author's version content: re-editing some digital author's version content elements to match printed paper maps.

  2. Printing the author's version for inspection, correction, and confirmation by the acceptance unit and competent state agencies.

  1. Color separation editing: Editing file formats in EPS format.

  2. Printing, film coating, and checking: Checking color-separated printing file on the machine, printing color-separated film. Completing results, serving final inspection and submission.

Type 1: district-level administrative maps.

Type 2: provincial-level administrative maps established at scales greater than 1:50,000.

Type 3: provincial-level administrative maps established at scales less than 1:50,000.

Type 4: provincial-level administrative maps of centrally-administered cities and provinces of Quang Ninh, Thanh Hoa, Nghe An; national administrative maps.
