CIRCULAR
Issuing National Technical Regulations on
"Fire Prevention and Fighting Equipment"
Pursuant to the Law on Fire Prevention and Fighting 2001;
Pursuant to the Law Amending and Supplementing Certain Provisions of the Law on Fire Prevention and Fighting 2023;
Based on the Law on Animal Husbandry 2018;
Pursuant to the Law on People's Police 2018;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Regulations and Standards;
Pursuant to Decree No. 78/2018/NĐ-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing the implementation of certain provisions of the Law on Technical Regulations and Standards;
Pursuant to Decree No. 01/2018/NĐ-CP dated August 6, 2018 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Public Security;
Pursuant to Decree No. 136/2020/NĐ-CP dated November 24, 2020 of the Government detailing certain provisions and measures for implementing the Law on Fire Prevention and Fighting and the Law Amending and Supplementing Certain Provisions of the Law on Fire Prevention and Fighting;
At the proposal of the Fire Prevention, Firefighting, and Rescue Police Department;
The Minister of Public Security issues this Circular promulgating the National Technical Regulation on "Fire Prevention and Fighting Equipment".
Article 1. Attached to this Circular is the National Technical Regulation "Fire Prevention and Fighting Equipment - QCVN 03:2023/BCA".
Article 2. Effective Date
This Circular shall take effect from April 1, 2024, and replace Circular No. 123/2021/TT-BCA dated December 28, 2021 of the Minister of Public Security promulgating the National Technical Regulation QCVN 03:2021/BCA on Fire Prevention and Fighting Equipment.
Article 3. Implementation Organization
2. Heads of units under the Ministry, Provincial Police Directors, and related organizations and individuals are responsible for implementing this Circular.
2. Heads of units under the Ministry, Directors of Public Security Departments of provinces and centrally governed cities, and related agencies, organizations, and individuals are responsible for implementing this Circular.
In the course of implementation, if any difficulties arise, local public security agencies, related agencies, organizations, and individuals shall report to the Ministry of Public Security (through the Fire Prevention, Firefighting, and Rescue Police Department) for timely guidance./.
