THE MINISTER OF THE MINISTRY OF HOME AFFAIRS
WHEREAS, Decree No. 48/2008/ND-CP dated April 17, 2008 of the Government stipulates the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
WHEREAS, Decree No. 18/2010/ND-CP dated March 5, 2010 of the Government on training and capacity building for civil servants;
WHEREAS, Circular No. 03/2011/TT-BNV dated January 25, 2011 of the Ministry of Home Affairs guiding the implementation of certain provisions of Decree No. 18/2010/ND-CP dated March 5, 2010 of the Government on training and capacity building for civil servants;
WHEREAS, the conclusions of the Appraisal Board on the Training Program for the Rank of Civil Servant Staff;

Article 1. APPROVES AND ISSUES THE TRAINING PROGRAM FOR THE RANK OF CIVIL SERVANT STAFF, INCLUDING:

- GUIDELINES FOR IMPLEMENTING THE TRAINING PROGRAM FOR THE RANK OF CIVIL SERVANT STAFF.
Article 2. This Decision takes effect from the date of signature.
The Director of the Office of the Ministry; Heads of the Department of Training and Capacity Building for Civil Servants; Institutes, Schools, Centers for Training and Capacity Building for Civil Servants under the Ministry, Ministries equivalent to the Ministry, and Government Agencies; Provincial Political Colleges under provincial-level cities directly under the Central Government; Heads of related units are responsible for implementing this Decision./.
