Regarding the approval of key trade promotion programs

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Resolution No. 05/2002/NQ-CP;
Considering the proposal of the Minister of Trade in the report No. 1264/TM-XTTM dated April 1, 2003,
DECISION:
Article 1. Approve the contents of the programs and the entities implementing the key trade promotion programs (in areas such as commercial information; export advisory services; training activities; trade fairs, market surveys; national brand and product promotion; infrastructure development for trade promotion; electronic commerce; other promotional activities) as detailed in Appendix I attached to the report No. 1264/TM-XTTM dated April 1, 2003 of the Ministry of Trade.
During implementation, the Ministry of Trade will work specifically with relevant ministries, state-owned corporations, associations, and industry chambers to further refine the key trade promotion programs for 2003 and subsequent years 2004-2005.
Article 2. Delegate the Minister of Trade, based on the approved program contents stipulated in Article 1 of this Decision, to approve specific activity programs as detailed in Appendix IV attached to the report No. 1264/TM-XTTM dated April 1, 2003 of the Ministry of Trade.
Article 3. Delegate the Minister of Finance, based on the key programs in each area and the specific trade promotion activity programs that have been approved, current regulations regarding budget usage (through the annual Export Support Fund) allocated for trade promotion and export promotion purposes, to consider and approve direct funding support for the program sponsors.
Article 4. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 5. The Ministers, Heads of ministerial-level agencies, Heads of government-affiliated agencies, Chairmen of Management Councils, General Directors of state-owned corporations, and related organizations are responsible for enforcing this Decision./.
