CIRCULAR
Supplementing the Table of Contents of the State Budget

Pursuant to the State Budget Law No. 01/2002/QH11 dated December 16, 2002;
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Decree No. 116/2010/NĐ-CP dated December 24, 2010 of the Government on policies for cadres, civil servants, public officials, and personnel receiving salaries in the armed forces working in areas with particularly difficult socio-economic conditions;
Implementing Circular No. 178/TTg-NC dated February 16, 2011 of the Prime Minister regarding the supplementation of the Project "Enhancing Educational and Vocational Training Capacity for Prisoners in Detention Centers" into the list of Projects under the National Target Program on Crime Prevention and Control for 2011;
To meet the requirements of state budget management, the Ministry of Finance supplements the Table of Contents of the State Budget issued pursuant to Decision No. 33/2008/QĐ-BTC dated June 2, 2008 of the Minister of Finance on the issuance of the System of the Table of Contents of the State Budget and Circular No. 30/2011/TT-BTC dated March 2, 2011 of the Ministry of Finance supplementing the Table of Contents of the State Budget. Specifically as follows:
Article 1. Supplementing sub-item 6100 "Subsidy for Salary":
Supplementing Sub-item 6121 "Subsidy for Long-term Service in Areas with Particularly Difficult Socio-Economic Conditions".
Article 2. Supplementing the project code of the National Target Program on Crime Prevention and Control (Project Code 0130):
Supplementing Project Code 0141: Project "Enhancing Educational and Vocational Training Capacity for Prisoners in Detention Centers".
Article 3. Implementation Organization:
1. This Circular takes effect from June 20, 2011.
2. In the course of implementation, if there are difficulties, it is requested that agencies, organizations, and individuals promptly reflect them to the Ministry of Finance for research and specific guidance.
