REGULATIONS ON THE LEVEL OF COLLECTION AND PAYMENT OF FEES FOR ISSUING PASSPORTS, TRAVEL DOCUMENTS, EXIT PERMITS, AB STAMPS, FEES FOR ISSUING LICENSES TO MANAGE FIREWORKS, FEES FOR ISSUING LICENSES TO MANAGE WEAPONS, EXPLOSIVES, AND ASSISTANCE TOOLS
Pursuant to the Law on Fees and Charges dated November 25, 2015;
Pursuant to Decree No. 87/2017/NĐ-CP dated July 26, 2017, issued by the Government, stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Pursuant to Directive No. 11/CT-TTg dated March 4, 2020 of the Prime Minister on urgent tasks and solutions to address difficulties in production and business operations and ensure social welfare in response to the COVID-19 pandemic;
At the request of the Director of the Tax Policy Department;
The Minister of Finance issues this Circular regulating the level of collection and payment of fees for issuing passports, travel documents, exit permits, AB stamps, fees for issuing licenses to manage fireworks, fees for issuing licenses to manage weapons, explosives, and assistance tools.
Article 1. Level of Collection and Payment of Fees for Issuing Passports, Travel Documents, Exit Permits, and AB Stamps
Vietnamese citizens when applying to competent authorities in Vietnam for issuance of documents related to passports, travel, exit, shall pay the fee as follows:
1. From the date this Circular takes effect until December 31, 2020, pay the fee at 80% of the level specified in Part I of the Fee Schedule issued together with Circular No. 219/2016/TT-BTC dated November 10, 2016 of the Minister of Finance on the level of collection, payment system, management, and use of fees and charges in the field of exit, entry, transit, and residence in Vietnam (hereinafter referred to as Circular No. 219/2016/TT-BTC).
During the period of validity of this Circular, no fee will be paid for issuing passports, travel documents, exit permits, and AB stamps according to the level specified in Part I of the Fee Schedule issued together with Circular No. 219/2016/TT-BTC.
2. From January 1, 2021 onwards, pay the fee for issuing passports, travel documents, exit permits, and AB stamps according to the level specified in Part I of the Fee Schedule issued together with Circular No. 219/2016/TT-BTC.
Article 2. Level of Collection and Payment of Fees for Issuing Licenses to Manage Fireworks, Fees for Issuing Licenses to Manage Weapons, Explosives, and Assistance Tools
Organizations when obtaining from competent public security authorities licenses to import and export fireworks; licenses to use, transport, purchase, carry, and repair various types of weapons, explosives, and assistance tools shall pay the fee as follows:
1. From the date this Circular takes effect until December 31, 2020, pay the fee at 80% of the level specified in Parts III and IV of Article 1 of Circular No. 23/2019/TT-BTC dated April 19, 2019 of the Minister of Finance amending and supplementing some articles of Circular No. 218/2016/TT-BTC dated November 10, 2016 on the level of collection, payment system, management, and use of fees for condition assessment in the field of security; fees for examination and certification of security guard skills; fees for issuing licenses to manage fireworks; fees for issuing licenses to manage weapons, explosives, and assistance tools (hereinafter referred to as Circular No. 23/2019/TT-BTC).
During the period of validity of this Circular, no fee will be paid for issuing licenses to manage fireworks and fees for issuing licenses to manage weapons, explosives, and assistance tools according to the levels specified in Parts III and IV of Article 1 of Circular No. 23/2019/TT-BTC.
2. From January 1, 2021 onwards, pay the fee for issuing licenses to manage fireworks and fees for issuing licenses to manage weapons, explosives, and assistance tools according to the provisions in Parts III and IV of Article 1 of Circular No. 23/2019/TT-BTC.
Article 3. Implementation Provisions
1. This Circular takes effect from June 12, 2020 to December 31, 2020.
2. Provisions regarding the scope of regulation, applicable subjects; organization of fee collection; subjects exempted from paying fees; declaration and payment of fees; refund of fees; management of fees; revenue receipts, publicizing the fee collection system, and other related contents not regulated in this Circular shall be implemented in accordance with Circular No. 218/2016/TT-BTC, Circular No. 23/2019/TT-BTC, Circular No. 219/2016/TT-BTC, and Circular No. 41/2020/TT-BTC dated May 18, 2020 of the Minister of Finance amending and supplementing some articles of Circular No. 219/2016/TT-BTC.
3. During the implementation process, if there are any difficulties, organizations and individuals are requested to promptly report to the Ministry of Finance for research and supplementary guidance.
