Decree No. 57/2022/NĐ-CP stipulates the list of narcotic substances and precursors, classified into four groups: absolutely prohibited for use, limited use for research, testing, criminal identification, or medical purposes; and two groups of precursors. This document applies to the management of narcotic substances and precursors in Vietnam.

Regulations on Lists of Narcotic Drugs and Precursors
Pursuant to the Law on the Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on the Organization of the Government and the Law on the Organization of Local Authorities dated November 22, 2019;on November 22, 2019;
Pursuant to Decree No. 88/2020/NĐ-CP dated July 28, 2020 of the Government detailing and guiding the implementation of some provisions of the Labor Safety and Health Law on mandatory work injury and occupational disease insurance;Pursuant to the Law on Narcotics dated March 30, 2021;
Pursuant to the Criminal Code dated November 27, 2015 and the Law Amending and Supplementing Certain Provisions of the Criminal Codeto amend and supplement some articles of the Criminal Code dated June 20, 2017;
Pursuant to the Law on Chemicals dated November 21, 2007;Pursuant to the Law on Business

At the proposal of the Ministry in the forestry sector, this Circular takes effect from February 1, 2024.of Public Security;
The Government promulgates this Decree stipulating lists of narcotic drugs and precursors.
Article 1. Lists of narcotic drugs and precursors
Attached to this Decree are the following lists of narcotic drugs and precursors:
List I: Narcotic drugs absolutely prohibited for use in medical and social life; their use for research, testing, forensic examination, and criminal investigation according to special regulations of competent authorities.
List II: Narcotic drugs limited for use in research, testing, forensic examination, and criminal investigation or in the medical field according to regulations of competent authorities.
List III: Narcotic drugs for use in research, testing, forensic examination, and criminal investigation or in the medical and veterinary fields according to regulations of competent authorities.
List IV: Precursors (IVA: Essential precursors participating in the structure of narcotic drugs; IVB: Chemicals, solvents, and catalysts used in the production process of narcotic drugs).
Article 2. Responsibilities for Implementation
1. The Minister of Public Security, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, Chairpersons of provincial and centrally-administered city People's Committees, and related organizations and individuals shall be responsible for implementing this Decree.
2. The Ministry of Agriculture and Rural Development shall be responsible for managing veterinary drugs containing narcotic drugs and precursors, and narcotic drugs and precursors used as raw materials for producing veterinary drugs, in accordance with Decree No. 105/2021/NĐ-CP dated December 4, 2021 of the Government detailing and guiding implementation of certain provisions of the Law on Prevention and Control of Narcotic Drugs.
3. When new substances not included in the lists of narcotic drugs and precursors attached to this Decree are found to be related to illegal purposes or as specified in the three United Nations Conventions on Narcotic Drugs, the Ministry of Public Security shall be responsible for coordinating with the Ministry of Health, the Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Agriculture and Rural Development, and relevant agencies to examine and submit to the Government for amending and supplementing and announcing these lists.
Article 3. Effectiveness
1. This Decree takes effect from August 25, 2022.
2. Decree No. 73/2018/NĐ-CP dated May 15, 2018 of the Government stipulating lists of narcotic drugs and precursors; and Decree No. 60/2020/NĐ-CP dated May 29, 2020 of the Government amending and supplementing lists of narcotic drugs and precursors issued together with Decree No. 73/2018/NĐ-CP dated May 15, 2018 of the Government stipulating lists of narcotic drugs and precursors shall cease to be effective from the date this Decree takes effect.
