CIRCULAR
Regulations on the Training and Competency Development Program for Seafarers and Marine Pilots

Pursuant to the Maritime Code of Vietnam dated November 25, 2015;
Pursuant to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended;
Pursuant to Decree No. 29/2017/NĐ-CP dated March 20, 2017 of the Government stipulating conditions for training institutions, training organizations, and recruitment and supply of seafarers; Decree No. 147/2018/NĐ-CP dated October 24, 2018 of the Government amending and supplementing certain articles of decrees on business conditions in the maritime sector; Decree No. 69/2022/NĐ-CP dated September 23, 2022 of the Government amending and supplementing certain articles of decrees related to business activities in the maritime sector; Decree No. 74/2023/NĐ-CP dated October 11, 2023 of the Government amending and supplementing certain articles of decrees related to administrative procedure classification in the maritime sector;
Pursuant to Decree No. 56/2022/NĐ-CP dated August 24, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Transport;

PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the training and competency development program for seafarers and marine pilots, including:
1. Professional upgrading programs and short-term training programs.
2. Advanced training programs.
3. Supplementary training programs.
4. Vocational training programs.
5. Pilot training programs.
6. Maritime English language training programs.
Article 2. Applicability
This Circular applies to training and competency development institutions for seafarers and marine pilots (hereinafter referred to as training and competency development institutions) and agencies, organizations, and individuals related to the training and competency development of seafarers and marine pilots.
Chapter II
REGULATIONS ON THE TRAINING AND COMPETENCY DEVELOPMENT PROGRAM FOR SEAFARERS AND MARINE PILOTS
Article 3. Professional Upgrading Programs and Short-Term Training Programs
1. The professional upgrading program for the examination and issuance of the Certificate of Competency for Chief Officer of vessels of 3,000 GT and above, as specified in Appendix 01 attached hereto.
2. The professional upgrading program for the examination and issuance of the Certificate of Competency for Chief Officer of vessels from 500 GT to less than 3,000 GT, as specified in Appendix 02 attached hereto.
3. The professional upgrading program for the examination and issuance of the Certificate of Competency for Chief Officer of vessels under 500 GT (near-shore voyage), as specified in Appendix 03 attached hereto.
4. The short-term training program for the examination and issuance of the Certificate of Competency for Master of vessels under 50 GT near-shore voyage, as specified in Appendix 04 attached hereto.
5. The professional upgrading program for the examination and issuance of the Certificate of Competency for Second Engineer of vessels with main engine power of 3,000 kW and above, as specified in Appendix 05 attached hereto.
6. The professional upgrading program for the examination and issuance of the Certificate of Competency for Second Engineer of vessels with main engine power from 750 kW to less than 3,000 kW, as specified in Appendix 06 attached hereto.
7. The professional upgrading program for the examination and issuance of the Certificate of Competency for Second Engineer of vessels with main engine power under 750 kW, as specified in Appendix 07 attached hereto.
8. The short-term training program for the examination and issuance of the Certificate of Competency for Chief Engineer of vessels with main engine power under 75 kW, as specified in Appendix 08 attached hereto.
9. The professional upgrading program for the examination and issuance of the Certificate of Competency for Electrical Officer, as specified in Appendix 09 attached hereto.
Article 4. Advanced Training Program
1. The advanced training program for college level to take the examination and issue the Certificate of Professional Competence for Chief Officer of Ships with a Gross Tonnage of 3,000 GT or more, as specified in Appendix 10 attached hereto.
2. The advanced training program for intermediate level to take the examination and issue the Certificate of Professional Competence for Deck Officer of Ships with a Gross Tonnage of 500 GT or more, as specified in Appendix 11 attached hereto.
3. The advanced training program for basic level in marine navigation control to issue the Certificate of Professional Competence for Duty Seaman, as specified in Appendix 12 attached hereto.
4. The advanced training program for college level to take the examination and issue the Certificate of Professional Competence for Second Engineer of Ships with Main Engine Power of 3,000 kW or more, as specified in Appendix 13 attached hereto.
5. The advanced training program for intermediate level to take the examination and issue the Certificate of Professional Competence for Engineering Officer of Ships with Main Engine Power of 750 kW or more, as specified in Appendix 14 attached hereto.
6. The advanced training program for basic level in marine engine operation to issue the Certificate of Professional Competence for Duty Motorman, as specified in Appendix 15 attached hereto.
7. The advanced training program for intermediate level to take the examination and issue the Certificate of Professional Competence for Electrical Officer, as specified in Appendix 16 attached hereto.
8. The advanced training program for basic level to issue the Certificate of Professional Competence for Electrical Technician, as specified in Appendix 17 attached hereto.
Article 5. Supplementary Training Program
1. The supplementary training program for university level in marine navigation control, as specified in Appendix 18 attached hereto.
2. The supplementary training program for college level in marine navigation control, as specified in Appendix 19 attached hereto.
3. The supplementary training program for intermediate level in marine navigation control, as specified in Appendix 20 attached hereto.
4. The supplementary training program for basic level in marine navigation control, as specified in Appendix 21 attached hereto.
5. The supplementary training program for university level in marine engine operation, as specified in Appendix 22 attached hereto.
6. The supplementary training program for college level in marine engine operation, as specified in Appendix 23 attached hereto.
7. The supplementary training program for intermediate level in marine engine operation, as specified in Appendix 24 attached hereto.
8. The supplementary training program for basic level in marine engine operation, as specified in Appendix 25 attached hereto.
9. The supplementary training program for university level in marine electrical engineering, as specified in Appendix 26 attached hereto.
10. The supplementary training program for college level in marine electrical engineering, as specified in Appendix 27 attached hereto.
11. The supplementary training program for intermediate level in marine electrical engineering, as specified in Appendix 28 attached hereto.

Article 6. Professional Training Program
1. The technical rescue training program as prescribed in Appendix 30 issued together with this Circular.
2. The safety and social responsibility training program as prescribed in Appendix 31 issued together with this Circular.
3. The lifeboat and rescue boat operation training program as prescribed in Appendix 32 issued together with this Circular.
4. The high-speed rescue boat training program as prescribed in Appendix 33 issued together with this Circular.
5. The crowd management training program for passenger ships and Ro-Ro passenger ships as prescribed in Appendix 34 issued together with this Circular.
6. The safety training program for direct service staff on passenger ship cabins and Ro-Ro passenger ships as prescribed in Appendix 35 issued together with this Circular.
7. The passenger safety, cargo safety, and hull integrity training program for passenger ships and Ro-Ro passenger ships as prescribed in Appendix 36 issued together with this Circular.
8. The crisis management and human response training program on passenger ships and Ro-Ro passenger ships as prescribed in Appendix 37 issued together with this Circular.
9. The maritime security awareness training program as prescribed in Appendix 38 issued together with this Circular.

Article 7. Pilot Training Program
1. The basic pilot training program for maritime pilots is prescribed in Appendix 65 issued together with this Circular.
2. The advanced pilot training program for maritime pilots is prescribed in Appendix 66 issued together with this Circular.
3. The pilot training program for ship captains to navigate their own vessels is prescribed in Appendix 67 issued together with this Circular.
Article 8. Maritime English Training Program
1. The specialized maritime English training program for marine vessel control at level 1 is prescribed in Appendix 68 issued together with this Circular.
2. The specialized maritime English training program for marine vessel control at level 2 is prescribed in Appendix 69 issued together with this Circular.
3. The specialized maritime English training program for marine vessel control at level 3 is prescribed in Appendix 70 issued together with this Circular.
4. The specialized maritime English training program for marine vessel machinery operation at level 1 is prescribed in Appendix 71 issued together with this Circular.

Chapter III
RESPONSIBILITIES OF ORGANIZATIONS AND INSTITUTIONS IN TRAINING SEAFARERS AND MARITIME PILOTS
Article 9. Responsibilities of the Vietnam Maritime Administration
Organizing inspections and supervision on seafarer and maritime pilot training work.
Article 10. Responsibilities of training institutions
1. Training institutions shall implement this Circular within their scope of responsibility.
2. Training institutions shall organize the training of seafarers and maritime pilots according to the programs prescribed in this Circular.
3. Regularly updating detailed programs, teaching materials, and lecture materials in accordance with legal regulations; relevant international conventions; and model programs of the International Maritime Organization.
Chapter IV
IMPLEMENTING PROVISIONS
Article 11. Transitional Provisions
1. Seafarers and maritime pilots who have been trained, upgraded, and trained before the effective date of this Circular shall not be required to undergo corresponding training programs under this Circular.
2. Training institutions that have been granted certificates of qualification for seafarer training shall complete the training, upgrading, and training curricula prescribed in Chapter II of this Circular no later than 12 months from the date of its effectiveness. During the period when training institutions complete the training, upgrading, and training curricula as prescribed in Chapter II of this Circular, they may continue to train and instruct according to Decision No. 2908/QĐ-BGTVT dated December 28, 2018 of the Minister of Transport on the issuance of the seafarer and maritime pilot training programs and the bank of examination questions and guidance for answering questions for marine officers and maritime English.
Article 12. Effective Date
This Circular takes effect from April 1, 2024.
Article 13. Implementation Organization
The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, the Director of the Vietnam Maritime Administration, training institutions, Heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular.
