CIRCULAR

Issuing two national technical regulations on classification and construction of fishing vessels

Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;

Pursuant to the Fisheries Law dated November 21, 2017;

Pursuant to Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing a number of articles of the Law on Standards and Technical Regulations and Decree No. 78/2018/ND-CP dated May 16, 2018 of the Government amending and supplementing certain provisions of Decree No. 127/2007/ND-CP dated August 1, 2007 of the Government detailing a number of articles of the Law on Standards and Technical Regulations;

Pursuant to Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing certain provisions and measures for implementing the Fisheries Law and Decree No. 37/2024/ND-CP dated April 4, 2024 of the Government amending and supplementing certain provisions of Decree No. 26/2019/ND-CP dated March 8, 2019 of the Government detailing certain provisions and measures for implementing the Fisheries Law;

Pursuant to Decree No. 35/2025/ND-CP dated March 1, 2025 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

At the proposal of the Director of the Fisheries and Fishery Guard Department and the Director of the Science and Technology Department;

The Minister of Agriculture and Rural Development issues two national technical regulations on classification and construction of fishing vessels.

Article 1. Issued together with this Circular are two national technical regulations on classification and construction of fishing vessels, including:

1. QCVN 91:2025/BNNMT - National Technical Regulation on Classification and Construction of Fishing Vessels with a Maximum Length of 24 Meters or More.

2. QCVN 92:2025/BNNMT - National Technical Regulation on Classification and Construction of Fishing Vessels with a Maximum Length from 12 to Less than 24 Meters.

Article 2. Effective Date

1. This Circular takes effect from March 10, 2026.

2. This Circular replaces Circular No. 07/2021/TT-BNNPTNT dated July 26, 2021 of the Minister of Agriculture and Rural Development promulgating National Technical Regulation on Classification and Construction of Fishing Vessels with a Maximum Length from 12 to Less than 24 Meters - QCVN 02-35:2021/BNNPTNT.

Article 3. Implementation Organization

1. Ministries, ministerial-level agencies, People's Committees at all levels, Departments of Agriculture and Environment of provinces and centrally governed cities, and related organizations and individuals are responsible for implementing this Circular.

2. During the implementation of this Circular, if any difficulties arise, relevant agencies, organizations, and individuals shall promptly report in writing to the Ministry of Agriculture and Environment for consideration and resolution./.
