PRIME MINISTER

Pursuant to the Government Organization Law dated September 30, 1992;

Pursuant to Resolution No. 35/NQ-UBTVQHK9 dated May 17, 1993 of the Standing Committee of the National Assembly, Term 9;

Pursuant to Decree No. 25/CP dated May 23, 1993 of the Government on the temporary regulations of the new salary system for civil servants, administrative and public service officials, and armed forces personnel; Decree No. 27/CP dated May 23, 1993 of the Government on the temporary adjustment of pension levels and allowances for social policy beneficiaries;

At the proposal of the Minister of Labor - War Invalids and Social Affairs, the Ministers and the Head of the Civil Service and Cadre Organization Board of the Government, the Minister of Finance,

DECISION:

Article 1. For elected positions with terms of office (including some other positions classified as elected positions) within the state agencies from central to district level, if re-elected, they shall be entitled to seniority allowance equal to 5% of the position's salary for each term starting from the second term.

Article 2. Civil servants and public service officials assigned to work at Associations that have been approved by the Civil Service and Cadre Organization Board of the Government, if elected to hold key leadership positions in those Associations, shall be paid according to their current professional grade and shall receive leadership position allowances as follows:

a) For Associations at the central level, the highest leadership position allowance coefficient is 1.1 times the minimum wage.

b) For Associations at provincial and centrally-administered city levels, the highest leadership position allowance coefficient is 0.7 times the minimum wage. For Hanoi and Ho Chi Minh City, the highest leadership position allowance coefficient is 0.8 times the minimum wage. The Civil Service and Cadre Organization Board of the Government shall determine specific allowances for key leadership positions based on the functions and responsibilities of these Associations at both central and local levels.

Article 3. Special allowances shall be provided for civil servants, public service officials, and armed forces personnel working on certain remote islands and border areas with particularly difficult living conditions. The allowances include three levels: 30%, 50%, and 100% of the rank or position salary.

Article 4

a) Leaders of Provincial Market Management Boards shall receive position allowances equivalent to those of leaders at the department level.

b) Some local boards currently headed by Chairmen or Vice-Chairmen but actually managed and held responsible by Deputy Chairmen shall receive position allowances equivalent to those of board leaders.

Article 5. Continue implementing the monthly service allowance system for those currently receiving service benefits but actually self-servicing. The allowance for a full quota equals the minimum wage, while half a quota equals 50% of the minimum wage.

Article 6. Civil servants, public service officials, state workers, and personnel in the armed forces who travel, work, or study abroad and receive living expenses covered by the State or salaries and living expenses covered by foreign countries or international organizations pursuant to Decision No. 144-CT dated June 12, 1986 and Decision No. 277-CT dated October 30, 1986 of the Council of Ministers (now the Prime Minister) may leave 40% of their rank or position salary for their families.

Article 7. Continue providing an additional allowance of 20,000 VND/month for medical staff in mobile teams and at mountainous, remote, and island bases according to Circular No. 4407-PPLT dated April 28, 1992 of the Office of the Council of Ministers (now the Office of the Government) until new regulations are issued.

Article 8. Non-commissioned officers and soldiers of the People's Army and Public Security Forces who receive insignia allowances shall also receive regional allowances calculated based on the insignia allowance for a private second class.

Article 9. Graduates from training institutions who start working in mountainous, remote, and island areas shall immediately receive 100% of their salary during their probationary period.

Article 10. Those retiring in 1993 will not switch to the new salary scale if they are civil servants, public service officials, or state workers and will receive an additional 20% of their rank or position salary and price stabilization and price compensation allowances according to general State regulations. If they are military personnel or public security forces, they will receive an additional 30% of their rank or position salary and the aforementioned allowances.

Article 11. War invalids and disabled veterans who are not state workers or pensioners receiving monthly disability and veteran allowances based on salary shall receive educational subsidies according to Decision No. 117-TTg and housing subsidies if they have not yet received housing fee reductions according to Decision No. 118-TTg dated November 27, 1992 of the Prime Minister. These amounts shall be added to their March 1993 allowances to adjust the allowance level according to the new salary from April 1, 1993.

Article 12. The Ministry of Labor - War Invalids and Social Affairs shall take the lead in coordinating with the Ministry of Finance and the Civil Service and Cadre Organization Board of the Government, along with relevant agencies, to guide the implementation of this Decision.

Article 13. This Decision takes effect from April 1, 1993.

Article 14. The Minister, Head of an agency at the ministerial level, head of an agency under the Government, Chairman of the People's Committee of a province or centrally governed city shall be responsible for implementing this Decision./.
