Issuing material standards for one maintenance cycle of national railway infrastructure

Pursuant to the Railway Law dated June 14, 2005;

Pursuant to Decree No. 31/2005/NĐ-CP dated March 11, 2005 of the Government on production and supply of public goods and services;

Pursuant to Decision No. 256/2006/QĐ-TTg dated November 9, 2006 of the Prime Minister promulgating the Procurement Regulations for ordering, allocating plans for production and supply of public goods and services;

Pursuant to Decree No. 51/2008/NĐ-CP dated April 22, 2008 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Transport;

At the proposal of the Director of the Infrastructure Department;

The Minister of Transport issues this Circular on material standards for one maintenance cycle of national railway infrastructure,

Article 1. This Circular sets forth material standards for one maintenance cycle of national railway infrastructure, including two volumes:

Volume 1: Material standards for one maintenance cycle of national railway infrastructure - Items: Road, bridge, tunnel, and architectural works;

Volume 2: Material standards for one maintenance cycle of national railway infrastructure - Items: Information, signaling;

Article 2. This Circular applies to agencies, units, organizations, and individuals related to the provision of public goods and services in the field of maintaining national railway infrastructure;

Article 3. This Circular takes effect from March 1, 2013; it abolishes the following documents:

1. Provisional Regulation No. 1006/ĐS-KH dated November 26, 1992 of the General Director of Vietnam Railway Union on material standards for regular maintenance of railway tracks for one year per kilometer;

2. Provisional consumption standards for materials for maintenance and repair of information and signaling issued together with Decision No. 11-QĐ/CSHT dated January 7, 1999 of the General Director of Vietnam Railway Union.

Article 4. The Head of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments, Directors-General of Departments and Directorates under the Ministry of Transport, the Director-General of the Vietnam Railway Administration, the General Director of Vietnam Railway Corporation; Heads of agencies, organizations, and individuals concerned shall be responsible for implementing this Circular./.
