THE MINISTER OF LABOR - INVALIDS AND SOCIAL AFFAIRS
Pursuant to the Ordinance on Audit dated April 1, 1990;
Pursuant to Decree No. 15/CP dated March 2, 1993 of the Government on the tasks, powers, and responsibilities for state management of Ministries and ministerial-level agencies;
1. Registering incomplete labor supply contracts with Malaysia (10% or more compared to the number going);
On the basis of Decree No. 33/1998/NĐ-CP dated May 23, 1998 of the Government regarding the establishment of the General Department of Vocational Training under the Ministry of Labor - Invalids and Social Affairs;
After receiving the opinion of the State Inspectorate at Circular No. 1524/TTNN dated December 23, 1998;
Considering the proposal of the Director of the Personnel and Training Department and the General Director of the General Department of Vocational Training,

Article 1:The Vocational Training Inspectorate is an entity under the General Department of Vocational Training, responsible for assisting the General Director of the General Department of Vocational Training to perform state inspection and specialized inspection functions in the field of vocational training throughout the country; examining and resolving complaints and petitions from organizations and citizens in the field of vocational training within its authority.
Article 2:The tasks and powers of the Vocational Training Inspectorate:
1. To develop plans for inspection, supervision, and vocational training, organizing and implementing approved inspection and supervision plans.
2. To inspect and supervise the implementation of laws and policies of the State on vocational training, the organization and operation of vocational training institutions; the implementation of technical skill levels, vocational training programs, objectives, curricula, content, and methods of training, examination regulations, issuance of certificates and diplomas; management and utilization of resources invested in vocational training... in schools, classes, centers, and other vocational training activities in the country (hereinafter referred to as vocational training institutions).
3. To inspect and supervise the performance of state management functions in the field of vocational training by sectors and localities.
4. To inspect emergency cases assigned by the General Director of the General Department of Vocational Training; participating in inspection teams of the Ministry and inter-ministerial inspection teams related to vocational training work.
5. To verify, conclude, and propose measures to resolve complaints and petitions from citizens in the field of vocational training.
6. To propose to the General Director of the General Department of Vocational Training to amend, supplement, and promulgate policies, systems, and regulations of the State on vocational training.
7. To guide provincial Departments of Labor - Invalids and Social Affairs in implementing inspection and supervision tasks; providing professional training for provincial Labor - Invalids and Social Affairs Inspectors on vocational training.
8. While performing tasks, the Vocational Training Inspectorate may invite officials, civil servants, and teachers from units under the General Department of Vocational Training and related units as prescribed.
9. To implement the tasks and powers stipulated in the Inspection Ordinance dated April 1, 1990.
Article 3:The organizational structure of the Vocational Training Inspectorate:
1. The Vocational Training Inspectorate is directly led and directed by the General Director of the General Department of Vocational Training and guided professionally by the Ministry of Labor - Invalids and Social Affairs Inspectorate.
The Vocational Training Inspectorate is entitled to use its own seal.
2. The Vocational Training Inspectorate has a Chief Inspector, Deputy Chief Inspectors, and Inspectors.
a. The Chief Inspector and Deputy Chief Inspectors are appointed and relieved of their duties by the Minister of Labor - Invalids and Social Affairs.
b. c. The Head of the Vocational Training Inspectorate is responsible for organizing the implementation of the tasks and powers of the Vocational Training Inspectorate as stipulated in Article 2 of this Decision.
d. The Deputy Head assists the Head in the areas of work assigned to him/her.
e. The Inspector (who is part of the staff of the Vocational Training Inspectorate) shall enjoy the benefits prescribed in the "Inspector Regulations" issued together with Decree No. 191/HĐBT dated June 18, 1991 of the Council of Ministers (now the Government). When performing their duties, Inspectors and Inspection Teams established pursuant to the Decision of the competent authority shall have the rights and obligations as prescribed in the Inspection Ordinance.
Vocational Training Inspectors at provincial and centrally-run city levels are Inspectors of the Department of Labor, Invalids and Social Affairs.
Article 4:This Decision takes effect fifteen days from the date of signature.
Article 5:The Head of the Ministry's Office, Heads of the Cadres and Civil Servants Organization Department and the Training Department, the Head of the Ministry's Inspectorate, the Director of the Vocational Training General Department, Heads of relevant units, Directors of vocational training schools, Directors of vocational training establishments and other establishments engaged in vocational training activities are responsible for implementing this Decision.
