REGARDING THE DESIGN WATER LEVEL FOR LEVEES IN THE RED RIVER AND THAI BINH RIVER SYSTEMS
MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
BASED ON THE LAW ON WATER RESOURCES dated May 20, 1998;
BASED ON THE ORDINANCE ON DIKE REGULATION dated August 24, 2000;
BASED ON THE ORDINANCE ON FLOOD CONTROL AND STORM PREVENTION dated March 8, 1993; AMENDED AND COMPLEMENTED on August 24, 2000;
BASED ON THE ORDINANCE ON THE EXPLOITATION AND PROTECTION OF IRRIGATION WORKS dated April 4, 2001;
Pursuant to Decree No. 73/CP dated November 1, 1995 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;
BASED ON DECREE NO. 62/1999/NĐ-CP dated July 31, 1999 issued by the Government regarding the FLOOD DIVERSION AND DELAY REGULATIONS for the RED RIVER SYSTEM to ensure safety for HANOI CITY;
BASED ON LETTER NO. 959/CP-NN dated October 24, 2001 from the Government assigning the Ministry of Agriculture and Rural Development to establish and approve the STANDARDS FOR FLOOD PREVENTION AND CONTROL IN THE DELTA OF THE RED RIVER AS A BASIS FOR THE CONSTRUCTION OF SON LA HYDROPOWER PLANT;
AT THE SUGGESTION OF THE DIRECTOR OF THE DEPARTMENT OF FLOOD CONTROL AND DIKE MANAGEMENT.
The special-class levees in Hanoi shall be designed to withstand floods with water levels up to 13.4 meters at Hanoi. Levees of class I, II, and III shall be designed to withstand floods with water levels up to 13.1 meters at Hanoi.
DECISION:
Article 1. The Director of the Department of Flood Control and Dike Management shall, based on this decision, be responsible for specifying the design water level for levees at key points along each levee in the Red River and Thai Binh River systems.
Article 2. The Head of the Ministry's Office, the Director of the Department of Flood Control and Dike Management, the Director of the Department of Water Resources and Irrigation Works, the Director of the Science and Technology Department and Environmental Protection, the Director of the Institute of Irrigation Planning, and the Heads of related units shall be responsible for implementing this Decision./.
Article 3. This Decision takes effect from the date of issuance.
The Director of the Ministry's Office, the Director of the Flood Control and Dyke Management Department, the Director of the Water Resources Management and Utilization Department, the Head of the Science, Technology and Irrigation Planning Division, the Director of the Water Resources Planning Institute, and the Heads of related units are responsible for implementing this Decision./.
